8 1. Introduction The 53rd session of the IMO Fire Protection Sub-Committee was held from 16th to 20th February, 2009 in London, the United Kingdom. The outcome relevant to the work of Lloyd s Register is summarised below. Due attention is to be made to Implication and Application given under each item. 2. Performance Testing and Approval Standards for Fire Safety Systems (Agenda Item 3) The Sub-Committee considered the report of the working group at the previous session and the report of the intersessional correspondence group on performance testing and approval of standards for fire safety systems. The working group was reconvened during this session for further discussion. The working group was also requested to deal with guidelines on drainage for ro-ro, vehicle and special category spaces (see section 6). The following is the summary of the decisions made at this session. CONSIDERATION BY THE MATITIME SAFETY COMMITTEEE (MSC)) (Standards to be adopted as MSC Resolutions) - Amendment to Chapter 10 of the FSS Code (Sample extraction smoke detection systems) The Sub-Committee agreed the draft amendments to Chapter 10 (sample extraction smoke detection systems) for submission to MSC 86 for approval and subsequent adoption. Implication: Manufacturers of detection systems, ship designers, shipyards, ship owners, and Flag Administrations (and their Recognized Organizations). Application: Entry into force is yet to be decided. It is intended that new ships will be required meet the new requirements for sample extraction smoke detection systems. - Amendments to SOLAS II-2/ and Chapters 5 (fixed gas fire-extinguishing systems) and 7 (fixed pressure water-spraying and water-mist fire-extinguishing systems) of the FSS Code The Sub-Committee agreed in principle draft amendments to SOLAS II-2/20 and Chapters 5 fixed gas fire-extinguishing systems) and 7 (fixed pressure water-spraying and water-mist fire-extinguishing systems) of the FSS Code. However due to the fact that previous amendments to Chapter 5 which were adopted at MSC 81 are expected to enter into force on 1 July 2010, the chapter can not be further amended before this date. Consequently the Sub-Committee agreed that these new draft amendments will be submitted to MSC 87 (rather than MSC 86) for approval and subsequent adoption. The intention behind some of the amendments is to relocate the design criteria for fixed gas and water-spraying fire-extinguishing systems for vehicle and ro-ro spaces from SOLAS II-2/20 into chapters 5 and 7 of the FSS Code. 9 The Sub-Committee also agreed to revise the required discharge rates for carbon dioxide fire-extinguishing systems from 10 minutes for all cargo spaces to 20 minutes for solid bulk carrier cargo spaces (for vehicle, ro-ro, container and general cargo spaces the requirement will remain at 10 minutes). In addition, the discharge controls will be required to provide greater control over the quantity of gas to be discharged into the hold. Implication: Manufacturers of fixed gas, fixed pressure water-spraying and water-mist fire-extinguishing systems, ship designers, shipyards, ship owners, ship managers and Flag Administrations (and their Recognized Organizations). Manufacturers should be aware of the possibility of over pressure of cargo spaces with the new controls. Application: Once adopted by MSC, it is intended that new ships will be required meet the new requirements for fixed gas, fixed pressure water-spraying and water-mist fireextinguishing systems in vehicle, ro-ro, container, solid bulk cargo and general cargo spaces and special category spaces. - Amendments to Chapter 1 (general) of the FSS Code The Sub-Committee agreed draft amendments to Chapter 1 (general) of the FSS Code in order to make it clear that amendments to the Code adopted after 1 July 2002 should, unless expressed otherwise, apply only to ships constructed on or after the date on which the amendments enter into force, for submission to MSC 86 for approval and subsequent adoption. Implication: Manufacturers of fire safety systems, fire text laboratories, ship designers, shipyards, ship owners, ship managers, and Flag Administrations (and their Recognized Organizations). Application: Clarification that, unless expressed otherwise, amendments to the FSS Code are only applicable to ships constructed on or after the date on which the amendments enter into force. - Amendments to Chapter 9 (fixed fire detection and fire alarm systems) of the FSS Code The Sub-Committee agreed draft amendments to Chapter 9 (fixed fire detection and fire alarm systems) of the FSS Code. However due to the fact that previous amendments to Chapter 9 which were adopted at MSC 82 are expected to enter into force on 1 July 2010, the chapter can not be further amended before this date. Consequently the Sub- Committee agreed that these new draft amendments will be submitted to MSC 87 (rather than MSC 86) for approval and subsequent adoption. Implication: Manufacturers of fire detection and alarm systems, ship designers, shipyards, ship owners, and Flag Administrations (and their Recognized Organizations). Application: Once adopted by MSC, it is intended that new ships will be required meet the new requirements for fixed fire detection and fire alarm systems. - Amendments to SOLAS II-2/ Fixed fire detection and fire alarm systems in enclosed spaces containing incinerators External Affairs 16 March

