BCSA Model Specifications for the Purchase of Structural Steel Sections, Plates and Bars (Issue 25 th July 2011) 1. All goods are ordered by the Purchaser to Execution Class 2 or above at the time of placing the order. All orders placed with Parkersteel must clearly indicate the applicable Execution Class where this applies. Goods ordered to Execution Class 1 will not be fully compliant with the BCSA specifications but ARE compliant to the CE regulations covering Execution Class 1 supply of goods and services. 2. Section 5.1 Product Testing 3.1 Type Inspection Certificate will be supplied when available, otherwise Type 2.2 will be supplied in this instance (e.g. Tata Strongbox is not available with 3.1 Inspection Certificates) 3. Section 5.2 Supplementary Testing Any supplementary testing carried out or commissioned by Parkersteel / Parkertools in no way infers compliance for any other use or with any standard other than as declared on the supplied original mill Inspection Certificates or DoP. All results test are solely for the information and interpretation of the Purchaser only. 4. CEV values will be in accordance with the relevant standards as is applicable, requirements better than this cannot be guaranteed. Parkersteel Parkertools Compliance with the BCSA Model Specifications for the Purchase of Structural Bolting Assemblies and Holding Down Bolts (Issue ) 1. Section 8.1 National Highways sector Scheme 3 Parkertools are not knowingly compliant with the National Highways sector scheme but are fully complaint with the CE regulations covering Structural Bolting Assemblies and holding Down bolts. The relevant documentation for Parkersteel ISO 9001 and FPC certification is available to view and download at In all other aspects Parkersteel / Parkertools are compliant with the model BCSA Specifications and to the CE Marking Execution Class s 1, 2, 3 & 4. Please indicate clearly when ordering the required Execution Class required at the time of placing your enquiry / order. All order and enquiry confirmations indicate the Execution Class offered. Copies of the current BCSA model specifications referred to are attached to this notice and were current at the date of this letter. 2 MODEL SPECIFICATION FOR THE PURCHASE OF STRUCTURAL STEEL SECTIONS, PLATES AND BARS 1.0 INTRODUCTION This model specification is for the purchase of steel products and should be used in conjunction with the National Structural Steelwork Specification for Buildings 5 th edition (CE Marking Version) [NSSS5CE] and the Steel Bridge Group: Model Project Specification for the Execution of Steelwork in Bridge Structures, This specification applies to suppliers of steel products placed on the market as structural steel sections, plate or bars for the fabrication of structural steelwork. Both the supplier and purchaser of the products shall comply with this specification. Acceptance by the purchaser of steel products from the supplier is conditional on the supplier complying with the full requirements of this specification. NOTE: The National Structural Steelwork Specification for Building 5 th edition [NSSS] may be used for non-ce Marked structural steelwork. 2.0 DEFINITIONS Purchaser: Supplier: the company purchasing the steel products. Generally this is a steelwork contractor that executes the structural steelwork, undertaking the role of constructor defined in BS EN the company supplying the steel products. The supplier may be the producer of the steel products, a steel stockholder/distributor, and/or a steel service centre. The supplier may be an importer NOTE: It is assumed that the natural or legal persons to the transaction are companies. Manufacturer: means any natural or legal person who manufacturers a construction product or who has such a product designed or manufactured and markets that product under his name or trademark. Original producers of steel products are manufacturers. Steel service centres may be manufacturers if the steel products are processed in accordance with BS EN Suppliers may also be manufacturers if they place the product on the EU market under their own name/trademark. 3 Distributor: Importer: means any natural or legal person in the supply chain, other than the manufacturer or the importer, who makes a construction product available on the market. Steel stockholders are distributors. Steel service centres are distributors if they do not act as manufacturers by processing the product in accordance with BS EN means any natural or legal person established within the European Union who places a construction product from a third country on the EU market NOTE: The terms agent and trader are also common usage in the steel supply chain, but these terms are not formally recognised under this specification. Inspection document: document issued by the manufacturer in which the manufacturer declares the products supplied are in compliance with the requirements of the order and/or relevant standard, and in which the manufacturer supplies supporting test results. 3.0 TECHNICAL SPECIFICATION 3.1 Steel products, dimensions and tolerances At the time of order the purchaser shall specify the relevant standards from Tables 1 and 2 below, and the relevant steel grades and qualities, and whether any options allowed by the standard are to apply. At the time of order the purchaser shall specify any other special requirements (e.g. a particular steel chemistry, or a particular limit on the carbon equivalent value). a. Rolled sections, plates and bars Steel rolled sections, plates or bars shall comply with the appropriate standard shown in Table 1. Dimensions and tolerances shall comply with the standards shown in Table 1. BCSA 25 th July 2011

