1 ADMINISTRATOR S WEEKLY REPORT # October 17 th 23 rd, 2016 CALLS FOR SERVICE This Week 2016 YTD YTD Change Fire % Aid % Other % Total % Last Week: The Washington State Auditor s Office began their Accountability and Financial Audit of the VRFA for fiscal year HR Manager Borden administered the Entry Level Firefighter Oral Board examination on Monday, October 17 th to Friday, October 21 st. Executive Assistant Bartol attended the Washington Fire Chiefs Administrative Support training conference in Chelan on Monday, October 17 th. Senior Staff held their weekly meeting on Tuesday, October 18 th at Headquarters Station 31. Senior Staff attended the monthly meeting of the Auburn Area Chamber of Commerce on Tuesday, October 18 th at Emerald Downs. DC Swearingen attended the King County Fire Chiefs meeting on Wednesday, October 19 th in Seattle. DC Day, BC Larberg, Fire Marshal Golden and Administrative Services Coordinator Harper attended Employment Law for Supervisors, sponsored by Washington Cities Insurance Authority (WCIA) on Wednesday, October 19 th in Tukwila. On Wednesday, October 19 th, Administrator Robertson attended the Washington Fire Chiefs Legislative Committee meeting in Olympia. DC Swearingen attended the Auburn Youth Resource Board Meeting on Thursday, October 20 th in Auburn. 1

2 Administrator Robertson attended the WCIA Annual Training & Full Board Meeting on Friday, October 21 st in Tukwila. This Week: The Washington State Auditor s Office will continue their Accountability and Financial Audit of the VRFA for fiscal year DC Swearingen will attend the Zone 3 Operations Chiefs meeting on Tuesday, October 25 th at Valley Communications Center (VCC). Senior Staff will hold their weekly meeting on Tuesday, October 25 th Headquarters Station 31. at The Board of Governance will hold a Special Meeting to receive the Operating, Capital, and Debt Service budgets for fiscal year 2017 on Tuesday, October 25 th at Headquarters Station 31. On Wednesday, October 26 th, DC Swearingen will attend the King County Operations Chiefs meeting at the King County EOC in Renton. DC Swearingen will attend the King County Emergency Procedures workgroup meeting on Thursday, October 27 th in Shoreline. Administrator Robertson will attend the VCC Operating Board on Thursday, October 27 th at VCC. VRFA Staff will attend the Auburn Food Bank Harvest Breakfast, their largest fundraising event, on Friday, October 28 th at Grace Community Church. 911 Requests for Services / Customer Service: Aid Call: (Algona) On Monday, October 17 th at 2:35 p.m., firefighters assisted an elderly male complaining of temporary loss of movement in lower extremities. Patient was able to regain his strength and move his lower extremities after resting. Further medical evaluation was encouraged and patient will seek medical advice if needed. Motor Vehicle Accident: (Pacific) On Tuesday, October 18 th at 4:23 p.m., firefighters responded to a two car accident involving 5 occupants. Two young adult female occupants reported minor injuries that did not require transport to a hospital. 2

