2 THE VISION FOR SPRINKLERS IN WALES June 2007 : AM Ann Jones won an assembly ballot to be the first individual AM to introduce a Legislative Competence Order (LCO). Worked in the fire service for almost 30 years aware of the "devastating" impact of fires. Under the 2006 Government of Wales Act, the Welsh assembly can create its own legislation in certain areas There had been one death every month from house fires between April and December 2006 in north Wales alone.
3 HOW THE VISION DEVELOPED February 2011 The Domestic Fire Safety (Wales) Measure 2011 ( the Measure ), introduced by Ann Jones AM, is passed by National Assembly April 2011 Measure receives Royal Assent January 2012 Building Regulations devolved to Welsh Ministers May 2012 Welsh Government made a commitment to introduce regulations in September 2013 October 2013 Changes to the Building Regulations were made and published with varied coming into force dates
4 WHY LEGISLATE? John Griffiths AM statement 30 May 2012 We accept that there is a cost to introducing sprinklers but, as a society, we must seek to prevent avoidable death and injury arising from house fires. Notwithstanding this progress, the number of deaths and injuries is still too high. On average, over the last 10 years, 17 deaths and 503 injuries have resulted from fires in residential properties each year in Wales The BRE report indicates the cost benefit analysis case for installing sprinkler systems in new build care homes, halls of residence and potentially for flats, sheltered flats, and traditional houses in multiple occupation (HMOs). The study indicates that the cost benefit case is less strong for regulating all new domestic properties but the Welsh Government believes that care is required when considering any policy that has the potential to protect life.
5 THE DOMESTIC FIRE SAFETY (WALES) MEASURE MANDATE OF THE REQUIREMENTS: 1. To provide an of automatic fire suppression systems (such as fire sprinkler system) in all new and converted domestic properties 2. Enable Welsh Ministers to introduce regulations setting out the requirements for such systems
6 REGULATORY APPROACH Welsh Ministers agreed to administer the new requirements through the Building Regulations This approach makes full use of Welsh Ministers powers, as set out in the Measure and the devolved system of Building Regulations To administer the Measure as separate legislation would have caused confusion The Building Regulations route is familiar to those who will administer and enforce them. The regulations are known to be effective, and enjoy the trust and confidence of all stakeholders
7 The new regulations will apply when: New building work creates a new residence or residences; A change of use occurs to convert an existing building into a new residence or residences. The Purpose Group Table D1 in Approved Document B outlines the residential areas applicable to the sprinkler requirements
8 EXTRACT FROM APPROVED DOCUMENT B - FIRE SAFETY Table D1: Classification of Purpose Groups Title Group Purpose for which the building or compartment of a building is intended to be used Residential (dwellings) Residential (Institutional) (Other) 1(a)* 1(b) 1(c) + 2(a) 2(b) Flat Dwellinghouse which contains a habitable storey with a floor level which is more than 4.5m above ground level. Dwellinghouse which does not contain a habitable storey with a floor level which is more than 4.5m above ground level. Hospital, home, school or other similar establishment used as living accommodation for, or for the treatment, care or maintenance of persons suffering from disabilities due to illness or old age or other physical or mental incapacity, or under the age of 5 years, or place of lawful detention, where such persons sleep on the premises. Hotel, boarding house, residential college, hall of residence, hostel and any other residential purpose not described above. New requirements not applicable to Hospitals, places of lawful detention, hotels and short stay hostels Short Stay Hostel: A hostel used for short term accommodation whilst a person is away from his or her main place of residence.
9 WELSH GOVERNMENT SPRINKLER PILOT PROGRAMME The then Minister for Housing and Regeneration Carl Sargeant announced Welsh Government funding a pilot programme for design and installation of fire sprinklers in social housing Scope of the project is to undertake research to monitor and record the learning and experience in relation to then design and installation of sprinkler systems including the water supply. First in depth study of its kind covering the range of properties and sites Minister intension is to have comprehensive insight into the whole process of installing sprinkler systems
10 WELSH GOVERNMENT SPRINKLER PILOT PROGRAMME Over 160 installations, with a mix of development scale, development type and geography Involves 8 Registered Social landlords (RSL s) 11 schemes in 8 local authority areas in Wales Flintshire (2) Conwy Vale of Glamorgan Cardiff (3) Swansea Torfaen Pembrokeshire Merthyr Tydfil
11 WELSH GOVERNMENT SPRINKLER PILOT PROGRAMME BRE as consultants to the Welsh Government have prepared a detailed monitoring strategy which will cover: Design and installation Costs and cost savings Water supply issues Application of statutory guidance Experience of Designer and Contractor Experience of Building Control Body BRE monitoring commenced in December 2014 First project commenced on site January 2015 An interim report will be published autumn 2015 Final report will be published in spring 2016

15 WELSH GOVERNMENT SPRINKLER PILOT PROGRAMME Study is based on the scenario that the regulations are currently in force for flats and dwellings (flats and dwellings not in force until 1 January 2016) Neath Port Talbot College have started an up-skilling training scheme for plumbers for the installation of domestic automatic fire sprinklers and will shortly be announcing recognised qualification in the installation of domestic sprinklers The training will be extended to professionals such as Building Control officers in Wales (1 day course on installation and inspection and will include workshop practical session) Following the completion of the Pilot Study events will be organised in North and South Wales to provide feedback

Building Regulations Circular will be issued early July highlighting the introduction of automatic fire suppression systems in dwellings and flats on the 1 January 2016 Amended Approved Document B volume 1 (Dwellinghouses) and volume 2 (Buildings other than dwellinghouses) will be published on line Transitional provisions will apply
