1 BUILDING/FIRE CODE REFERENCES 2006 EDITION This document provides a cross reference with the International Building Code and NFPA 1/Uniform Fire The IBC references the IFC in 97 Code sections. This document identifies these references and provides the applicable reference in NFPA 1/UFC. This would be part of the adoption language when adopting NFPA 1/UFC in place of the IFC. 2 The provisions of the International Fire Code shall apply to matters affecting or relating to structures, processes and premises from the hazard of fire and explosion arising from the storage, handling or use of structures, materials or devices; from conditions hazardous to life, property or public welfare in the occupancy of structures or premises; and from the construction, extension, repair, alteration or removal of fire suppression and alarm systems or fire hazards in the structure or on the premises from occupancy or operation Existing structures. The legal occupancy of any structure existing on the date of adoption of this Code shall be permitted to continue without change, except as is specifically covered in this Code, the International Property Maintenance Code or the International Fire Code, or as is deemed necessary by the building official for the general safety and welfare of the occupants and the public This Code establishes regulations affecting or relating to structures, processes and premises and safeguards from the hazard of fire and explosion arising from the storage, handling or use of structures, materials or devices; from conditions hazardous to life, property or public welfare in the occupancy of structures or premises from fire hazards in the structure or on the premise from occupancy or operation; and, matters related to the construction, extension, repair, alteration or removal of fire suppression and alarm systems Administrative, operational and maintenance provisions. The administrative, operational and maintenance provisions of this Code shall apply to: 1. Conditions and operations arising after the adoption of this 2. Existing conditions and operations. 1.2 The purpose of this Code is to prescribe minimum requirements necessary to establish a reasonable level of fire and life safety and property protection from the hazards created by fire, explosion, and dangerous conditions Buildings in existence or permitted for construction prior to the adoption of this Code shall comply with the provisions stated herein or referenced for existing buildings. 2

3 201.3 Terms defined in other Codes. Where terms are not defined in this Code and are defined in the International Fuel Gas Code, International Fire Code, International Mechanical Code or International Plumbing Code, such terms shall have the meanings ascribed to them as in those Codes Hazardous uses are classified in Groups H-1, H-2, H-3, H-4 and H-5 and shall be in accordance with this section, the requirements of Section 415 and the 1. Unless otherwise expressly stated, the following words and terms shall, for the purposes of this Code, have the meanings shown in this chapter Prevention, control and mitigation of dangerous conditions related to storage, dispensing, use and handling of hazardous materials shall be in accordance with this chapter. This chapter shall apply to all hazardous materials, including those materials regulated elsewhere in this Code, except that when specific requirements are provided in other chapters, those specific requirements shall apply in accordance with the applicable chapter. Where a material has multiple hazards, all hazards shall be addressed. 3.1 General. Furnishings, contents, decorations, and treated finishes in buildings and structures shall meet the requirements of NFPA 101, Life Safety Code, and this 30.2 Repair Garages. The construction and protection of, as well as the control of hazards in, garages used for major repair and maintenance of motorized vehicles and any sales and servicing facilities associated therewith shall comply with NFPA 30A. 4

5 General. Repair garages shall be constructed in accordance with the International Fire Code and this section. This occupancy shall not include motor fuel-dispensing facilities, as regulated in Section Scenery. Combustible materials used in sets and scenery shall meet the fire propagation performance criteria of NFPA 701, in accordance with Section 807 and the Foam plastics and materials containing foam plastics shall comply with Section 2603 and the General. Special amusement buildings having an occupant load of 50 or more shall comply with the requirements for the appropriate Group A Exception: Amusement buildings or portions thereof that are without walls or a roof and constructed to prevent the accumulation of smoke. For flammable decorative materials, see the Occupancy group. Aircraft paint hangars shall be classified as Group H-2. Aircraft paint hangars shall comply with the applicable requirements of this Code and the General. 6 413.1 General. High-piled stock or rack storage in any occupancy group shall comply with the Other provisions. Buildings and structures with an occupancy in Group H shall also comply with the applicable provisions of Section 415 and the International Fire Materials. The safe design of hazardous material occupancies is material dependent. Individual material requirements are also found in Sections 307 and 415, and in the International Mechanical Code and the International Fire Scope. High-piled combustible storage shall be in accordance with this chapter. In addition to the requirements of this chapter, the following material-specific requirements shall apply: 1. 7 Aerosols. Level 2 and 3 aerosol products shall be stored and displayed in accordance with the Control areas. The aggregate quantity of nonflammable solid and nonflammable or noncombustible liquid hazardous materials permitted within a single control area of a mercantile, storage, or industrial occupancy shall be permitted to exceed the maximum allowable quantities specified in Table

