When a 911 call is placed, follow up with a call to the Katy ISD Police to confirm the emergency. Emergency Communications 6

5 FIRE/EVACUATION If a fire is detected and the alarm has not sounded, activate the alarm using a pull station. Use the portable fire extinguisher to extinguish the flames.* If the fire does not go out, evacuate the building, follow the posted primary or secondary evacuation route. When the fire alarm sounds, conduct an orderly evacuation to pre-designated assembly points as follows: 1. Take class roster and go-kit, evacuate with your students. 2. Form a line and follow a leader along the posted primary or secondary evacuation route. 3. Close the door when the last person exits the room and turn off light(s). 4. Move students to at least 75 feet from the building (25 long paces). 5. Take roll and report as instructed. 6. Remain with students, consider ways to resume instruction while outside the building. 7. When the all clear signal is issued, return to class, take roll and report any students that did not return to class after the drill to the appropriate administrator. 8. If required, follow reunification plan for student dismissal from outside the building. Extinguishing Small Fires * Staff members are encouraged to extinguish small fires (smaller than a microwave) using a single portable fire extinguisher. If the fire does not go out with one fire extinguisher, discontinue trying to put the fire out and evacuate. Fire/Evacuation 6.5

7 SEVERE WEATHER/TORNADO SHELTER Severe thunderstorms have the potential to produce damaging winds in the form of tornados in the Katy area. When severe thunderstorms move into the Katy area, school personnel should monitor the NOAA weather radio, Fort Bend County Emergency Radio on 1670 AM, internet weather and or local news for storm warnings and watches. When the National Weather Service issues a tornado WARNING, classes should be moved from temporary buildings into the permanent school building. The office will issue a tornado warning over the public address system using the term tornado. Personnel should: 1. Move students to the shelter location identified on the tornado shelter map posted in the classroom or office. 2. Immediately move students from outside and from temporary buildings into the permanent school building. 3. Shelter students next to an interior wall away from windows, skylights, and long span roof sections. 4. Remain in the shelter location until an all clear message is issued by school administration. 5. If the school is damaged by high winds, move students to the undamaged part of the school and continue sheltering. a. Do not attempt rescue of students or personnel trapped in any collapsed portion of the building. b. Turn off electrical and gas c. Use portable fire extinguishers to put out small fires. Do not extinguish fires from gas leaks. d. Call for fire and emergency medical services as needed. e. Do not re-enter damaged building until fire or maintenance supervisory personnel declare it safe to do so. 6. 10 ACTIVE SHOOTER RESPONSE RUN q When an active shooter is in your vicinity q If there is an escape path, attempt to evacuate q Evacuate whether others agree or not q Leave belongings behind q Help others escape if possible q Prevent others from entering the area HIDE q If evacuation is not possible, find a place to hide q Lock and / or blockade the door q Silence your cell phone q Hide behind large objects q Remain very quiet Your hiding place should: q Be out of the shooter s view q Provide protection if shots are fired in your direction q Not trap or restrict your options of movement q Call 911 when you are safe FIGHT q As a last resort, and only if you life is in danger: q Attempt to incapacitate the shooter q Act with physical aggression q Improvise weapons q Commit to your actions 911 q When Law Enforcement Arrives: q Remain calm and follow instructions q Keep your hands visible at all time q Avoid pointing or yelling q Know that help for the injured is on the way

11 HAZARDOUS MATERIALS/SHELTER IN PLACE Hazardous Material Release Outside the School If a hazardous materials spill outside the school is detected and the school has not received a warning from the police or fire department, move any students from outside quickly into the building. Report the incident to the Katy ISD Police Department dispatcher (281) If instructed by the police or fire department to shelter-in-place, announce a shelter-in-place over the public address system. When staff members hear shelter-in-place, they should: 1. Move students indoors, if they have not already moved indoors. 2. Lock all exterior doors. 3. Post Shelter-in-place posters in a location visible through entry doors. 4. In temporary buildings, turn off air conditioning or heating systems. 5. Disregard all bells. Do not allow students to leave the class room. 6. Check roll and report by s to the principal, school secretary, and assigned assistant principal: a. Students not with your class. b. Extra students/personnel from outside who may be sheltering with you class. c. Report even if you have all your students and only your students. 7. Listen carefully for additional directions from the administrative team. If directed to evacuate, personnel must listen carefully for instructions. Evacuation may not follow the typical fire evacuation procedures. Hazardous Material Spill Inside the School If directed to evacuate, personnel must listen carefully for instructions. Evacuation may not follow the typical fire evacuation procedures. 1. When reporting, provide the identity of the material and the nature of the hazard (explosion, fire, reactivity, or toxicity). 2. If a fire occurs, follow the procedures for fire. 3. Evacuate the immediate area and secure to prevent re-entry. 4. Call the maintenance department immediately (281) or (281) Hazardous Materials/Shelter in Place 8