10 The Sub-Committee agreed draft amendments to SOLAS regulation II-2/7.4.1 introducing the requirement for a fixed fire detection and fire alarm system in enclosed spaces containing incinerators to harmonize with the standard specification for shipboard incinerators. As the requirements for such systems is contained in the new draft amendments to Chapter 9 of the FSS Code (see above), the Sub-Committee agreed that this SOLAS amendment will be submitted to MSC 87 (rather than MSC 86) for approval and subsequent adoption. Implication: Manufacturers of fire detection and alarm systems, ship designers, shipyards, ship owners, ship managers and Flag Administrations (and their Recognized Organizations). Application: Once adopted by MSC, it is intended that new ships will be required to have a fixed fire detection and fire alarm system in enclosed spaces containing incinerators. - Clarification on the implementation of resolution MSC.265(84) on amendments to the revised guidelines for approval of sprinkler systems equivalent to that referred to in SOLAS II-12 The Sub-Committee agreed draft amendments to the revised guidelines for approval of sprinkler systems equivalent to that referred to in SOLAS regulation II-2/12 (resolution A.800(19)) and the associated draft MSC resolution for submission to MSC 86 for adoption. Implication: Manufacturers of sprinkler systems, fire test laboratories, ship designers, shipyards, ship owners, ship managers and Flag Administrations (and their Recognized Organizations). Application: Clarification is provided that the guidelines are applicable to equivalent sprinkler systems tested on or after 9 May Systems undergoing testing and approval in accordance with resolution A.800(19) may be approved until 1 July Existing type approval certificates remain valid, and may be renewed to remain valid until 1 July Existing systems approved and installed on board are permitted to remain in service as long as serviceable. (Guidance to be adopted as MSC Circulars) - Revised guidelines for the performance and testing criteria, and surveys of foam concentrates for fixed fire-extinguishing systems The Sub-Committee agreed to the draft revised guidelines for the performance and testing criteria, and surveys of foam concentrates for fixed fire-extinguishing systems and the associated draft MSC circular for submission to MSC 86 for approval. Of particular note are the changes to the reference test and periodic re-test for proteinbased alcohol-resistance foam concentrates. Implication: Manufacturers of fire fighting systems, fire test laboratories, shipyards, ship owners, ship managers and Flag Administrations (and their Recognized Organizations). Application: Once approved by MSC, it is intended that these revised guidelines will apply to foam concentrates used for fixed deck foam fire-extinguishing systems External Affairs 16 March

11 required for tankers and chemical tankers, foam concentrates for fixed foam fireextinguishing systems in machinery spaces and to portable foam applicators. Existing type approvals will remain valid for a limited time. - Application of the revised Chapter 5 (fixed gas fire-extinguishing systems) of the FSS Code, as adopted by resolution MSC.206(81) The Sub-Committee agreed draft MSC circular on guidance on the application of revised Chapter 5 (fixed gas fire-extinguishing systems) of the FSS Code, as adopted by resolution MSC.206(81), to clarify that the revised Chapter 5 should apply only to ships constructed on or after 1 July 2010, for submission to MSC 86 for approval. Implication: Primarily the manufacturers of fire fighting systems, fire test laboratories, ship designers, shipyards, ship owners, ship managers, and Flag Administrations (and their Recognized Organizations). Application: Clarification that the amendments to Chapter 5 of the FSS Code as contained in resolution MSC.206(81) only apply to ships constructed on or after 1 July Interpretation of application of SOLAS II-2/10 and the FSS Code related to emergency fire pump capacity The Sub-Committee noted ambiguities regarding the capacity of emergency fire pumps when arranged to provide additional services (i.e., a fixed high-expansion foam system, a fixed pressure water-spraying fire-extinguishing system, or equivalent system) beyond the basic service as required by the FSS Code following the revision of SOLAS II-2 and introduction of the FSS Code. The Sub-Committee agreed a draft MSC circular on Interpretation of application of SOLAS regulation II-2/10 and the FSS Code related to emergency fire pump capacity for submission to MSC 86 for approval. Implication: Primarily the manufacturers of emergency fire pumps, fire test laboratories, ship designers, shipyards, ship owners, ship managers, and Flag Administrations (and their Recognized Organizations). Application: All new ships with an emergency fire pumps. - Draft guidelines for the approval of dry chemical powder fire-extinguishing systems for the protection of ships carrying liquefied gases in bulk The Sub-Committee agreed the draft guidelines for the approval of dry chemical powder fire-extinguishing systems for the protection of ships carrying liquefied gases in bulk and associated draft MSC Circular, for submission to MSC 86 for approval. Implication: Primarily the manufacturers of emergency fire pumps, fire test laboratories, ship designers, shipyards, ship owners, ship managers, and Flag Administrations (and their Recognized Organizations). Application: Approval of fixed dry chemical powder fire-extinguishing systems for the protection of on-deck cargo areas of ships carrying liquefied gases in bulk. Applicable to External Affairs 16 March