12 Combustible dusts, grain processing and storage. The provisions of Sections through shall apply to buildings in which materials that produce combustible dusts are stored or handled. Buildings which store or handle combustible dusts shall comply with the applicable provisions of NFPA 61, NFPA 65, NFPA 120, NFPA 651, NFPA 654, NFPA 655, NFPA 664 and NFPA 8503, and the International Fire Standards. The fire Code official is authorized to enforce applicable provisions of the Codes and standards listed in Table to prevent and control dust explosions. Standard NFPA 61 NFPA 69 NFPA 85 NFPA 120 NFPA 484 NFPA 654 NFPA 655 Subject Agricultural and Food Explosion Prevention Boiler and Combustion System Hazards Coal Preparation Plants Combustible Metals, Metal Powders and Metal Dusts Manufacturing, Processing and Handling of Combustible Particulate Solids Prevention of Sulfur Fires and Explosions 40.1 Equipment, processes, and operations that involve the manufacture, processing, blending, repackaging, or handling of combustible particulate solids or combustible dusts regardless of concentration or particle size shall be installed and maintained in accordance with the following standards as applicable: (1) NFPA 61, Standard for the Prevention of Fires and Dust Explosions in Agricultural and Food Processing Facilities (2) NFPA 69, Standard on Explosion Prevention Systems (3) NFPA 85, Boiler and Combustion Systems Hazards Code (4) NFPA 120, Standard for Coal Preparation Plants (5) NFPA 484, Standard for Combustible Metals, Metal Powders, and Metal Dusts (6) NFPA 654, Standard for the Prevention of Fire and Dust Explosions from the Manufacturing, Processing, and Handling of Combustible Particulate Solids (7) NFPA 655, Standard for Prevention of Sulfur Fires and Explosions (8) NFPA 664, Standard for the Prevention of Fires and Explosions in Wood Processing and Woodworking Facilities NFPA 664 ICC Electrical Code Prevention of Fires and Explosions in Wood Processing and Woodworking Facilities Electrical Installations Explosion control shall be provided as specified in the General. Explosion control shall be provided in the following locations: Explosion Control. Storage tank vents for Class I, II or IIIA liquids shall terminate to the outdoor air in accordance with the International Fire Prevention, control and mitigation of dangerous conditions related to storage, use, dispensing, mixing and handling of flammable and combustible liquids shall be in accordance with Chapter 27 and this chapter Design, construction and general installation requirements for tanks. The design, fabrication and construction of tanks shall comply with NFPA 30. Each tank shall bear a permanent nameplate or marking indicating the standard used as the basis of design Spill control and secondary containment. 14 Room ventilation. Storage tank areas storing Class I, II or IIIA liquids shall be provided with mechanical ventilation. The mechanical ventilation system shall be in accordance with the International Mechanical Code and the International Fire Explosion venting. Where Class I liquids are being stored, explosion venting shall be provided in accordance with the International Fire Liquefied petroleum gasdistribution facilities. The storage and handling of liquefied petroleum gas systems shall conform to the Ventilation. Ventilation shall be provided for rooms, buildings and enclosures in which Class I liquids are pumped, used or transferred. Design of ventilation systems shall consider the relatively high specific gravity of the vapors. When natural ventilation is used, adequate openings in outside walls at floor level, unobstructed except by louvers or coarse screens, shall be provided. When natural ventilation is inadequate, mechanical ventilation shall be provided in accordance with the International Mechanical Section 911 Explosion Control Such areas shall be provided with explosion (deflagration) venting, explosion (deflagration) prevention systems, or barricades in accordance with this section and NFPA 69, or NFPA 495 as applicable. Deflagration venting shall not be utilized as a means to protect buildings from detonation hazards Scope. 15 Explosion venting. Explosion venting shall be provided in accordance with the International Fire Rooms within buildings. Where liquefied petroleum gasdistribution facilities are located in rooms within buildings, such rooms shall be located in the first story above grade plane and shall have at least one exterior wall with sufficient exposed area to provide explosion venting as required in the Dry cleaning plants. The construction and installation of dry cleaning plants shall be in accordance with the requirements of this Code, and NFPA 32. Dry cleaning solvents and systems shall be classified in accordance with the International Fire Groups H-3 and H-4. Groups H- 3 and H-4 shall be constructed in accordance with the applicable provisions of this Code and the Section 911 Explosion Control Such areas shall be provided with explosion (deflagration) venting, explosion (deflagration) prevention systems, or barricades in accordance with this section and NFPA 69, or NFPA 495 as applicable. Deflagration venting shall not be utilized as a means to protect buildings from detonation hazards. In addition to the requirements set forth elsewhere in this Code, Group H-5 shall comply with the provisions of Section and the Transporting hazardous production materials to fabrication areas. HPM shall be transported to fabrication areas through enclosed piping or tubing systems that comply with Section , through service corridors complying with Section , or in corridors as permitted in the exception to Section The handling or transporting of HPM within service corridors shall comply with the Group H-5 occupancies. Group H-5 occupancies shall comply with the requirements of Sections through and Sections 401 through Service corridors. Hazardous materials shall not be used in an