1 DIVISION 14 - CONVEYING SYSTEMS I. GENERAL A. This division contains: 1. Passenger Elevators 2. Vertical Platform and Inclined Wheelchair Lifts. B. Elevators in schools are for the disabled, furniture and equipment transport, and custodial use only, and not for general use. C. When program required to use elevators for general use at schools or other types of facilities, elevator speed, size, and other requirements shall be determined by an elevator manufacturer s traffic analysis. D. Regulatory requirements for passenger elevators, and platform/wheelchair lifts: 1. Florida Department of Education, Office of Educational Facilities - State Requirements for Educational Facilities (SREF). 2. Florida Building Code (FBC). 3. Bureau of Elevators of the Department of Business Regulation according to Chapter 399 of the Florida Statutes. 4. National Electrical Code (NEC). 5. Components, accessories, fabricated parts, and structure requirements shall comply with ANSI/ASME A and ANSI A Americans with Disabilities Act and Accessibility Guidelines (ADA). E. Elevator and platform/wheelchair lift drawings and specifications will be reviewed, inspected, and permitted by the Elevator Inspections Division of the Miami-Dade County Building and Zoning Department according to the Bureau of Elevators of the Department of Business Regulations. F. Portable vertical platform lift use and locations will be reviewed and inspected by authorized M-DCPS personnel and will be not-in-contract (NIC). G. Any equipment, device, system component, or part provided or installed by contractor containing or using date processing shall be Year 2000 (Y2K) compliant. Specify the contractor to provide, before substantial completion, a manufacturer s statement of Year 2000 compliance with a manufacturer s and contractor s warranty against date-related failures. H. Provide or upgrade, as required, elevator controllers, necessary equipment, and connections to comply with recall and fire service requirements at projects with either elevator ADA upgrades, a replacement fire alarm system, or an upgraded fire alarm system. A simple expansion of the system or adding devices or zones will not require recall and fire service compliance modifications. I. Controls: March 03 Division

2 1. Provide a spring return barrel type key switch at the call station of each floor at elevators not for general use. 2. Provide corridor push-button switches at the call station of each floor at elevators for general use at schools or other types of facilities. 3. Provide vandal resistant push-button switches at cab interior. J. Elevator pits shall be waterproof and designed to provide a dry pit area and include the following: 1. The floor shall be approximately level. 2. Sump pump and sump with metal cover. 3. Metal ladder, if pit is deeper than 3'0". 4. Two moisture-proof light fixtures per elevator pit. 5. One grounded duplex receptacle. 6. No PVC or plastic pipes in pit. K. Elevator Machine Rooms: 1. Locate next to or near the elevator hoistway. 2. Provide at least 7'0" clear headroom. 3. Provide adequate ventilation while maintaining required two hour fire rating at walls and roof. 4. Provide 1-1/2 hour rated door equipped with a 24 inch by 24 inch fusible link louver. 5. Pipes, ducts, and conduits not required for elevator operation are not allowed in the elevator machine room. 6. Provide a conduit with a pullstring from main telephone switch room to the elevator equipment room. a. M-DCPS Information Technology Services (ITS) Network Expansion Services will install wire to the elevator equipment room jack. b. Contractor shall install wire from elevator equipment room jack to the elevator speakerphone. c. Provide sprinkler connected shunt trips for the elevator disconnect. L. Hoistways serving 3 or more floors shall provide positive venting of smoke and hot gases to the exterior. Locate a minimum of 3 square feet of vent area in hoistway walls for each elevator car. M. Hoistway door entrance frames, headers, and sills shall be grout-filled to maintain fire ratings. N. A vandalproof emergency line powered speakerphone shall be installed inside the cab to comply with applicable codes and standards. March 03 Division

The speakerphone shall be connected to the security system (Smart Dial) for a direct voice to voice contact with M-DCPS District Communication Management Center (DCOM) in the School Board Administration Building (SBAB). 2. Provide text and Grade II Braille labeling for "EMERGENCY PHONE" and "PUSH TO TALK" signage according to ADA and DCA requirements. O. Elevator alarm button shall be connected to DCOM through the facility's security alarm system. P. Provide a 6-inch radius elevator alarm bell with weatherproof mounting at building exterior with an "Elevator Emergency" sign as required by code. The bell shall be connected to emergency power in the elevator machine room. Q. Specify the manufacturer's authorized representative to submit a signed letter acknowledging one of the following: 1. Manufacturer's intent to supply M-DCPS authorized maintenance contractor with special tools, instruction, computer programs, and any other items necessary to service and maintain the elevator. 2. Service or maintenance of the elevator does not require special tools, computer programs, or any other special items. II. PASSENGER ELEVATORS (14200) A. Locate elevators to be accessible from all locations of the facility. B. Provide a passenger elevator at new multiple story schools according to the following: 1. Elementary Schools: a. Provide a 2,100 pound capacity hydraulic elevator serving 2 stories and with a travel distance of less than 25 feet. Include a 3'0" wide opening side door. b. Provide a 2,500 pound capacity hydraulic elevator serving elementary schools exceeding 2 stories or with 25 feet or more of travel distance. Include a 3'6" wide opening center door. 2. MLC s: a. Provide one 5,000 pound capacity hydraulic elevator. Include a 4'0" wide opening side door and wall padding for freight use. 3. K-8s, Middle, and High Schools: a. Provide one 5,000 pound capacity hydraulic elevator. Include a 4'0" wide opening side door and wall padding for freight use. March 03 Division