12 all ships carrying liquefied gases in bulk constructed on or after the approval date of the MSC circular. - Guidelines on determining the no observed adverse effect level (NOAEL) and lowest observed adverse effect level (LOAEL) values for halocarbon fire-extinguishing agents The Sub-Committee agreed draft guidelines on determining the no observed adverse effect level (NOAEL) and lowest observed adverse effect level (LOAEL) values for halocarbon fire-extinguishing agents and associated draft MSC circular for submission to MSC 86 for approval. These guidelines have been developed to give guidance concerning an acceptable method to determine NOAEL and LOAEL referred to in MSC.1/1267 Amendments to the Revised Guidelines for approval of equivalent fixed gas fire-extinguishing systems, as referred to in SOLAS, for machinery spaces and cargo pump-rooms (MSC/Circ.848), Implication: Manufacturers of fixed gas fire-extinguishing systems, fire test laboratories, ship designers, shipyards, ship owners, ship managers, and Flag Administrations (and their Recognized Organizations). Application: Approval of equivalent fixed gas fire-extinguishing systems, as referred to in SOLAS, for machinery spaces and cargo pump-rooms. - Application for existing approvals according to the revised guidelines for approval of equivalent fixed gas fire-extinguishing systems, as referred to in SOLAS, for machinery spaces and cargo pump-rooms (MSC/Circ.848) The Sub-Committee agreed a draft MSC circular on application for existing approvals according to the revised guidelines for approval of equivalent fixed gas fireextinguishing systems, as referred to in SOLAS, for machinery spaces and cargo pumprooms (MSC/Circ.848), for submission to MSC 86 for approval. Implication: Manufacturers of fixed gas fire-extinguishing systems, fire test laboratories, ship designers, shipyards, ship owners, and Flag Administrations (and their Recognized Organizations). Application: Clarification that type approvals conducted in accordance with revised guidelines for approval of equivalent fixed gas fire-extinguishing systems, as referred to in SOLAS, for machinery spaces and cargo pump-rooms (MSC/Circ.848) should remain valid until 1 July Guidelines for maintenance and inspections of fixed carbon dioxide fire-extinguishing systems The Sub-Committee agreed draft MSC circular on guidelines for maintenance and inspections of fixed carbon dioxide fire-extinguishing systems, for submission to MSC 86 for approval. These guidelines provide the minimum recommended level of maintenance and inspections for fixed carbon dioxide systems. Implication: Manufacturers of fixed gas fire-extinguishing systems, ship owners, ship managers and Flag Administrations (and their Recognized Organizations). External Affairs 16 March

13 Application: All ships with a fixed carbon dioxide fire-extinguishing system. (Guidance to be adopted as FP Circulars) - Explosion of an engine mock-up during test The Sub-Committee approved an FP Circular informing of the explosion hazard associated with the test procedure contained in the revised guidelines for the approval of equivalent water-based fire-extinguishing systems for machinery spaces and cargo pump-rooms (MSC/Circ.1165), and invited MSC 86 to endorse the action taken. Implications: Fire test laboratories, manufacturers of fire-extinguishing systems and Flag Administrations (and their Recognized Organizations). Application: When undertaking testing to the revised guidelines for the approval of equivalent water-based fire-extinguishing systems for machinery spaces and cargo pump-rooms (MSC/Circ.1165) and other machinery space fire tests. MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE The following matters will be further discussed at the next session of the Sub- Committee after consideration by the intersessional correspondence group on performance testing and approval standards for fire safety systems. - New Chapter 6 to the FSS Code (Fixed high-expansion foam fire-extinguishing systems) and Guidelines for high-expansion foam for the protection of machinery spaces, cargo pump-rooms, cargo spaces and vehicle, special category and ro-ro spaces The Sub-Committee noted that the detailed test methods included in the draft revised Chapter 6 (fixed high-expansion foam fire-extinguishing systems) of the FSS Code should be divided into separate guidelines with only the principle requirements contained in the FSS Code as detailed guidelines are not suitable for inclusion in mandatory instruments. The Sub-Committee also agreed that further consideration on the draft amendments to chapter 6 is necessary. - Draft guidelines for the testing and approval of inert gas clean agent fixed fireextinguishing systems for general cargo as required by SOLAS II-2/ The Sub-Committee agreed to send this work to the correspondence group to further consider the matter and report to FP Amendment to Chapter 14 (fixed deck foam systems) of the FSS Code The Sub-Committee agreed draft amendments to Chapter 14 (fixed deck foam systems) of the FSS Code in order to harmonise the requirement for oil and chemical tankers. Having noted that the requirement for chemical tankers in SOLAS and the IBC Code are in need of revision and that ships carrying flammable chemicals listed in Chapters 17 and 18 of the IBC Code should be required to meet the higher IMBC Code foam application rates regardless of flashpoint the Sub-Committee will forward it s discussions along with the draft amendments to the BLG Sub-Committee for comment before finalisation. 