2 CEN/TC 396 Earthworks" Activity report 1. GENERAL INFORMATION doc N 800 Earthworks are a major part of each new contract for the construction of transport infrastructures and represent a major economic activity. Earthworks are a civil engineering process that includes extracting, loading, transporting, transforming/improving, placing, stabilizing and compacting natural materials (soils, rocks), secondary or recycled materials in order to obtain stable and durable cuttings, embankments or engineered fills. Earthworks require planning, design, construction and maintenance. Earthworks have also strong links with social and environmental aspects as well as sustainable development: - Optimize use of non-renewable resources; - Reduction of the externalization of stockpiles and borrow-pits; - Reduction of transports (CO 2 ) and of the discomfort of the neighborhood; - Landscaping and integration of the project in the site. The European standardization of Earthworks includes terminology, principles, and rules for defining earthwork processes, tests, classification, quality control and monitoring, construction procedures for standard and special fills, considering the environment. It will be beneficial for individual countries because the existence of a common framework will give access to possibly better practices and because it is the way to find common answers to the new social demand for more sustainable and environment friendly development. CEN/TC 396 gathering European experts of earthworks will ensure full consistency for earthwork operating process. Benefits that are expected from the work of CEN/TC 396 are the following: - To improve exchanges between European countries in order to enlarge shares of progresses to a best use of no-renewable resources; - To harmonize national guidelines and recommendations throughout Europe to ensure mutual understanding and cooperation; - To make easier contracts interpretation for Earthworks contractors and designers who export in Europe or overseas (to get more credibility to European know-how); - To develop European research in this area which is a large part of the amount of the transport infrastructures, especially to improve and develop criteria of performance-based requirements. 2. Decisions agreed at the last CEN/TC 396 plenary meeting - DECISION 1/ 2012 taken by CEN/TC 396 on Subject: CEN/TC Appointment of Chairperson The CEN/TC 396 "Earthworks", - considering the CEN/CENELEC Internal Regulations - Part 2, subclause 3.2.2, which lays down the rules for nomination, appointment and responsibilities of Chairpersons; - noting the nomination by the Technical Committee Secretariat; - noting the commitment of the applicant to the responsibilities and duties of a Technical Committee Chairperson as given in the CEN BOSS; decides to re-appoint Guy RAOUL, as Chairman of CEN/TC 396 for a period of 3 years starting on , noting that Guy RAOUL is Chairperson of the Technical Committee since The decision was taken by unanimity. - DECISION 2/ 2012 taken by CEN/TC 396 on CEN/TC 396 confirms its resolution 1/2011 taken in Delft. The draft European standard on soil treatment (with binders) under preparation has to include improvement (short term effect) and stabilization (long term effect). It will deal with the following aspects: 1. Methodology of laboratory studies 2. Specifications 3. Application (production and implementation) 4. Control (to be discussed with WG4) The objective of CEN/TC 396 is to manage these four aspects in a single document to be produced by WG3/TG 3. NOTE: This objective may be reconsidered if it is too ambitious (Impossibility to prepare the draft in a reasonable time). - DECISION 3/ 2012 taken by CEN/TC 396 on CEN/TC 396 agrees to transfer the subject on " Earthworks Part 8: Mechanical excavation of rock and filling under water" from WG 5 to WG 3 with Bernt-Jøran Reinholtsen (Norway) as the Project Leader. - DECISION 4/ 2012 taken by CEN/TC 396 on Regarding the WG 4 activities, CEN/TC 396 agrees to register the subject on "Earthworks - Continuous Compaction Control (CCC)" as a potential future new work item (PWI) in the work programme of CEN/TC 396. A separate document will be published with the following scope: Scope: This standard provides guidance and recommendations on the use of Continuous Compaction Control (CCC) as a method used in earthworks.
