Community Recreation Section provides support to the volunteer Management Committee who manages the GI. The GI is located approximately 5miles North West of the city centre. The building is approximately 105 years old and consists of ground floor and first floor facilities. This terraced building is situated in between the local job centre building and a domestic premise. The GI is open Mon Sunday with opening hours being between 9.30am 10pm There is L2 automatic fire alarm and fire detection system installed at the premise. The facility relies on the management committee, employees and users for good practice and observations to ensure appropriate levels of fire safety Access for the fire service is via Lime Street. The nominated assembly point for the premises is the car park which is at the end of cross street next to the job centre. Emergency disabled egress is via the ground floor front ramped entrance or the side entrance. 3

4 SECTION 2 Organisation and Responsibility for Fire Safety The Management Committee or designate (MCM) and Community Recreation Liaison Officer must ensure that fire risk at the facility has been assessed and the building complies with all statutory requirements in respect of fire precautions. The MCM must ensure all factors addressed in the risk assessment will be supported by written procedures within this EAP and normal operating procedures (NOP). The MCM is designated as the Fire Safety Co-ordinator in GI and should ensure that users and hirers have appropriate information and instruction in reference to a Fire Emergency. The MCM will follow the information and instruction contained in this EAP and any pertinent NOP as regards fire safety and will undertake any training designated as necessary by the MCM. The Activity or Group Leader (GL) will follow the information and instruction contained in this EAP and any pertinent NOP as regards fire safety and will undertake any reasonable actions designated as necessary by the MCM in relation to their group or activity. GL will highlight any deficiencies in these arrangements or undertakings to MCM. 4

5 SECTION 3 Means of Raising the Alarm The means of warning of fire at GI is an electrical L2 fire alarm system operated via manual call points and automatic smoke and heat detectors throughout the building. The sounders are clearly audible above background noises in all areas and can be readily identified as being a fire alarm. The manual call points can be found next to all final fire exits. The locations of the all call points are indicated on the fire plan drawing. 5

6 SECTION 4 PROCEDURES for FIRE 1. DISCOVERY OF A FIRE In the event of fire being seen by anyone at the GI, the person will operate a suitably located call point (see drawing) raising the alarm; the sounders will be activated informing all occupants of the initial danger by a siren type sound. MCM / Group Leaders should evacuate visitors to designated assembly point. NEVER TRY TO EXTINGUISH A FIRE UNLESS: (i) The general public are safe (ii) Confident in your abilities (iii) Familiar with the fire extinguishers location and operation (iv) Sure it has the correct extinguishing medium (contents) (v) The escape route is free and safe. 2. ON HEARING THE FIRE ALARM Personnel Actions: MCM on hearing the fire alarm: (i) Start evacuation procedure for the building by mobilising users and occupants to leave the building in an orderly fashion by primary escape routes. (ii) Summon the Fire Brigade by using the telephone in the office or the payphone in the kitchen, dialing 999. You may delegate this duty but you must ensure the Brigade is on its way. Ask the telephone operator for the required emergency service (fire) and give the Fire Service the details of the emergency i.e., the Name of the Centre, the address, nature of the emergency. (Use a mobile phone if normal land-line is down or malfunctioning). (iii) Check all areas of responsibility (if safe to do so) to ensure all persons are clear and evacuating the premises. (iv) Help any less able person to safely evacuate. (v) Evacuate yourself closing doors behind you (if safe to do so). (vi) Make your way to the designated assembly point and conduct a head count and establish if all users / hirers are accounted for, (if persons are not accounted for relay this information to the fire brigade with the location of the last known sighting of the missing person). 6

7 (vii) (viii) (ix) (x) Ensure all evacuated persons are injury free and ensure free access for the Fire Brigade. Organise help to stop public entering the premise during this emergency. Liaise with Senior Fire Officer (SFO) on his arrival. Never re-enter the facility until SFO confirms that it is safe to do so. Post Event (xi) Inform Departmental Safety Officer or his Assistant Safety Officers of the occurrence at your earliest opportunity. (xii) Isolate area or equipment affected by the fire until an investigation has been under taken. All GL on hearing the fire alarm: (i) Mobilise persons within your operation or activity to evacuate the building via the designated route (if safe to do so). (ii) Sweep all areas of responsibility (if MCM in attendance communicate and co-ordinate efforts). (iii) Evacuate the building via the designated route (if safe to do so). (iv) Help and assist disabled colleagues and members of the public to evacuate building once the evacuation is underway. (v) Report to designated assembly point for head count. (vi) Assist MCM in conducting a head count and once complete help MCM secure the building. All GL s on hearing the alarm without attendance and support of MCM or other GL (i) Mobilise persons within your operation or activity to evacuate the building via the designated route (if safe to do so). (ii) Summon the Fire Brigade (see item (ii) MCM on hearing fire alarm ). (iii) Sweep all areas of your responsibility only. (iv) Evacuate the building via the designated route (if safe to do so). (v) Help and assist disabled colleagues and members of the public to evacuate building once the evacuation is underway. (vi) Report to designated assembly point for head count. (vii) Ensure all evacuated persons are injury free and ensure free access for the Fire Brigade. (viii) Organise help to stop public entering the BCC during this emergency. (ix) Liaise with Senior Fire Officer (SFO) on his arrival. (x) Never re-enter the facility until SFO confirms that it is safe to do so and you have a MCM representative in attendance. 7

8 SECTION 5 FIRE ACTION ON DISCOVERING A FIRE 1. Sound the Alarm 2. Leave by the nearest available route 3. Assist any other occupants with you to leave the building 4. Close doors behind you (if safe to do so) 5. Call fire brigade (tel:999) 6. Report to your designated assembly point CAR PARK (SITUATED AT THE END OF CROSS ST) 7. DO NOT RE-ENTER THE BUILDING DO NOT STOP TO COLLECT PERSONAL BELONGINGS DO NOT TAKE RISKS DO NOT RE-ENTER THE BUILDING UNTIL TOLD TO DO SO BY THE FIRE SERVICE 8

9 SECTION 6 MEANS of ESCAPE in CASE of FIRE The means of escape from GI are displayed on the fire plan drawings attached to this document. Primary Routes FIRST FLOOR - Updated 12/12/12 no users to use Upper floor until sufficient emergency lighting is fitted. Door to be kept locked and notice displayed. Meeting Room & Office - primary route is via the fire exit at the back of the room, which leads across the roof of the premises, down the external staircase and out the rear gates (final exit 3). GROUND FLOOR Committee rooms 1&2; Kitchen; Main Hall - primary route is via the double door fire exit in the hall which leads outside, down some steps and out the rear gates (final exit 2) Toilets; Gallery room; Committee office; Stores - primary route is via the fire exit at the front of the premises which leads into Lime street (final exit 1) For disabled/wheelchair bound persons the only suitable final exit is via the main front doors or the fire exit that leads to Lime Street. Secondary Routes For all areas is via the main front door 9
