1 DISASTER MANAGEMENT PLAN 1.0 DISASTER (EMERGENCY) A disaster or an emergency, occurring in a project is one, as a result of a malfunctioning of the normal operating procedures or an intervention of an outside force such as a cyclone, earthquake, flood or sabotage, and may affect several sections within it and/or may cause serious disruption outside the works. Apart from earthquakes, cyclones, flood, arson and sabotage, accidents may take place through occurrence of fire. A Disaster Management Plan (DMP) has been prepared to counter such emergencies, if it occurs, which is presented in the next few sections. 2.0 OBJECTIVE OF ON-SITE EMERGENCY PLAN Apart from the provisions in the Hazardous Chemicals Rules, Section 41B(4) of the Factories Act, 1948 (as amended) also requires that every occupier is to draw up an Onsite Emergency Plan with detailed disaster control measures for the factory premises. The obligation of an occupier of hazardous chemicals to prepare an emergency plan are stipulated in Rule 13 of the Manufacture, Storage and Import of Hazardous Chemicals Rules, The general public living in the vicinity are also to be informed and educated about safety measures and actions required to be taken in the event of an accident. 3.0 IDENTIFICATION OF MAJOR HAZARD POTENTIAL 3.1 Fire Hazard a) Cables in galleries and in external and internal services. 4.0 FACILITIES ENVISAGED 4.1 Fire Fighting Facilities at the Project The proposed project would be protected against fire hazard and would be well equipped with fire protection systems. The project would also have its own Fire fighting Team. The details of the fire fighting facilities that should be planned are furnished below Proposal for Fire Protection System A comprehensive Fire detection and protection system is envisaged for the complete township. This system shall conform to the recommendations of Traffic Advisory Committee rules for Hydrant, NBC-2005 Part IV, TAC Sprinkler Rule. 1

2 The fire protection system is divided into the following sections : i) Water reservoir & Pump Room ii) Hydrant System & Wet Riser Piping iii) Sprinkler System v) Fire Alarm System vi) Fire Control Room Sprinkler System Separate pipe line of identical specifications shall be laid for sprinkler system from the sprinkler pump located in the Fire Pump room. Sprinklers shall be provided in the Basement and all the upper floors of each of the Building as per the rules and guidelines laid down in CFO. This shall be a separate pump for sprinkler system from which separate 150 mm dia. Risers shall be laid through the vertical shaft upto the top floor. Each floor tapping shall have an installation valve with retard chamber and electrical flow switch with sensor which shall be wired to the main control console room, so that the operator can identify the location of fire in emergency. From the tapping, suitable size pipe network shall be provided on the entire floor with 20 mm dia, tapping to each sprinkler head so as to cover area at the rate of one sprinkler head for 9 sq.m of floor area for the office other Public Areas. This shall be concealed decorative type sprinkler heads. Basement ground shall have pendent type standard sprinkler to cover a floor area of 9.0 sqm/sprinkler bulb. Potable Fire Extinguisher are being provided in the Parking Area, Lift Machine Room & Transformer Room etc Fire Hydrant System & Wet Riser Piping Hydrant System piping shall be G.I heavy class as per IS : 1239/3589 suitable for the pressure applied by the system. The courtyard hydrant ring main shall cover all the Building. Hydrant points with hose housing boxes having 2 Nos hoses, 1 NO. branch pipe shall be located at every 30 meters distance on the hydrant main ring. There shall be fire brigade inlet provided at strategic location as per rules. Isolation valves at appropriate locations shall isolate the sections of ring main as & when required. 2

3 150 mm dia G.I. C Class Wet Risers shall be provided at locations near every fire escape staircase of the Building. Double headed hydrant points alongwith hose reels shall be provided at each landing point of the fire escape staircases from Basement to top floor. Hose boxes housing hoses and branch pipes shall be provided with each hydrant valve. Hose reel shall have 30 meter long ¾ size rubber hose with nozzle and an isolation valve. Each riser shall have isolation valve at ground level for isolation purpose Landing Valves & Hose Reels Landing valves and hose reels on different floors will be located as per the fire authorities regulations. All Landing Valves shall be 65 mm dia. Oblique female instantaneous pattern twin headed type. All hose reels will be recessed servile type with 20 mm rubber hose 35 meter being with a nozzle and shunt off cock. There will be a set of fire department inlet connections with 4 nos 65 mm male outlet located on the external wall of the building near the main entrance. These inlets will have connections to the main riser as well as a by pass to the fire hydrant static storage tank. These connections will be housed in special wall boxes. The hydrant or sprinkler pump will be totally set for automatic operation and shall start when there is a drop of pressure in the system. Diaphragm operated electrical switches will be connected hydraulically to the main riser of which switches would be connected to an electrical siren to give an audible alarm when the pump is in operation Power Supply Electrical supply to the pumping sets will be entirely independent of all the other electrical equipments in the Building premises and will not be interrupted at any time by the main switch controlling the incoming supply. Emergency supply from a stand Diesel set will be provided. In addition to this the sprinkler system shall be connected to a completely independent Diesel Engine operated pump as per the regulations. 3