(6) See manufacturers information for rolled asymmetric beams b. Structural hollow sections Structural hollow sections shall comply with the appropriate standards shown in Table 2. Dimensions and tolerances shall comply with the standards shown in Table 2. It is very difficult to obtain steel grade S275. NOTE: Selection of either BS EN or BS EN specifies whether structural hollow sections are to be hot finished or cold formed. Hot finished structural hollow sections to BS EN cannot be directly replaced with cold formed structural hollow sections to BS EN as the properties do not correspond directly. BCSA 25 th July 2011

5 3.2 Toughness Unless otherwise specified in the purchaser s order, the steel qualities shall be in accordance with the requirements as given in Table 3. Unless the purchaser s order specifies otherwise, then it shall be assumed that the steel products are for use in internal steelwork. TABLE 3: MAXIMUM THICKNESS IN MM (1) S275 S355 JR J0 J2 JR J0 J2 Internal steelwork External steelwork (1) Based on BS EN and PD assuming steelwork to be welded generally with details being moderate and the presence of tensile stress. 4.0 CE MARKING All steel products manufactured to harmonised BS EN standards shall be supplied complete with CE Marking as follows: Steel sections to BS EN Hot finished hollow sections to BS EN Cold formed hollow sections to BS EN Fabricated sections to BS EN NOTE: CE Marking is mandatory in the European Community, including the UK and the Republic of Ireland from 1st July The CE Marking shall appear on inspection documents and the information on the inspection documents shall be legible and written in English. 5.0 PRODUCT TESTING 5.1 Testing by the original manufacturer All steel products shall have been specifically tested and the manufacturer shall declare the results using an inspection certificate type 3.1 to BS EN Traceability by lot or cast shall be maintained for steel products when distributed through the supply chain. NOTE: Clause of NSSS5CE does not allow steel to be supplied with non-specific type 2.2 test reports even though BS EN does for some grades/qualities. 5.2 Supplementary testing Any supplementary tests carried out by the supplier to establish whether the mechanical properties of the steel products are appropriate for use shall be undertaken by a laboratory certified as competent to BS EN ISO IEC by a UKAS (or equivalent) accredited certification body. 6 The supplier shall provide to the purchaser a copy of the test report from the certified laboratory showing the supplementary test data, together with a copy of the type 3.1 CE-Marked inspection certificate issued by the original steel product manufacturer. 6.0 QUALITY MANAGEMENT 6.1 Products supplied direct from the original manufacturer The manufacturer shall have a quality management system with a suitable scope that complies with the requirements of BS EN ISO 9001 and is certified by a certification body accredited by UKAS or an equivalent approved body. Prior to order the manufacturer shall provide verification of BS EN ISO 9001 compliance to the purchaser. The manufacturer shall have a system of receipt, despatch and delivery that ensures traceability from manufacture to point of delivery of the steel products to the purchaser. 6.2 Products supplied by a supplier who is not the original manufacturer The supplier shall have a quality management system with a suitable scope that complies with the requirements of BS EN ISO 9001 and is certified by a certification body accredited by UKAS or an equivalent approved body. Prior to order the supplier shall provide verification of BS EN ISO 9001 compliance to the purchaser. The supplier shall have a system of receipt, despatch and delivery that ensures traceability from manufacture to point of delivery of the steel products to the purchaser. If the supplier processes the steel products in accordance with BS EN , then the supplier shall have in place a certified factory production control system issued by a notified body in accordance with BS EN For material supplied to this specification the supplier shall only purchase steel products from original manufacturers or other suppliers with suitably certified BS EN ISO 9001 systems in place. The supplier shall have a system in place for checking whether products being supplied are in accordance with the relevant inspection documents and the appropriate product standards. If discrepancies are found the products shall be quarantined and the non-compliance recorded. 7.0 RECORDS The supplier shall retain copies of inspection documents and laboratory test report (if appropriate), and keep records of checks carried out on inspection certificates and any non-conformance reports for a period of 10 years. 7 8.0 REFERENCES The supplier and the purchaser shall have access to up-to-date copies of all the relevant standards referred to in this specification. 9.0 UNDERTAKING I/we the undersigned agree to supply steel products in accordance with this specification and any variation from this agreement will be agrees in writing. 8 Model Specification for the Purchase of Structural Bolting Assemblies and Holding Down Bolts 1.0 Introduction This specification is for the purchase of structural bolting assemblies and holding down bolts for constructional steelwork and should be used in conjunction with the National Structural Steelwork Specification for Buildings (5 th edition, CE Marking) and the Steel Bridge Group: Model Project Specification for the Execution of Steelwork in Bridge Structures. Acceptance of structural fasteners from a supplier is conditional on the supplier complying with the full requirements of this model specification. Note: The earlier version of the Model Specification for the Purchase of Structural Bolting Assemblies and Holding Down Bolts may be used for non-ce Marked bolting assemblies. 2.0 General All fasteners shall be supplied with a colour coded system. The colour coding system shall identify the diameter of the fastener and the type of protective treatment used. Example colour coding systems for the fastener diameter shown on the bag or drum and protective treatment shown on a label are given below. Manufacturers/suppliers may use alternative colour coding systems provided the system is agreed with the purchaser in advance. Fastener diameter M12 = RED M16 = BLUE M20 = YELLOW M24 = GREEN M30 = BLACK Type of protective treatment Electroplating = BLUE Galvanized = ORANGE Sherardized = PINK If a technical non-conformity is discovered after delivery, the supplier shall replace the product or rectify the problem immediately and make available to the purchaser the results of the corrective action taken.

