1 ADDENDUM No: 3 JOSEPHINE COUNTY BUILDING OPERATIONS DEPARTMENT February 29, 2012 RFP NO: 17 PROJECT: Josephine County Justice Center HVAC Upgrades BID CLOSING DATE: NO CHANGE: March 8, 2012 / NOT LATER THAN 2:00 PM This Solicitation Addendum is issued to the above referenced bid and forms a part of the contract documents and modifies the original scope of work, specifications and drawings, requirements and deadlines. Except as changed by this Addendum, all terms, conditions, scope of work, plans, specification, requirements and deadlines in the original ITB and previous addenda remain unchanged. This Solicitation Addendum must be acknowledged by inserting its number on the appropriate blank lines in the Invitation to Bid. Failure to do so may result in rejection of Bid. ================================================================================ 1 Modification to Submission Requirements This item is included as a reminder. Addendum #2 It originally appeared in Prequalification Applications Insurance Certification Requirement. For those contractors who submitted prequalification applications to work with Josephine County, the insurance certificate indicating the required coverage will be due as a part of the bid submission due on March 8, 2012 no later than 2:00 PM. 2 Change Addendum 3 Attachment #1. One (1) page titled Section 1; Bid Form. To replace in its entirety page 2 of 13 from the ITB/Bid Response section. This revision adds three Alternates (F, G, and H) for DDC system. This is the second revision to this form. Ensure you submit the correct Bid Form with your Bid. 3 Change Addendum 3 Attachment #2. Three (3) pages labeled Attachment #2 provides additions and revisions to the Specifications including sections: Air Distribution, and DDC Controls; responses to Substitution Requests; and list of attached sketches. 4 Change Addendum 3 Attachment #3. 3 Addendum 3 Attachment #2 ADDENDUM No: 3 JOSEPHINE COUNTY BUILDING OPERATIONS DEPARTMENT February 29, 2012 PROJECT: Josephine County Justice Center HVAC Upgrades BID CLOSING DATE: March 8, 2012 / NOT LATER THAN 2:00 PM SPECIFICATIONS Note: Additions are shown in bold, deletions have a strikethrough Air Distribution Line 17 Variable Air Volume Terminal Box: Construct unit casings of 22 gauge galvanized steel fully lined with 1/2", 2 lb. density, neoprene coated fiberglass complying with the UL Standard 181 for erosion, and NFPA 90A for fire resistivity. Unit Inlets: Double round, oval, or rectangular with double thickness gasketed damper blade mounted in selflubricating bearings unless otherwise noted. Provide with attenuator or mixer to allow operation of heating & cooling duct damper in mixing range with heating and mixing airflow rate equal to 50% cooling air flow rate, and with cooling and heating duct inlet sizes the same. See schedule for size. VAV-1-13 shall be single duct without reheat section. ARI Certified: Test in accordance with ARI Standard DDC Controls Line 25 Heating Section Control: The heating system shall modulate based on percent heating load. During occupied mode, the BAS will modulate the heating valve to maintain discharge temperature setpoint (at hot deck temperature sensor) according to discharge temperature reset schedule. Heating system shall remain off during cool-down, night high limit, as well as during night purge mode. The heating system shall be off when outside air temperature is above 60 F (adjustable). Provide operator screen switch to enable operation of electric heating coil. Operation of electric heating coil is only for back-up heat on failure of boiler system serving this air handler. When energized electric heating system shall stage elements (2 stages) to maintain discharge temperature per sequence above Line 21 SEQUENCE OF OPERATION SINGLE ZONE CONSTANT VOLUME AIR HANDLING SYSTEMS (HV-1) (HV-2) Fan Enable / Optimal Start Control (Heating Mode) or Warm-Up Mode: Page 1 of 3
4 Addendum 3 Attachment # Line 50 Fan speed is reset to 0 (zero) Hz when the AHU is off. Coordinate signal from fire alarm panel to duct mounted smoke detector. One signal to detector disables fan (Hz = 0), waits 15 seconds (adjustable), and starts smoke damper closing. During morning warm-up, NNL, NHL, or purge operation fan static set point shall be at upper limit. Return Fan Control: Return fan will start (upon proof of operation) and stop with supply fan. Return fan speed shall modulate to maintain area served by air handler at 0.02 WC positive (Adj.) Line 40 Zone Control: Individual zone temperature conditions during occupancy will be maintained within a heating/cooling range (initial setpoints, adjustable, 70 F heating and 75 F cooling, unless otherwise instructed by Engineer and Owner). Zone temperature heating/cooling setpoints will incorporate a throttling range of 2 F degrees (adjustable). Setpoints will be easily adjustable at both the operator s terminal and at the Maintenance Building remote operator s station. For zones that are cooling only operation (VAV-1-13) operate damper between full cooling mode and minimum to maintain space between 55º F and 85º F. Delete these zones from reset schedule calculation. During morning warm-up or night low limit,hot duct damper shall operate at full heating airflow position until space is at setpoint then modulate to maintain space temperature until occupied mode. During night purge high limit or morning cool down, operate cold duct damper at full cooling airflow position until space is at setpoint. Otherwise, modulate cooling or heating duct damper between heating and cooling ducts to maintain space temperature setpoint as follows: In cooling mode, as temperature approaches setpoint, cold air modulates from maximum to a minimum mix flow rate. Minimum flow rate equals heating flow rate. As temperature continues to drop, hot airflow modulates open as cold airflow closes, maintaining a minimum total flow rate. Lower heating flow rates require unequal inlet sizes to maintain control. A mixer/attenuator section is required. SUBSTITUTION REQUESTS Alternates Line 5: Add following Alternates.
