Attendance at all NFPA Committee Meetings is open. All guests must sign in and identify their affiliation. Participation in NFPA Committee Meetings is generally limited to committee members and NFPA staff. Participation by guests is limited to individuals, who have received prior approval from the chair to address the committee on a particular item, or who wish to speak regarding public input or comments that they submitted. The chairman reserves the right to limit the amount of time available for any presentation. No interviews will be allowed in the meeting room at any time, including breaks. All attendees are reminded that formal votes of committee members will be secured by letter ballot. Voting at this meeting is used to establish a sense of agreement, but only the results of the formal letter ballot will determine the official action of the committee. Note to Special Experts: Particular attention is called to Section 3.3(e) of the NFPA Guide for the Conduct of Participants in the NFPA Codes and Standards Development Process in the NFPA Directory. This section requires committee members to declare any interest they may represent, other than their official designation as shown on the committee roster. This typically occurs when a special expert is retained by and represents another interest category on a particular subject. If such a situation exists on a specific issue or issues, the committee member shall declare those interests to the committee and refrain from voting on any action relating to those issues. 18 National Fire Protection Association Report of /9/2015 2:30 PM Public Comment No. 10-NFPA [ New Section after ] Component parts for which a listing is unavailable may be utilized if their required performance individually and within assembly is analyzed and verified by a fire protection engineer or other qualified design professional acceptable to the authority having jurisdiction, provided the unlisted component is also found to be acceptable to the authority having jurisdiction. Statement of Problem and Substantiation for Public Comment This was originally submitted as Public Input #18. The Technical Committee did not use this for any First Revisions and reasoned that the equivalency section could be used to accomplish the goal. But this isn t about equivalency. It is about whether a product functions or serves a purpose outside of its listing. For example, jurisdictions are allowing the use of a sidewall sprinkler beneath an open joist deck where the listing was only for smooth ceilings. Such use outside the listing requires judgment (and liability) from a design professional and approval by the AHJ. Also, Section was noted by the Technical Committee as addressing this issue, which it does not. Section addresses components that don t need to be listed; this public comment is about using components that are part of the system operation. Vertical structural steel members shall be protected by nozzles and piping of such size and arrangement as to systems designed specifically to protect such members, that incorporate fixed water systems or additional discharge deivces as an extension of an overhead system and discharge a net rate of not less than 0.25 gpm/ft 2 [10.2 (L/min)/m 2 ] over the wetted area. (See Overspray from overhead sprinklers to protect columns shall not be permitted. A The design of vertical structural steel protection systems should take into account factors such as the shape of the column, wetting of the lower sprinklers, obstructions, and type of discharge devices. The locations of the nozzles should preferably be on alternate sides of the vertical structural steel Nozzles shall be directed toward the wetted surface of the column (see Figure ) Distances between discharge devices vertically shall not exceed 10 ft. on center with each alternate nozzle located on the opposite side of the column. A Nozzles should be located on opposite sides of the column with every other nozzle on the opposite side. This will result in an arrangement such than the nozzles on one side alone will be 20 ft. apart, but all nozzles 10 ft. apart Nozzles shall extend the full length of the column, or until a fire rated barrier is reached Discharge devices for the protection of columns within the remote area of the overhead sprinkler systems shall be included in the calculations for the overhead system. [409: ] Vertical structural steel that has been encased in fire-resistant insulating material to provide a level of fire resistance acceptable to the authority having jurisdiction shall not require water spray protection. A Fire resistance should be obtained using listed materials and methods and provide a fire-resistive rating of not less than 2 hours. In the event that the vertical structural steel member is protected by fire-resistant materials, the fire-resistant materials should be of a type that resists damage from discharge of the fixed fire protection system. 21 Steel Column Protection Nozzle Placement Task Group Vertical Structural Steel. Vertical structural steel members shall be protected by systems designed specifically to protect such members, that incorporate fixed water systems or additional discharge devices as an extension of an overhead system and discharge a net rate of not less than 0.25 gpm/ft^2 [ 10.2(L/min)/m^2] over the wetted area. Overspray from overhead sprinklers to protect columns shall not be permitted. Statement of Problem and Substantiation for Public Comment This submits the revision proposed by Public Input #20. The Technical Committee did not use Public Input #20 in a First Revision and reasoned that not every project would have a design professional. We believe there would be almost all projects involving a water spray fixed system would be designed and installed with a design professional. Section requires Water spray fixed systems shall be specifically designed to provide for effective fire control, extinguishment, prevention, or exposure protection. Somebody must design the system. It may not be a registered design professional as required by some codes, but it most likely will be a NICET certified design professional, an example of an acceptable certification credentialing the design professional. The reason for Public Input #20 is highlighted by Annex A to section which further states The design of specific systems can vary considerably, depending on the nature of the hazard and the basic purposes of protection. Because of these variations and the wide choice in the characteristics of spray nozzles, these systems should be competently designed, installed, and maintained. It should be essential that their limitations, as well as their capabilities, be thoroughly understood by the designer... Clearly, a field change in the approved design could significantly impair the performance of the system. This proposed change intends to protect the integrity of the design of the system. Statement of Problem and Substantiation for Public Comment Just checking the most remote nozzle pressure is not sufficient because most deluge systems are hydraulically calculated with supplementary protection with monitors or hose streams. Therefore, if the system is tested without the activation of the supplementary fire water flow, the pressure will obviously be higher and give the AHJ a false sense that the system complies with the hydraulic calculations. Choking the valve to meet the hydraulic calculations will ensure that the fixed water spray system can delivery sufficient fire water when other appurtenances are simultaneously in use.