13 UTILITY FAILURE Electrical In Katy, all schools are equipped with emergency generators which provide minimal emergency lighting. The most common electrical power hazard at Katy ISD schools is partial power failure. When the school loses partial power, there is a danger that electrical equipment will overheat and smoke or burn. Personnel should: 1. Stay with students where they are until given instructions. If the fire alarm sounds, evacuate. Disregard all class change bells. 2. Do not use open flames (candles). 3. Teachers who do not have classes should report to the building lobby to assist with communications and management as directed by campus administration. 4. Notify the office immediately, if smoke is detected and the fire alarm does not sound. Natural Gas If a gas leak is detected (if you smell natural gas), notify the office immediately. Personnel should: 1. If directed, or if the smell is very strong, evacuate as you would for a fire. 2. Do not turn OFF or ON any lights or electrical equipment. 3. Extinguish any flames. Water If there is a loss of water (or very low water pressure), notify the office immediately. Do not use the water for drinking. Buckets may be filled with water to manually flush toilets. Sewer If sewage backs up into the school or on the school grounds, notify the office immediately. Personnel should: 1. Evacuate students to a location away from standing water. 2. Not return to the area until advised by the maintenance or safety department that the area is safe to re-enter. 3. Remove shoes, if contaminated, once outside of standing water. 4. Wash hands. Utility Failure 8.5

15 ABDUCTED OR LOST STUDENT 1. Any person witnessing a student abduction, attempted abduction, or suspicious activity that may be an abduction, immediately notify the police (281) Critical information for law enforcement includes: a. The name, age, sex, race, date of birth, approximate height and weight, eye color, and hair color of student. b. A description of what the child was wearing when last seen, and a photograph of the child, if available. c. If available, the name, age, sex, race, date of birth, approximate height and weight, eye color, and hair color for the abductor, along with the description of what the abductor was wearing when last seen. d. The vehicle make, model, year, color, license plate number, and any other description. e. The location from which the child was abducted, the time, and direction of travel the vehicle. f. Any facts about the child which may help identify the abductor, such as family situation and any information friends can provide about romantic relationships. 2. When a staff member becomes aware that a student is missing, immediately notify the school office; after hours notify Katy ISD Police (281) Student should be released only to those adults listed on the student s Registration Documentation; verify adult s identity by checking photo ID. Release of students during an emergency To the degree possible during an emergency, students will be secured in a location that is not accessible to parents and the public. Parental requests for the release of their children should be coordinated through the campus administration. Teachers should not release students until directed to do so by campus personnel. Abducted or Lost Student 9

17 POLICE EMERGENCY/SECURE THE BUILDING When there is a violent threat outside the school building such as a suspect fleeing police, gun fire, or an explosion, it is critical to secure the students and staff within the school building. If a threat is detected outside the school, notify the office immediately. An announcement to secure the building will be made over the public address system. Personnel should: 1. Secure their class behind a locked door. 2. Secure nearby exterior doors. 3. If not in a building, return to building as quickly as possible and secure. 4. Move students to a location within the classroom least visible from outside. Do not allow students to travel in hallways. 5. If safe to do so, check roll and report by to the principal, school secretary, and assigned assistant principal: a. If you have all your students b. Students not with your class c. Extra students or staff member sheltering in your classroom 6. Stay in secure location until directed by school administration to take other action. 7. If safe to do so; post Secure Building signs on exterior doors. 8. If possible, continue instruction. If the violent person enters the building, follow the Intruder/Lockdown guide. If the violent person is actively engaged in harming people, follow the Active Shooter Response. Police Emergency/Secure The Building 9.5