4 Fire Alarm System Fire Alarm system consisting of smoke detectors, heat detectors shall be provided in the office areas, corridors, service and back of the house areas. Manual call point hooter, public address system, main and repeater panels shall be provided as per the rules and regulations. The above system shall be micro processor based addressable, CPU & PC based with analogue and digital combined type Fire Control Center The fire control room shall be at the ground level on the entrance lobby of the building with communication system (suitable public address system) to aid floors and facilities for receiving the messages from the different floors. The fire control room shall have facility to detect fire on any floor through indicator boards connections, fire detection and alarm system on all floors. All Fire Fighting Personnel of 3 shifts will monitor the status of fire protection system from the fire control room, where all the fire control panels of the fire alarm system, annunciation panels for sprinkler system, hydrant system are housed and shall command the fire fighting operation when required Fire Fighting System A full fledged Fire fighting system has been set up at the township that would be operated by the Fire fighting personnel. The fire fighting system is equipped with the required facilities to handle the fire promptly and actively. Apart from all necessary Safety and Fire fighting appliances, the fire fighting team is equipped with the following special facilities like Breathing apparatus set, Fireman fire suit(nomex-3 layer), Aluminised Fibre Glass Suit. Adequate Staff will be deployed for fire fighting system in Emergencies. 5.0 MEDICAL FACILITIES REQUIRED In Emergency we inform the nearest hospital equipped with all necessary facilities as follows : a) Ambulance b) Beds c) Doctors d) Specialists e) Medical Staff (other than Doctors) 4

5 6.0 RAISING OF AN ALARM Raising the alarm is the first step in the implementation of ERP. Any employee noticing an unusual event can raise the alarm or atleast alert someone who can then raise the alarm. The procedure has the advantage of permitting the earliest possible warning of any potential abnormal situation. In the presence of good accident preparedness, any employee of the project would know what initial step to take. For raising an alarm, any person noticing an emergency situation will contact the Facility Manager / Chief Security / reception by : - Public Address System - Telephone message/fax message/hotlines - Sending message through a messenger or rushing personally. 7.0 COMMUNICATION A network of internal and external telephones will be provided for communicating emergencies both within and outside the proposed project. Operators attend the telephone exchange room round the clock. These operators can play a vital role during emergency situations by informing various key officials / employees and external agencies as well. The guests could be informed by the intercom facility. a) Telecommunication System The telecommunication system shall comprise the following : - Telephone - TV - CCTV - Car Calling - Computer Cabling - Walkie-talkie b) Communications Disciplines All personnel would be trained on the necessity for strictly observing rules laid down for using communication links in an emergency. They would receive frequent instruction on such requirements, which would include the following : All sections will be allocated a call sign, which would always be used to identify the section concerned. Calls, announcements and conversations will be interrupted only when the demands of another section are vital to the outcome of the emergency operation. Calls from the emergency control centre to take priority over all other calls. 5

6 Only authorized persons to use the emergency communications system. A log book will be kept at the control centre. 8.0 EMERGENCY FUNCTIONS Command and control of an emergency conditions encompasses the key management functions necessary to ensure the health and safety of employees and guests. In addition, the implementation of an ERP relies on a number of response functiosn which deal with different aspects of emergency with the most important emergency functions being : - Communications, Co-ordination and Liaison - Fire and Rescue - Utilities - Engineering/Technical Services - Medical Service - Security - Safety - Logistics - Administration Depending on the response organization structure, the personnel in charge of each of these functions will respond to the Main Controller or Incident Controller. Each function would be staffed with a team, the size and composition of which would depend on the task to be carried out during the emergency and the size of the facility. These teams would operate according to the instructions provided by the Main Controller and would utilize prewritten guidelines to accomplish their task. Some of these teams would mainly operate in the EOC (e.g. the co-ordination / liaison team) and others would operate in the field (e.g. the fire and rescue teams) or in other parts of the facility. 6