9 3.0 Technical Specification Fasteners shall be supplied in accordance with the following tables or in the case of proprietary fasteners in accordance with clauses 4 and 5. Note: Fasteners supplied in accordance with Tables 3 and 4 cannot be CE Marked. This over-tapping reduces the strength of the nut and therefore a nut that has a proof load higher than the minimum ultimate tensile load of the assembly must be used. Nuts for galvanized or sherardized 4.6 bolts shall be property class 8; nuts for galvanized or sherardized 8.8 bolts shall be property class 10 and nuts for galvanized and sherardized 10.9 bolts shall be property class 12 to BS EN ISO 4033.

Table 5: PROTECTIVE COATINGS Galvanizing BS EN ISO Zinc Electroplating BS EN ISO 4042 Sherardizing BS Proprietary Products All proprietary items shall be used in accordance with the manufacturer s recommendations and instructions if relevant. 5.0 CE Marking All fastener assemblies manufactured to harmonised BS EN standards shall be supplied complete with CE marking as follows: Ordinary (non-preloaded) assemblies to BS EN Preloaded assemblies to BS EN Fasteners supplied as proprietary items shall either be CE marked as being in accordance with a European Technical Approval or be treated as special fasteners to BS EN Special fasteners shall only be used if the manufacturer publishes suitable product information in the form of a component specification and provides a declaration of conformity that the fasteners have been supplied in accordance with the component specification. 6.0 Inspection certificates All goods shall be supplied with a Type 3.1 Inspection certificate from the manufacturer/supplier to BS EN 10204: 2004 verifying compliance with this specification. If the fastener is surface coated this shall be included.

12 The manufacturer s Inspection certificate and the supplier s Inspection certificate which is traceable to the manufacturer s Inspection certificate must be retained by the supplier for a period of not less than 10 years and made available on request. When agreed with the purchaser, the supplier may provide a certificate of conformance created by the supplier that references the original manufacturer s conformance documents. The original manufacturer s conformance documents shall be retained by the supplier and the supplier s certificate of conformance shall be traceable to the manufacturer s original conformance documents. 7.0 Service temperature If bolts are intended for use at a service temperature below -20 C, the purchase order shall specify the temperature at or below which the bolts have a minimum impact strength of 27J according to BS EN ISO Quality Management 8.1 National Highways Sector Scheme 3 A quality management system shall be used for the supply and distribution of structural fasteners. For projects in the UK suppliers and distributors of structural fasteners shall comply with National Highways Sector Scheme 3 (NHSS3). This applies to all structures not just highway structures. For projects outside the UK it is recommended that the scheme is adopted by all suppliers and distributors of structural fasteners and shall be adopted by suppliers and distributors of all structural fasteners supplied for use in the UK. 8.2 Bolts supplied direct from a Manufacturer The manufacturer shall have a quality management system with a suitable scope that complies with the requirements of BS EN ISO 9001: 2008 and is certified by a certification body accredited by UKAS or an equivalent approved body. Verification of BS EN ISO 9001 compliance will be provided prior to order. Verification of the raw material quality control and verification of heat treatment control is also required. The manufacturer shall have a system of receipt and despatch in place to ensure continued traceability from manufacture to despatch of the goods to the client. Note: The definition of a manufacturer is that given in the Construction Products Regulations. Manufacturer means any natural or legal person who manufactures a construction product or who has such a product designed or manufactured, and markets that product under his name or trademark. 8.3 Bolts provided by a Supplier who is not a manufacturer

13 Both the supplier and his manufacturer shall have a quality management system with a suitable scope that complies with the requirements of BS EN ISO 9001: 2008 and is certified by a certification body accredited by UKAS or an equivalent approved body. Verification of this compliance will be supplied prior to order. Verification of raw material quality control as well as verification of heat treatment control is required. The supplier shall have a system of receipt and despatch in place to ensure continued traceability from the manufacturer to despatch of the goods to the client. Verification of continued quality assurance/quality control by the manufacturer shall be provided by the supplier. Inspection and sample testing of the product to BS EN ISO 3269: 2001 and mechanical testing to Table 6 is required at the point of entry in to the EU market place and shall be organised by the supplier/importer to supplement the manufacturer s data as agreed at time of order. 9.0 References Table 6: Values to be used with BS EN ISO 3269: 2001 AQL to be used for non-destructive tests 0.65 AQL to be used for destructive tests 1.5 Ac Level 0 The following dated standards and specifications are referenced in this specification.