4 b. Also if an elevator is needed for continued school operations, provide a backup 2,500 pound capacity hydraulic elevator. Include a 3'6" wide opening center door and wall padding for freight use. C. Elevator Speeds: 1. 2 story elevators - at least 125 feet per minute. 2. Elevators for 3 or 4 stories to 150 feet per minute. 3. Determine speeds by an elevator manufacturer s traffic analysis at elevators for general use at schools or other types of facilities. D. Cab Interior: 1. Comply with accessibility requirements for cab size and mounting height of controls. 2. Elevator cabs shall have fire-resistive, durable, and low maintenance interior finishes. III. VERTICAL PLATFORM AND INCLINED WHEELCHAIR LIFTS (14420) A. Vertical platform lifts or inclined wheelchair lifts are not allowed at new construction B. Vertical platform lifts or inclined wheelchair lifts shall be provided at stages only if accessibility to a stage cannot be obtained by means of a ramp at renovation or remodeling projects due to space restrictions. C. For future portable vertical lifts, see program requirements for locations with required provisions at music classrooms with risers D. Lifts shall not be installed in a required means of exit. E. Floor penetrations are not allowed. F. Platform floors and ramps shall be slip resistant. G. Provide platform/wheelchair lifts with key or key card unlocking and constant pressure controls for operation. H. Platform/wheelchair lifts shall be sized according to accessibility requirements. I. Static load ratings shall comply with ANSI/ASME A17.1. J. Lift machinery shall be designed and constructed with secure shielding devices for the pulling chain, cable, or other operating machinery. Equipment with exposed chains, rollers, sprockets, cables, and other potential pinch points will not be accepted for use in school facilities. K. Switch controls shall include call/send, up/down, emergency stop, reset, and power folding when applicable. L. Platform/wheelchair lifts shall be UL listed and of weatherproof construction. M. Platform/wheelchair lifts shall be capable of both attendant and user control operation. N. Platform/wheelchair lifts shall be connected to emergency power and be able to be lowered by manual operation. March 03 Division

5 O. Platform/wheelchair lifts require model and manufacturer acceptance by M-DCPS. P. Ranked in order of preference, platform/wheelchair lifts may be one of the following: 1. Portable Vertical Platform Lift: a. A portable vertical platform lift is not-in-contract (NIC). b. Lift shall have solid transparent sidewalls and gates at least 42 inches high above car platform. c. Provide perimeter obstruction sensors at the platform bottom surface to stop the unit. d. Provide a folding self-contained ramp. e. Install tamperproof gate locks interlocks to: 1) Prevent platform movement from a landing unless the gate or door is closed and locked. 2) Prevent gate or door opening unless the platform is at the appropriate landing. f. Provide a loading dock plate to bridge the gap between the lift and the stage. g. Attach permanently affixed wheels. h. The lift location, as shown on A/E plans, shall be adjacent to power requirements, be on a level surface, and not reduce required egress while in use. 2. Vertical Platform Lift: a. The hoistway shall be guarded by a solid enclosure, fixed or telescoping, extending from the lower landing to a minimum 42 inches above the upper landing when the platform is in the raised position. b. Gate locks shall be tamperproof interlocks to: 1) Prevent platform movement from landing unless the gate or door is closed and locked. 2) Prevent gate or door opening unless the platform is at the appropriate landing. c. Platform guard enclosure shall be solid and be at least 42 inches high above car platform. d. Lifts shall have obstruction sensors at the platform bottom surface to stop the unit. e. Provide a lift speed of 9.6 to 12 feet per minute. 3. Stair Mounted Inclined Platform Wheelchair Lift: March 03 Division

6 a. Wheelchair lift installations are not allowed at required egress stairs. 1) Lifts are only allowed in a stair not required for exit calculations. 2) A lift may be used in non-protected stair. b. The lift platform and guardrails shall be capable power folding and unfolding when not in use or when traveling to a called location. c. Lifts shall have directional obstruction sensors at leading and bottom surfaces of platform to stop the unit. d. A sign shall be posted on the lift stating: "NEVER LEAVE LIFT UNATTENDED ON THE STAIRS - EMERGENCY POWER AVAILABLE" e. Provide a lift speed of 15 to 20 feet per minute.