19 INTRUDER/LOCKDOWN If a violent person or a person with a weapon is detected in the building, notify the office to activate a lockdown. Provide as much information about the intruder as possible description, location, and target (if known). A lockdown is initiated by an announcement over the public address system using the term Lockdown. Personnel should: 1. Bring students in nearby hallway into classroom. a. Secure each class behind a locked door. b. Move students to the least visible area of the classroom. c. Turn off lights. d. If possible, close blinds or otherwise reduce view into the room. 2. If safe to do so, check roll and report by to the principal, school secretary, and assigned assistant principal: a. If you have all students b. Students not with your class c. Extra students or staff members from the halls sheltering in your room 3. Do not open the door to anyone other than verified police or campus administrators. 4. Stay in lockdown until an all clear is announced or until police provide direction. 5. If outside the building, do not re-enter the school! Secure in the temporary building or evacuate to a predetermined safe location off campus. If the violent person is actively engaged in harming people, follow the Active Shooter Response. If the violent person enters the building, follow the Intruder/Lockdown guide. The safe location off campus is. Intruder/Lockdown 10

21 BOMB THREAT When a bomb threat is detected, notify the school office immediately. If the threat is a suspicious item, do not move, examine, or touch the item. Evacuate the room and adjacent rooms. The school office will initiate the bomb threat response by announcing, Teachers, please look around your room for any suspicious item or items out of place in your room. Personnel should: 1. Report any suspicious item to the office immediately. DO NOT HANDLE! 2. If you receive a threat, gather as much information as possible a. Use threat checklist b. DO NOT DELETE THREATS! Leave threat open for the police to review. c. Limit how much a threatening note is handled to preserve possible evidence. d. Secure the room in which threatening graffiti is found. Photograph as evidence. 3. Do not evacuate unless specifically directed to evacuate. 4. If evacuating: a. Take the class roster and go-kit b. Assemble at alternate locations away from parking lots or bleachers c. Check roll and report as you would for a fire evacuation 5. Do not use cell phones, walkie-talkies or other wireless communication devices as these might cause the bomb to detonate. 6. If an explosion occurs, follow the fire procedures. Use the alternate assembly locations. The Katy ISD Police dispatcher will send a text message to the district emergency team. When a 911 call is placed, the school should follow-up by calling the Katy ISD Police (281) dispatch to confirm the emergency and allow dispatch to notify the district emergency team. The off network phone is the telephone that works when there is a power failure. Each school should know the location of the nearest phone that does not require power to operate. 23 INJURY OR SUDDEN ILLNESS Student Injury or Sudden Illness 1. Assess the injury. If major or if you do not know, DO NOT MOVE THE STUDENT. Immediately call for the school nurse; (after school hours call 911) 2. Once the nurse arrives on the scene to render care, the teacher can focus on managing the class and allow the nurse and her designated trained team to care for the student. 3. Provide first aid using gloves if possible, and wash hands immediately after providing first aid. 4. Send the student to the nurse, if injury is minor. Call the nurse so that she knows the student is on the way, and send another student to escort the injured student. Staff member Injury When a staff member is injured or suddenly becomes seriously ill, notify the office immediately. Personnel should: 1. Call Risk Management (281) immediately, for any injuries requiring medical treatment. 2. Send staff member to the nurse, if injury is minor. 3. Complete the online Employee First Report of Injury Form, for all injuries. For any injury requiring an ambulance, call 911 from the location where the student is so that the most complete information can be provided to emergency dispatch. If the injured person is not responsive, follow the flow chart on the other side of this page! Injury or Sudden Illness

24 Early Defibrillation Response Protocol Flow Chart Immediately upon arrival: Assess scene for safety. Assess for signs of life. Assess responsiveness, if no response Activate EMS and in-house Emergency Response Plan Call for AED Open airway After verification of sudden cardiac arrest: Perform CPR if there is a delay in obtaining or using the defibrillator; otherwise, use defibrillator immediately upon its arrival Turn on the defibrillator Apply defibrillator pads Follow voice and text prompts. Allow defibrillator to analyze heart rhythm (automatic) Shock Advised No Shock Advised Clear patient verbally and visually prior to shock delivery. Deliver shock Check for signs of circulation Absent? Perform CPR Present? Support airway and breathing. Defibrillate as advised by defibrillator Continue until AED provides additional prompts or external EMS arrives and instructs you to stop Check for signs of circulation If circulation absent, perform CPR for two (2) minutes Continue sequence of a shock and two (2) minutes of CPR until a no shock prompt or external EMS arrives and instructs you to stop. Leave the AED attached to the patient until instructed to remove it by EMS personnel or higher medical authority.