14 - Consideration of IACS UI SC 216 on water-based fire-extinguishing systems The Sub-Committee agreed to further consider this matter through a correspondence group and also recommended to refer the matter to the intersessional correspondence group on the explanatory notes for the application of safe return to port requirements. MATTERS TO BE FURTHER DISCUSSED AT A FUTURE SESSION OF THE SUB-COMMITTEE - Consideration of MSC/Circ.1120 (unified interpretations) into the FSS Code The Sub-Committee, having considered whether the draft amendments to Chapter 5 of the FSS code should include the interpretations contained in MSC/Circ.1120 agreed to consider this matter as a long-term issue in the future given that the circular includes not only interpretations of Chapter 5 of the FSS Code but also includes interpretations to other chapters of the FSS Code and SOLAS. 3. Comprehensive review of the Fire Test Procedures Code (Agenda Item 4) The Sub-Committee considered the report of the working group at the previous session and the report of the intersessional correspondence group on the comprehensive review of the Fire Test Procedures Code. The working group was reconvened during this session for further discussion. The following is the summary of the decisions made at this session. CONSIDERATION BY THE MATITIME SAFETY COMMITTEEE (MSC)) (Guidance to be adopted as MSC Circular) - Recommendation for the evaluation of fire performance and approval of large fire doors The working group agreed that fundamental requirements for the testing and evaluation of large fire doors (e.g. two- or four-leaf fire doors, very high (two or more deck heights) and wide (equal to the width of a large atrium) fire doors and wide shutter-type fire doors used in car carriers) was necessary. The group considered the requirements for large doors (larger than those specified in MSC/Circ.1273) and agreed it was premature to include the proposed analysis method into the draft revised Code as a mandatory part and so prepared recommendatory text. The Sub-Committee agreed a draft MSC Circular on Recommendation for the evaluation of fire performance and approval of large fire doors, for submission to MSC 86 for approval. MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE The Sub-Committee agreed that another session was required to review a consolidated and clean version of the FTP Code and so will extend completion of this work programme item until A drafting group will be established at the next session of the Sub-Committee on this issue. 15 - Amendment to SOLAS II-2 regulation 1 (application) In conjunction with the adoption of the revised FTP Code, the Sub-Committee agreed to the draft amendments to SOLAS II-2 regulation 1 for submission to MSC 86 for approval in principle at MSC 86, with comments submitted from FP 54 being considered during approval at MSC 87 and subsequent adoption at MSC 88. Implication: Ship yards, ship owners and Flag Administrations (and their Recognized Organizations). Application: All ships. - Revised FTP Code - General The Sub-Committee agreed in principle the revised FTP Code and associated draft MSC resolution, for submission to MSC 86 for approval in principle at MSC 86, with comments submitted from FP 54 being considered during approval at MSC 87 and subsequent adoption at MSC 88. Implication: Manufacturers of fire-resistant/proof materials, fire test laboratories, shipbuilders, ship owners and Flag Administrations (and their Recognized Organizations). Application: The revised FTP Code will be applied to new ships and materials installed/replaced on board existing ships on or after the date of entry into force decided by MSC. - Revised FTP Code - Period of grace for previous FTP Code The Sub-Committee agreed that Administrations may issue new type approval certificates for products tested in accordance with the previous Code provided the tests have been conducted no later than one year after entry into force of the revised Code. Test conducted later than one year after entry into force of the revised Code shall be conducted in accordance with the revised Code. In addition, the Sub-Committee agreed that, regardless of the age of the test reports, Administrations may renew type approvals of products tested in accordance with the previous version of the Code within five years after the revised Code enters into force. Where approval depends on several test reports with different dates, the date of the oldest report will govern. - Revised FTP Code - Validity of test reports after the revised FTP Code enters into force The Sub-Committee agreed to specify a maximum period of fifteen years during which type approval certification may be re-issued for a product without re-testing being required. Where approval depends on several test reports with different dates, the date of the oldest report will govern. - Revised FTP Code - Reference to ISO standards External Affairs 16 March

