1 BOARD OF SUPERVISORS BUSINESS MEETING ACTION ITEM Date of Meeting: September 2, 2015 # 9 SUBJECT: ELECTION DISTRICT: Identification of Funds for the Traffic Signal at the Intersection of Northstar Boulevard and Ryan Road Blue Ridge CRITICAL ACTION DATE: At the pleasure of the Board STAFF CONTACTS: Eloisa Thring, Transportation and Capital Infrastructure Kathleen Leidich, Transportation and Capital Infrastructure Joe Kroboth, Transportation and Capital Infrastructure PURPOSE: To recommend the use of available funding sources for the installation of a traffic signal at the intersection of Northstar Boulevard and Ryan Road. STAFF RECOMMENDATION: Staff recommends the Board of Supervisors (Board) direct staff to prepare a budget adjustment to amend the FY 2016 Capital Improvements Program (CIP) budget to appropriate $129, in cash proffers from ZMAP , Sequence Number , in the Public Facilities Fund and transfer that amount to the Capital Fund, and transfer $175,000 from the Traffic Signal Contingency Fund to fund the installation of a traffic signal at the intersection of Northstar Boulevard (Route 659) and Ryan Road (Route 772). BACKGROUND: The subject intersection is experience increased traffic congestion due to development along Northstar Boulevard and Ryan Road from the western edge of Brambleton to Shreveport Drive (Route 621) and Loudoun County Parkway (Route 607) (Attachment 1). The opening of Northstar Boulevard from its intersection with Ryan Road to Creighton Road (Route 774) has also contributed to an increase in traffic volumes passing through the subject intersection. Although Northstar Boulevard provides relief for Belmont Ridge Road, motorists are still experiencing excessive delays at the subject intersection. As part of the FY 2014 CIP budget, $230,000 in local gasoline tax funding was appropriated in the Capital Fund for the warrant study, design and construction of the traffic signal at Northstar and Ryan Road. The traffic signal warrant analysis for the referenced intersection was prepared and approved by the Virginia Department of Transportation (VDOT) on September 5, In July 2013, the

On October 30, 2014, VDOT approved the traffic signal plans. (Attachment 2). On October 6, 2014, a determination (ZCOR ) was issued regarding the use of proffer funds from ZMAP , Sequence Number , to fund the installation of a traffic signal at Northstar Boulevard and Ryan Road; and determined the proposal was appropriate (Attachment 3). ISSUES: Staff does not anticipate any additional issues related to the installation of the proposed signal. FISCAL IMPACT: Based on the VDOT approved traffic signal plans, the engineer s estimate for the signal installation project, including contingency, is $534,000 (Attachment 4). A balance of $230,000 is currently available in the project budget. With the accrued interest, ZMAP , Sequence Number , currently contains a balance of $129, available for the construction of the referenced traffic signal. Should the Board approve staff s recommendations, a balance of $0 would remain in ZMAP , Sequence Number The Traffic Signal Contingency Fund currently contains a balance of $244, of which staff is proposing to transfer $175,000 to the Northstar Boulevard and Ryan Road signal project. 1 Should the Board approve staff s recommendations, a balance of $69, would remain in the Traffic Signal Contingency Fund (Table 1). However, as part of Item #7 for the September 2, 2015 Business Meeting, staff is proposing the use of $35, for the Belmont Ridge Road/Northstar Boulevard intersection improvements, which if approved would result in a balance of $

I move that the Board of Supervisors direct staff to prepare a budget adjustment to amend the FY 2016 Capital Improvements Program budget by appropriating $129, in the Public Facilities Fund, as identified in Table 1, and transfer that amount to the Capital Fund, and transfer $175,000 within the Capital Fund from the Traffic Signal Contingency account to the Northstar Boulevard and Ryan Road Traffic Signal project account.