3 Truck Fire: (Auburn) On Wednesday, October 19 th at 7:19 p.m., firefighters responded to a pickup on fire on Auburn Way South near Highway 18. Arriving firefighters found a fully involved pickup. The fire was quickly extinguished. The truck was a total loss. Aid Call: (Lea Hill) On Thursday, October 20 th at 1:00 p.m., firefighters responded to young adult male with nausea and general weakness. The patient was evaluated at the scene then left at home with his mother, and advised to follow up with family doctor if symptoms worsen. Aid Call: (Auburn) On Friday, October 21 st at 8:03 p.m., firefighters responded to a teenage male who was injured during a football game. The patient was hit during a tackle and was feeling pain down his neck and arms. Firefighters along with training staff on-scene were able to remove his helmet and shoulder pads safely and secure him to a backboard. The patient was taken to MultiCare Auburn Medical Center (MAMC) by a VRFA aid unit. Oven Fire: (Algona) On Saturday, October 22 nd at 7:44 a.m., firefighters responded to a report of an oven fire. The homeowner had used the selfcleaning feature of the oven but forgot to remove the cookware she stored in the oven, causing an excessive amount of smoke. Firefighters disconnected power to the oven and ventilated the home. Illegal Burn: (Auburn) On Sunday, October 23 rd at 3:43 p.m., firefighters proceeded to report of illegal burning near an apartment complex. Firefighters contacted the responsible party and provided education and handout information regarding outdoor burning. Training Division Activities: Year Weekly Year to Date 15,501 14,641 Block 5 High Rise Training Concluded: High rise training concluded at the Sea- Tac Airport parking garage. Firefighters were trained on how to respond and deploy in a high rise or high hazard building environment. The focus was on getting hand-lines in place in the shortest amount of time to limit fire growth. In all, over 450 members attended this block training session. Advanced Swift Water Instructor Course: Two VRFA technical rescue specialist, Captains Wohlmacher and Barker, attended an instructor course for advanced swift water to enhance their teaching credentials. Instructors develop, coordinate and teach other technical rescue specialist during our annual training sessions. 3

4 Fire Marshal s Office: Business Fire & Life Safety Inspections: Certified Fire Inspectors completed 1 business safety inspection this week. Pre-Application Meeting Pre-application meeting for a single family home development in Lea Hill Attended the City of Auburn Development Coordination meeting Pre-Application Reviews: None this week Construction Inspections: Fire Sprinkler Cover and/or acceptance inspections: 3 Fire Alarm Acceptance Inspections: 2 Ferguson High Pile Storage racking permit On-Site Inspections/Meetings Green River Community College o Fire Alarm Problem Omega Building developers o Met to discuss review notes for a 2 story business building. Boeing Building o Spoke with the Fire Protection Engineer team regarding their proposed use of grid FDC/ Fire Pump, follow-up meeting pending. Promenade Apartments project. o Met with the underground fire service line installer. 5 Skills Inc, St NE o Deferral of the fire alarm notification devices Promenade Apartments o Completed 37 permits for underground and aboveground fire systems Boeing o Completed 2 permits for Boeing campus Lakeland Hills Storage Phase II o Fire Sprinkler 7 other plan reviews completed Training DFM Upton and DFM Casselman attended the Fire Prevention Institute AFM s Stewart and Rogers attended the Employment Law for Supervisors class. Other City of Auburn Lean Process for Business License process. Suspicious fire at th St NE, Dairy Queen. Several individuals attempted to burn a cardboard box. No damage to the business. No persons were identified. Intent is undetermined. Public Education Preparations for Scout Night continued, with 190 Scouts registering for the event on November 2 nd. With help from Administrative Assistant Gwen Streeter, the Change Your Clock, Change Your Smoke Alarm Battery reminder post cards were mailed out to residents who had previously received smoke alarm batteries from VRFA grant programs. The postcards offer free batteries, thanks to a grant from the Energizer Company. We also offer to assist those who are unable to change their own batteries. Change Your Clock, Change Your Smoke Alarm Battery banners replaced Fire Prevention Week banners at all the fire stations. Thanks to the crews for changing them out, and Brandon for delivering the banners. The actual Change date is November 6 th. Facebook/Twitter posts were made for a missing firefighter from Mountainview Fire & Rescue, the Great Washington Shakeout and auto extrication. The auto extrication was also posted to Instagram. 5

6 Fire Investigation There was one new incident requiring the services of the Fire Investigation Unit. On October 20 th at 9:45 p.m., a deck fire occurred in the 400 block of Clay St in Algona. The fire was quickly confined to the deck area with no fire damage extending into the house. Total dollar loss is estimated to be less than $10,000. The fire cause is undetermined at this time. Planning and Logistics P&L received 6 apparatus and 5 facility/small tool maintenance requests. BC Larberg and Captain Thompson attended an Emergency Planning Committee meeting at the Auburn School District. BC Larberg attended a two-day First Responder Grant Writing training class in Puyallup. Captain Thompson attended an Employment Law for Supervisors class in Tukwila. P&L is evaluating bids for facility improvements at Stations 31 and 38. 6