16 The Sub-Committee agreed to refer to published ISO standards in the draft revised FTP Code, as appropriate. - Revised FTP Code - Part 1 Non-combustibility test - Moisture and organic contents The Sub-Committee agreed uniform procedures for monitoring and verifying combustible content in insulation products. - Revised FTP Code - Part 2 Smoke and toxicity test No submissions were received providing relevant data on toxicity test results in order to consolidate the existing database for further analysis, and so the Sub-Committee agreed to retain the existing toxicity criteria. The Sub-Committee agree the application of the toxicity index for gas-measuring should be kept for future consideration. The draft text also provides test procedures for smoke generation and gas measuring method, additional items to be included in the test report, and increased the classification criteria for sulphur dioxide toxicity for floor coverings from 120ppm to 200ppm. - Revised FTP Code - Part 3 Test for A, B and F class divisions - Plate thermometers (Standard ISO 834-1) The Sub-Committee noted the working group s agreement to include the use of plate thermometers as the only for controlling the fire test furnace in the draft revised Code. - Revised FTP Code - Part 3 Test for A, B and F class divisions - Fire damper The Sub-Committee agreed that the length of the coaming on the unexposed side is to be 450mm or increased to provide an insulated length for the damper under test. In addition, automatically operated fire dampers are to be in the open position at the start of the test and closed by an automatic device such that it is in the closed position within 2 minutes of the start of the test, otherwise it will be deemed to have failed. The Sub-Committee also agreed the required positioning of thermocouples and the criteria of whether two or four thermocouples are required on the test specimen. - Revised FTP Code - Part 3 Test for A, B and F class divisions - Non-combustibility and low flame spread characteristics The Sub-Committee agreed that the date of testing of non-combustibility and low flame-spread characteristics for material used in specimen should be within 24 months of the fire resistance test. - Revised FTP Code - Part 3 Test for A, B and F class divisions - Inclusion of combustible materials into fire resistance test specimen The Sub-Committee agreed that combustible materials (e.g. seals for water- or watertight doors and seals used for installation of fire resistant windows) may be included into the test specimen and, in such cases, this should be stated in the test report. - Revised FTP Code - Part 3 Test for A, B and F class divisions - Other comments External Affairs 16 March

17 To allow for different climates worldwide, the Sub-Committee agreed that fire resistance tests should be started with the ambient temperature being in the range of 10 C and 35 C. In addition although it was noted that fire resistance test specimen should n kept in a standard temperature/humidity condition (23 ±2 C and 50 ±5% relative humidity) prior to the test, recognised that this may not be practicable. The Sub-Committee agree that the test specimen should be kept at ambient temperature at the testing laboratory until it reaches an equilibrium condition, which shall be determined by small samples of the material used in the test specimen and kept in the same location as the fire resistance test specimen. The Sub-Committee agreed that two test specimens should be prepared for cable penetrations; one with the maximum and the other for the minimum inside crosssectional area to be occupied by the cables as detailed in the manufacturer s specifications. The Sub-Committee recognised that several test reports for A-0 penetrations, which had already been tested and approved for A-60 classification, failed the A-0 test, agreed that A-0 penetrations should not be approved without an A-0 test even if the penetration was tested and approved as A-60 classification. Given the difficulty in determining the temperature of the position to which a cotton pad should apply, the Sub-Committee agreed that the application of cotton pads should be terminated when the duration of attained insulation class has passed (e.g. 30 minutes for A-30 classification). - Revised FTP Code - Part 5 Test for surface flammability - Test method and test apparatus (Standard ISO updated) The requirements for surface materials and primary deck coverings (previously in Parts 5 and 6) are now combined into new revised Part 5. The Sub-Committee agreed that for the impinging pilot flame, only propane gas should be used in the future. The Sub- Committee agreed to keep Part 6 empty (void) so as to retain the numbering of the subsequent requirements. - Revised FTP Code - Part 5 Test for surface flammability - Test method and test apparatus (Standard ISO updated) The requirements for surface materials and primary deck coverings (previously in Parts 5 and 6) are now combined into new revised Part 5. The Sub-Committee agreed that for the impinging pilot flame, only propane gas should be used in the future. MATTERS TO BE FURTHER DISCUSSED AT A FUTURE SESSION OF THE SUB-COMMITTEE - Test procedures for light-weight constructions The Sub-Committee recognised the merit of developing fire test procedures for lightweight construction (bulkheads, doors and ceilings/decks), agreed to consider the issue at a future session. Measures to prevent explosions on oil and chemical tankers transporting low-flash point cargoes (Agenda Item 5) After considerable discussion in plenary, a working group was established to continue work on measures to prevent explosions on oil and chemical tankers transporting lowflash point cargoes. The following is the summary of the decisions made at this session. MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE The following matters will be further discussed at the next session of the Sub- Committee after consideration by