1 FIRE DEPARTMENT CONDITIONS BELLEVUE FESTIVAL OF THE ARTS 2016 The Bellevue Fire Department would like to welcome you to this year s Bellevue Arts Museum Arts Fair. In order to ensure a safe and enjoyable time for all, we would like to draw your attention to the following fire and life safety requirements: 1. Fire Retardant or Flame Retardant Treatment All tents, membrane structures, sidewalls, tarpaulins, drops, curtains, draperies, hangings and other decorative materials (excluding the artwork being displayed) suspended from walls or ceilings of booths are required by the International Fire Code to be flame retardant. Verification of the product/item in question as being flame retardant can only be accomplished via a valid Flame Certificate. The Flame Certificate must be available on-site. It shall indicate the product/item in question meets NFPA 701 or California State Fire Marshal requirements for flame retardancy. If a product/item is inherently flame retardant, a Flame Certificate should be available from the manufacturer upon request that indicates it meets NFPA 701 or California State Fire Marshal requirements for flame retardancy. When a product is not flame retardant or there is no Flame Certificate available for the product, it must be treated by a third party to render it flame retardant. The treating party should then provide a Flame Certificate indicating the product/item meets NFPA 701 or California State Fire Marshal requirements for flame retardancy. The use of oilcloth, tarpaper, sisal paper, nylon, Orlon and certain other synthetic materials that cannot be made flame resistant are strictly prohibited. Hay, straw, shavings or similar combustible materials shall not

2 be located within any tent, membrane structure, or booth as a floor covering. Items which are not accompanied by a valid Certificate of Flame Resistance shall be removed. If the item(s) is unable to be removed from the show floor prior to the show opening, the show doors may be held and/or the vendor/exhibitor s booth may be closed! A list of flame retardant and flame proofing resources has been provided in this packet of information. 2. Fire Protection Equipment Minimum 2-A:10-B:C rated portable fire extinguishers are required within 75 feet travel distance. 40-B:C and/or Class K fire extinguishers are required for cooking facilities. Extinguishers must be fully charged and have a current inspection tag. Extinguishers shall be visible and accessible. Fire extinguisher location signs may be required for increased visibility. 3. Combustibles Combustible materials on display shall be limited to reasonable quantities. Reserve supplies shall be stored in a neat and compact manner. Cardboard boxes or any combustible materials shall not be stored or placed on top of any heat producing appliance or electrical wiring behind the back wall drapery (booth), or behind any display. 4. Obstructions Aisles designated on approved show floor plans shall be kept clean and free of obstructions. Booth construction shall be substantial and fixed into position within specified areas for the duration of the show. Chairs, easels,

3 signs and demonstration areas shall not be placed beyond booth area into exit/egress aisles. All exit/egress aisles must be maintained at a minimum of 10 feet in width or unless otherwise approved on the floor plan. (Minimum 8 feet in the parking garage). 20 foot access must be maintained between the parking garage and the building for fire department aid car and/or fire engine access. All fire protection and firefighting equipment such as fire hydrants, fire department connections and standpipes shall have unobstructed accessibility. Exit signs are required throughout all structures and shall not be obstructed from view. Fire sprinklers shall not be obstructed in any manner. No ceilings are allowed on the exhibits, booths, and displays within the parking garage. Fire sprinkler piping shall not be used to support anything, including but not limited to artwork, booths, lighting, electrical cords, etc. 5. Electrical / Extension Cords & Multi-Plug Adapters Extension cords shall service one appliance or one approved relocatable power strip / power tap, and shall be three-wire type (with ground). All cords shall be protected from physical damage and foot traffic. Multi-plug adapters must be UL listed / approved and have current (electrical) overload safety device. Cube adapters and other devices, which increase outlets are not acceptable unless equipped with an internal circuit breaker. All spliced wires and open junction boxes are prohibited. Nothing shall be attached to, or hang from electrical conduit. 6. Compressed Gas Cylinders

4 Compressed gas cylinders must be attached to a stand or properly secured if used upright or laid flat on the floor. Compressed flammable gases are prohibited inside the parking garage. This includes acetylene, hydrogen, propane, butane and LP-Gas. 7. Cooking and/or Warming Devices Cooking devices shall be approved by recognized testing laboratory, e.g. UL / FM. Cooking and heating equipment shall not be located within 10 feet of exits or combustible materials. Cooking and open flames are not permitted in the parking garage. Tents or membrane structures where cooking is performed shall be in accordance with Public Information Handout (F-41). Cooking / warming devices and heated products shall be isolated from the public by not less than 4 feet from public access, or provide a noncombustible shield at least 18 inches high across the front and down both sides of the demonstration area. Decorative candles are permitted for show or display only and shall not be lit or operating with an open flame. 8. Heat Producing Equipment / Hot Work Welding, cutting, soldering, hot work, or any open flame devices are prohibited in the parking garage. Hot work areas shall not contain combustibles and/or shall be provided with appropriate shielding to prevent sparks, slag or heat from igniting exposed combustibles. Partitions segregating hot work areas from other areas shall be noncombustible. A portable fire extinguisher having a minimum 2-A:20-B:C rating shall be readily accessible within 30 feet of the location where hot work is performed.