open-system use condition in service corridors Protection Level 5. Buildings, and portions thereof, used for fabrication of semiconductors or semiconductor research and development and containing quantities of hazardous materials exceeding the maximum allowable quantities of high hazard Level 5 contents permitted in control areas shall comply with applicable regulations for Protection Level 5, as set forth in the building code Emergency Alarm for Transportation of Hazardous Materials in Corridors or Exit Enclosures. When hazardous materials having a hazard ranking of 3 or 4 in accordance with NFPA 704 are transported through corridors or exit enclosures, there shall be an emergency telephone system, a local manual alarm station, or an approved alarminitiating device at not more than 150 ft (46 m) intervals and at each exit throughout the transport route. The signal shall be relayed to an approved central, proprietary, or remote station service or constantly attended on-site location and shall also initiate a local audible alarm. 16

17 General. Storage of HPM in fabrication areas shall be within approved or listed storage cabinets or gas cabinets, or within a workstation. The storage of hazardous production materials in quantities greater than those listed in Tables 307.7(1) or 307.7(2) shall be in liquid storage rooms, HPM rooms or gas rooms as appropriate for the materials stored. The storage of other hazardous materials shall be in accordance with other applicable provisions of this Code and the Gas-detection system operation. Monitoring for highly toxic and toxic gases shall also comply with the requirements for such material in the Signals. 8. Exhaust ventilation flow alarm devices for pyrophoric liquids and Class 3 waterreactive liquids cabinet exhaust ventilation systems required in Section of the International Fire Fabrication areas. The use of hazardous materials in fabrication areas shall be in accordance with Sections through Gas detection system. A gas detection system shall be provided to detect the presence of gas at or below the PEL or ceiling limit of the gas for which detection is provided. The system shall be capable of monitoring the discharge from the treatment system at or below one-half the IDLH limit Pyrophoric liquids and Class 3 waterreactive liquids Protection Level 5. Buildings, and portions thereof, used for fabrication of semiconductors or semiconductor research and development and containing quantities of hazardous materials exceeding the maximum allowable quantities of high hazard Level 5 contents permitted in control areas shall comply with applicable regulations for Protection Level 5, as set forth in the building Code Chapter 68 Highly Toxic and Toxic Solids and Liquids NFPA 55:7.9.6 Gas Detection. Except as provided in , a continuous gas detection system in accordance with the requirements of through shall be provided for the indoor storage or use of toxic or highly toxic compressed gases General. The storage, use, and handling of pyrophoric solids and liquids shall comply with the requirements of Chapter 60. 18 Required electrical systems. Emergency power shall be provided for electrically operated equipment and connected control circuits for the following systems: 10. Flow alarm switches for pyrophoric liquids and Class 3 water-reactive liquids cabinet exhaust ventilation systems required in Section of the General. The provisions of this section shall apply to the construction, installation and use of buildings and structures, or parts thereof, for the spraying of flammable paints, varnishes and lacquers or other flammable materials or mixtures or compounds used for painting, varnishing, staining or similar purposes. Such construction and equipment shall comply with the General. When required by the International Fire Code, hydrogen cutoff rooms shall be designed and constructed in accordance with this section Explosion control. Explosion control shall be provided in accordance with Chapter 9 of the International Fire Pyrophoric liquids and Class 3 waterreactive liquids Scope. This chapter shall apply to locations or areas where any of the following activities are conducted: 1. The application of flammable or combustible paint, varnish, lacquer, stain, fiberglass resins or other flammable or combustible liquid applied by means of spray apparatus in continuous or intermittent processes Indoors. Generation, compression, storage and dispensing equipment shall be located in indoor rooms or areas constructed in accordance with the requirements of the International Building Code, the International Fuel Gas Code and the International Mechanical Code and one of the following: Section 911 Explosion Control 71.1 General. The storage, use, and handling of pyrophoric solids and liquids shall comply with the requirements of Chapter 60. The storage, use, and handling of pyrophoric solids and liquids in amounts exceeding the maximum allowable quantity permitted in control areas as set forth in Chapter 60 shall also comply with the requirements of Chapter * Operations involving the spray application of flammable and combustible materials shall comply with NFPA 33, Standard for Spray Application Using Flammable or Combustible Materials, and Section NFPA 52 shall apply to the design, installation, operation, and maintenance of compressed hydrogen (GH2), liquefied compressed hydrogen (LH2), and blends of hydrogen up to 20 percent with the balance natural gas (NG) vehicle fueling (dispensing) systems and engine fuel systems and facilities Gaseous Hydrogen Systems. Gaseous hydrogen systems shall comply with NFPA Liquefied Hydrogen Systems. Liquefied hydrogen systems shall comply with NFPA