a Correspondence Group during the intersessional period. - Inert Gas Systems The Sub-Committee agreed that new oil tankers of below 20,000 dwt should be fitted with inert gas system and new chemical tankers carrying low-flash point cargoes. Further consideration is to be given regarding the lower size limit for tankers to which the requirement for fitting of inert gas system would apply. The option of shore supplied nitrogen remains a possibility. The Sub-Committee have not yet discussed whether the requirements will be applied retrospectively to existing ships. The requirements for the application of inert gas systems, technical measures regarding loading/unloading operations, tank cleaning and tank inspections, as well as operational measures dealing with human factors need to be considered further and developed. The Sub-Committee agreed to establish a working group at the next session of this Sub-Committee and to extend the target completion date of the work programme item to Implications: High impact to shipbuilders, ship owners and ship managers for the design and operation of small oil and chemical tankers, and to seafarer training. Application: New oil tankers less than 20,000 dwt and chemical tankers carrying lowflash point cargoes, date of entry into force is yet to be discussed. No decision has yet been made as to whether the requirements will be applied retrospectively to existing ships. 5. Fire resistance of ventilation ducts (Agenda Item 6) The Sub-Committee was invited to continue the work on fire resistance of ventilation ducts, taking into account documents submitted. The following is the summary of the decisions made at this session. MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE - Amendment to SOLAS II-2 regulation Containment of fire - Ventilation systems The Sub-Committee agreed to amend SOLAS II-2 regulation 9.7 in order to clarify and harmonize ventilation system requirements. The Sub-Committee agreed with the views expressed by a number of delegations that the fitting of automatic fire dampers in all External Affairs 16 March

19 A class divisions would not substantially improve safety and would be very costly for passenger ships. Noting that other amendments to regulation 9.7 were adopted at MSC 85 and are not expected to enter into force until 1 July 2010, Member Governments and international organizations are invited to submit proposals to the next session of this Sub-Committee and agreed to extend the target completion date of this item to Implications: Ventilation and fire damper manufacturers, shipbuilders, ship owners and Flag Administrations (and their Recognized Organizations). Application: Cargo and passenger ships. 6. Guidelines for drainage systems in closed vehicle and ro-ro spaces and special category spaces (Agenda Item 7) The Sub-Committee considered the report of the correspondence group on matters related to the guidelines for drainage systems in closed vehicle and ro-ro spaces and special category spaces, taking into account the outcome of SLF 51 on this matter. The working group on fire safety systems was tasked with continuing work on this item. The following is the summary of the decisions made at this session. CONSIDERATION BY THE MATITIME SAFETY COMMITTEEE (MSC)) (Guidance to be adopted as MSC Circulars) The Sub-Committee finalised the text and agreed the draft Guidelines for the drainage of fire-fighting water from vehicle and ro-ro spaces and special category spaces for passenger and cargo ships and the associated draft MSC circular, for submission to MSC 86 for approval. Implications: Shipbuilders, ship owners and Flag Administrations (and their Recognized Organizations). Application: All new ships with vehicle, special category and ro-ro spaces, and in addition the protection of drain openings on board existing ships with such spaces. Once adopted these guidelines assist with the implementation of new amendments to SOLAS expected to enter into force on 1 January Clarification of SOLAS chapter II-2 requirements regarding interrelation between central control station and safety centre (Agenda Item 8) The Sub-Committee considered the report of the Correspondence Group on clarification of SOLAS chapter II-2 requirements regarding interrelation between central control station and safety centre. A drafting group was established to continue work on this matter. The following is the summary of the decisions made at this session. MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE External Affairs 16 March

20 The Sub-Committee made further progress on the preparation of draft clarifications of SOLAS II-2 requirements regarding interrelation between central control stations and safety centres and agreed further consideration was necessary and so agreed to extend the target completion date to The Sub-Committee instructed the correspondence group on explanatory notes for application of safe return to port requirements (established under agenda item 18) to prepare and finalise the text for the next session. Implications: Ship designers, shipbuilders, ship owners and ship managers. Application: Passenger ships. 