3 Introduction CCC 1 IMO sub-committee CCC (Carriage of Cargoes and Containers) is the new name of the IMO sub-committee comprising the former DSC sub-committee. The CCC 1 sub-committee meeting took place in London from 8 to 12 September Mr. Xie Hui (China) and Mr. Patrick Van Lancker (Belgium), were unanimously elected as Chairman and Vice-Chairman (respectively) for 2014 at the opening of the session. Scope of the summary report The scope of this summary report is to provide information on the developments in IMO. It is to be noted that the information included herein are proposals agreed by the majority of countries and which aim at a submission to MSC, which is the deciding body on adoption of amendments to the regulations and on the entry into force. 3

4 Development of international code of safety for ships using gases or other low-flashpoint fuels (IGF Code) (Agenda Item 4) Current Status MSC 93 (2014) instructed sub-committee CCC to finalize the International code of safety for ships using gases or other low-flashpoint fuels (IGF Code) and the related amendment to the SOLAS convention. Action by CCC 1 * The working group established at CCC 1 was instructed to finalize the draft International Code of Safety for Ships using Gases or other Low-flashpoint Fuels (IGF Code), focusing on remaining parts identified in document CCC 1/4 (paragraph 8 and annex 2); finalize the draft SOLAS amendments to make the Code mandatory, taking into account MSC.1/Circ.1483; develop a work plan for the next phase in the development of the IGF Code; decide whether the correspondence group should be re-established for facilitating the next phase in the development of the IGF Code and, if so, prepare terms of reference for consideration by the Sub- Committee Timeline The draft IGF Code will be submitted to MSC 94 (November 2014) for approval with a view to be adopted by MSC 95 (June 2015). It is expected that the IGF Code will enter into force not earlier than 1st January 2017 The issue of tank location remains unresolved and is expected to be discussed at MSC94. 6 Annex Solas Amendments Scope of application: The code is applicable to ships above 500GT The code is not applicable to ship complying with IGC Code Ch.16 (Gas carriers using Cargo as fuel) A three date application criterion has been decided (contract, keel laying and delivery) The code is applicable to a ship converted to use low flashpoint fuels irrespective of the date of construction Definition of low flashpoint fuel introduced in SOLAS Low-flashpoint fuel means gaseous or liquid fuel having a flashpoint lower than otherwise permitted under paragraph of Solas Regulation II-2/4 All fuels with a flashpoint below 60 C Main technical items of the draft IGF Code The routing of fuel pipes through accommodation spaces, service spaces and control station is in any case not allowed. According Ch.11 of the draft code, the space containing the fuel containment system shall be separated from machinery spaces of category A by a cofferdam of at least 900mm with A60 insulation. It has been greed that for type C tanks, the hold space may be considered as a cofferdam Further to a Japanese submission, the roll over issue has been discussed. The WG recognized Japan s concern on this issue but didn t agree to modify the draft. The space containing the access to the tank connection spece, when located in enclosed space has been defined as hazardous area zone 2. The WG made a number of amendments to table 1 of chapter 15 in order to make it consistent with the regulations in the draft IGF Code 6

7 Annex Main technical items of the draft IGF Code Fire detection in fuel storage hold space and tank connection space (TCS) and related automatic shutdown has been extensively discussed: Automatic shut-down of the gas system in case of fire detection in tank hold space has been deleted In the current version of the code, there is no requirement for gas detection in the TCS but in ventilation trunk for fuel containment system below deck. By definition fuel containment system include the TCS. However, IACS representative insist on clarification and pushed to add a requirement for fire detection in TCS High pressure has been defined as MAWP above 10bar The issue of tank location (threshold value for Fcn) remains to be decided. This is expected to be discussed at MSC 94. Development of a work plan for the next phase in the development of the IGF Code A work plan for the next phase of development of the IGF Code such as the need to consider future proposals for the use of additional fuels for inclusion in the IGF Code has been agreed by the group. The proposed work plan is included in CCC 1/WP.3, Annex 3. A correspondence group will be established to further develop measures for: ethyl/methyl alcohol fuel cells low-flashpoint diesel. 7