Fire protection systems shall be tested in accordance with the requirements of this Code and the When required, the tests shall be conducted in the presence of the building official. Tests required by this Code, the International Fire Code and the standards listed in this Code shall be conducted at the expense of the owner or the owner s representative Fire alarm systems. An automatic sprinkler system shall be provided in accordance with the International Fire Code in all buildings of Group M where storage of merchandise is in high-piled or rack storage arrays During construction. Automatic sprinkler systems required during construction, alteration and demolition operations shall be provided in accordance with the International Fire Installation acceptance testing. Fire detection and alarm systems, fire-extinguishing systems, fire hydrant systems, fire standpipe systems, fire pump systems, private fire service mains and all other fire protection systems and appurtenances thereto shall be subject to acceptance tests as contained in the installation standards and as approved by the fire Code official. The fire code official shall be notified before any required acceptance testing Monitoring. Where required by this chapter or by the International Building Code, an approved supervising station in accordance with NFPA 72 shall monitor fire alarm systems High-piled storage. An automatic sprinkler system shall be provided as required in Chapter 23 in all buildings of Group M where storage of merchandise is in high-piled or rack storage arrays During construction. Automatic sprinkler systems required during construction, alteration and demolition operations shall be provided in accordance with Section The AHJ shall have the authority to require that construction documents for all fire protection systems be submitted for review and approval and a permit be issued prior to the installation, rehabilitation, or modification. Further, the AHJ shall have the authority to require that full acceptance tests of the systems be performed in the authority s presence prior to final system certification Where fire department notification is required by another section of this Code, the fire alarm system shall be arranged to transmit the alarm automatically via any of the following means acceptable to the AHJ and shall be in accordance with NFPA High-Piled Storage. An automatic sprinkler system shall be installed throughout all occupancies containing areas greater than 2500 ft2 (232 m2) for the high-piled storage of combustibles Fire Safety Program. An overall construction or demolition fire safety program shall be developed. Essential items to be emphasized include the following: (3) Installation of new fire protection systems as construction progresses (4) Preservation of existing systems during demolition 20

21 Table Additional Required Suppression Systems Testing and maintenance. Sprinkler systems shall be tested and maintained in accordance with the Hood system suppression. Each required commercial kitchen exhaust hood and duct system required by the International Fire Code or the International Mechanical General. Standpipe systems shall be provided in new buildings and structures in accordance with this section. Fire hose threads used in connection with standpipe systems shall be approved and shall be compatible with fire department hose threads. The location of fire department hose connections shall be approved. In buildings used for highpiled combustible storage, fire protection shall be in accordance with the Other required suppression systems. In addition to the requirements of Section 903.2, the provisions indicated in Table also require the installation of a suppression system for certain buildings and areas Required fire protection systems. Fire protection systems required by this Code or the International Building Code shall be installed, repaired, operated, tested and maintained in accordance with this Hood system suppression. Each required commercial kitchen exhaust hood and duct system required by Section 610 to have a Type I hood shall be protected with an approved automatic fire-extinguishing system installed in accordance with this Fire department hose connections. Where exit passageways are required by the International Building Code for egress, a Class I standpipe system shall be provided in accordance with Section Automatic sprinklers shall be installed and maintained in full operating condition in the occupancies specified in this Code or in the Codes or standards referenced in Chapter Automatic sprinklers shall be installed and maintained in full operating condition in the occupancies specified in this Code or in the Codes or standards referenced in Chapter Fire-extinguishing equipment for the protection of grease removal devices, hood exhaust plenums, and exhaust duct systems shall be provided. Buildings with a helistop or heliport that are equipped with a standpipe shall extend the standpipe to the roof level on which the helistop or heliport is located in accordance with Section of the General. Portable fire extinguishers shall be provided in occupancies and locations as required by the Group H. An automatic smoke detection system shall be installed for highly toxic gases, organic peroxides and oxidizers in accordance with Chapters 37, 39 and 40, of the Emergency voice/alarm communication system. The operation in accordance with the building s fire safety and evacuation plans required by Section 404 of the High-piled combustible storage areas. An automatic fire detection system shall be installed throughout high-piled combustible storage areas where required by the Standpipe systems. Where a building with a rooftop helistop or heliport is equipped with a standpipe system, the system shall be extended to the roof level on which the helistop or heliport is located Where required. Portable fire extinguishers shall be installed in the following locations General requirements. Portable fire extinguishers shall be selected, installed and maintained in accordance with this section and NFPA 10. Chapters 37, 39 and General. Fire safety and evacuation plans shall comply with the requirements of this section. Table General Fire Protection and Life Safety Requirements Note: i.