8. Recommendation on evacuation analysis for new and existing passenger ships (Agenda Item 9) The Sub-Committee was invited to continue the work on recommendation on evacuation analysis for new and existing passenger ships, taking into account documents submitted. The following is the summary of the decisions made at this session. MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE The Sub-Committee agreed that an intersessional correspondence group be established to further consider present scenarios and develop alternative scenarios for evacuation analysis, discuss making the guidelines for evacuation analysis for new and existing passenger ships (MSC.1/Circ.1238) mandatory to all passenger ships (not just ro-ro passenger ships), and further consider the establishment of uniform life safety criteria for evacuation routes. Implications: Ship designers and shipbuilders, ship owners and Flag Administrations (and their Recognized Organizations). Application: All passenger ships 9. Measures to prevent fires in engine-rooms and cargo pump-rooms (Agenda Item 10) The Sub-Committee was invited to continue the work on measures to prevent fires in engine-rooms and cargo pump-rooms, taking into account documents. The following is the summary of the decisions made at this session. CONSIDERATION BY THE MARITIME SAFETY COMMITTEEE (MSC)) (Guidance to be adopted as MSC Circulars) - Guidelines for measures to prevent fires in engine-rooms and cargo pump-rooms The Sub-Committee agreed to the draft Guidelines for measures to prevent fires in engine-rooms and cargo pump-rooms and associated draft MSC circular, for submission to MSC 86 for approval. 21 Implications: Although the guidelines being developed will be non-mandatory, there will be an impact on ship designers, shipbuilders, ship managers and Flag Administrations (and their Recognized Organizations). Application: These non-mandatory guidelines are intended for the application of fire safety engineering design to provide technical justification and installation guidance on measures to prevent fire in engine-rooms, cargo pump-rooms and other fire-prone spaces. Gas fuels used for turbines, engines or boilers are not mentioned in this Guideline thus should satisfy relevant regulations and Codes developed by IMO. MATTERS TO BE FURTHER DISCUSSED AT A FUTURE SESSION OF THE SUB-COMMITTEE - Approval standards for anti-splash tape The Sub-Committee agreed that this matter was outside the scope of this work programme item and invited interested Member Government and international organizations to submit a proposal for a new work programme item for this matter. 10. Development of provisions for gas-fuelled ships (Agenda Item 11) The Sub-Committee considered the report of the intersessional correspondence group. As no other related documents were submitted to this session or issues raised in the plenary discussion, the Sub-Committee agreed not to establish a drafting group at this session. CONSIDERATION BY THE BULK, LIQUID AND GAS SUB-COMMITTEE (BLG)) The Sub-Committee agreed to refer the correspondence group report on the development of provisions for gas-fuelled ships report directly to BLG 13 which is coordinating this item. Implications: Although the interim guidelines being developed will be non-mandatory, there will be an impact on engine manufacturers, shipbuilder and ship owners. Application: These non-mandatory guidelines are intended for all ship types utilising natural gas as fuel. 11. Consideration of IACS Unified Interpretations (Agenda Item 12) The Sub-Committee considered the following IACS Unified Interpretations (UI) at this session. Please note that IACS Unified Interpretations are available via its website MATTERS COMPLETED BY THE SUB-COMMITTEE - Ventilation system, electrical equipment and wiring and fire extinction for ro-ro spaces The Sub-Committee did not agreed with the proposal for an interpretation of SOLAS II- 2/3.41 on the definition of ro-ro spaces, and interpretation on the application of SOLAS II-2/20. The Sub-Committee s view was that II-2/3.41 is applicable in all cases (including External Affairs 16 March

22 cargo spaces of a multi-purpose dry cargo ship, which are equipped for carriage of ro-ro cargo and the transport of trailers and vehicles without any fuel in their tanks and are towed on board by a suitable means during loading/unloading processes in port). MATTERS COMPLETED BY THE SUB-COMMITTEE (SUBJECT TO THE FURTHER CONSIDERATON BY THE MARITIME SAFETY COMMITTEE (MSC)) (Guidance to be adopted as MSC Circular) - Location of oil tanks in engine rooms The Sub-Committee agreed to the draft interpretations for SOLAS II-2 regulation and the associated draft MSC circular, for submission to MSC 86 for approval. MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE - Fire detection and fire alarm systems in control stations The Sub-Committee agreed that clarification on the application of SOLAS II-2/7.5.5 was required and that regardless of which of the three protection methods (IC, IIC, IIIC) is used, fixed fire detectors and fire alarm systems are to be installed in control stations, and that fixed fire extinguishing systems, if installed, should be compatible with the space protected. The Sub-Committee invited IACS to submit an IACS UI on this matter to the next session. - Precaution against ignition of flammable vapours in closed vehicle spaces, closed ro-ro spaces and special category spaces Regarding the interpretations (UI SC 42 and SC 43) relating to the implementation of SOLAS II-2/20.3, the Sub-Committee recognised that these interpretations were already addressed in MSC/Circ.1120 and that they may need to be revised in conjunction with the circular, invited IACS to submit a document on this matter to the next session. - Location of emergency fire pumps on cargo ships The Sub-Committee agreed that unified interpretations should be agreed and invited Member Governments and international organizations to submit proposals to the next session. - Pump rooms intended solely for ballast transfer The Sub-Committee could not agree with the proposed interpretation, invited IACS to submit further documentation on this matter and agreed to return to this matter at the next session. 12. Fixed hydrocarbon gas detection systems on double-hull oil tankers (Agenda Item 13) The Sub-Committee was invited to continue the work on matters related to fixed hydrocarbon gas detection systems on double-hull oil tankers, expanding the item to External Affairs 16 March

23 consider also means to avoid explosions in double spaces of double-hull oil tankers after gas detection The Sub-Committee agreed that fixed hydrocarbon gas detection systems should be installed in ballast tanks and void spaces adjacent to cargo tanks located outside of the cargo block area, such as forepeak tanks. CONSIDERATION BY THE MARITIME SAFETY COMMITTEEE (MSC)) (Standards to be adopted as MSC Resolutions) - Amendments to SOLAS II-2 regulation Probability of ignition - Gas measurement and detection The Sub-Committee agreed the draft amendments to SOLAS II-2 regulation regarding gas measurement and detection, for submission to MSC 86 for approval and subsequent adoption. Implications: Manufacturers of fixed hydrocarbon gas detection systems, ship designers, shipbuilders, ship owners and Flag Administrations (and their Recognized Organizations). Application: New double hull oil tankers of 20,000 dwt and above. - Proposed FSS Code chapter 16 - Fixed hydrocarbon gas detection systems After agreeing the number and location of sampling points and maximum hydrocarbon gas concentration limit, the Sub-Committee agreed the draft new chapter 16 of the FSS Code on matters related to fixed hydrocarbon gas detection systems, for submissions to MSC 86 for approval and subsequent adoption. Implications: Manufacturers of fixed hydrocarbon gas detection systems, shipbuilders, ship owners and Flag Administrations (and their Recognized Organizations). Application: New double hull oil tankers of 20,000 dwt and above. MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE - Guidelines for the design, construction and testing of fixed hydrocarbon gas detection systems Recognising that the amendments to Chapter 16 of the FSS Code refer to Guidelines for the design, construction and testing of fixed hydrocarbon gas detection systems, the Sub-Committee agreed that these should be developed in the intersessional correspondence group on performance testing and approval standards for fire safety systems. Harmonization of the requirements for the location of entrances, air inlets and openings in the superstructures of tankers (Agenda Item 14) MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE The Sub-Committee noted that unified interpretations have been in used by ICS members since 1 January 2007 and recognising the need to develop amendments to relevant regulations to harmonise the requirements, invited Member Governments and international organizations to submit proposals to the next session of the Sub- Committee on the location of entrances, air inlets and opening sin the superstructure of tankers. 14. Amendments to SOLAS chapter II-2 related to the releasing controls and means of escape for spaces protected by fixed carbon dioxide systems (Agenda Item 15) MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE The Sub-Committee recognised the need to develop amendments to SOLAS chapter II-2 related to the releasing controls and means of escape for spaces protected by fixed carbon dioxide systems, invited Member Governments and international organizations to submit proposals to the next session of the Sub-Committee. 15. Means of escape from machinery spaces (Agenda Item 16) MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE The Sub-Committee recognised the need to review SOLAS regulation II-2/13, in order to further improve the SOLAS chapter II-2 requirements concerning means of escape from machinery spaces in passenger and cargo ships, invited Member Governments and international organizations to submit proposals to the next session of the Sub- Committee. 16. Review of fire protection requirements for on-deck cargo areas (Agenda Item 17) MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE The Sub-Committee recognised the need to review fire protection requirements for ondeck cargo areas, invited Member Governments and international organizations to submit proposals to the next session of the Sub-Committee. 17. Explanatory notes for the application of the safe return to port requirements (Agenda Item 18) The Sub-Committee established a drafting group on this item in conjunction with agenda item 8 (on the clarification of SOLAS Chapter II-2 requirements regarding interrelation between central control station and safety centre) and instructed it to External Affairs 16 March

25 review the draft explanatory notes. The following is the summary of the decisions made at this session. MATTERS TO BE FURTHER DISCUSSED AT THE NEXT SESSION OF THE SUB-COMMITTEE Recognising that a number of issues remain outstanding and the importance of finalising these before the relevant amendments to SOLAS enter into force on 1 July 2010, the Sub-Committee agreed to establish a correspondence group to finalise the explanatory notes for the next session. Implications: Significant impact for owners, builders and equipment manufacturers.
