3 WELCOME TO THE PHOENIX CONVENTION CENTER & VENUES The safety and protection of our clients and attendees are always foremost in the minds of the Phoenix Convention Center staff. By communicating our emergency procedures, we take the first step towards reducing the risk of life threatening situations. This document provides valuable information for our clients and attendees. It should be read carefully by Show Managers and distributed to exhibitors, decorators and other entities involved with your show or event. Please take the time to read and familiarize yourself with the Phoenix Convention Center Client Emergency Procedures Manual. This is your first preparatory step towards ensuring a safe and memorable experience. Thank you for investing this time in your safety. 4 How to Report an Emergency Anyone witnessing a safety, security, or medical-related incident in or near the Phoenix Convention Center should: Call House Security at or dial 85 from a house phone located in any of our lobbies. Provide as much information and detail as possible about: Incident description Location Injuries, if any House Security will call for Phoenix Fire Department and/or Phoenix Police Department. If a medical injury exist, stay with the injured party until House Security arrives. House Security will coordinate the arrival of Phoenix Fire Department and will also escort emergency medical technicians to the location. All city of Phoenix first responders may be called using the system. However, we request a second call to the Operations Center so that we may coordinate the arrival of first responders. The House Security Officers are trained to respond to medical emergencies and can provide minor first aid. The House Security Managers and Supervisors are certified to use Automatic External Defibrillators if necessary. PCC has 53 AEDs around the campus, (see maps for AED locations, pages 7-11). Other Emergency Information All buildings are equipped with a fire alarm system and automatic fire sprinklers. All elevator cabs have an Emergency Only phone in the event the elevator malfunctions. Use these phones in case of an elevator emergency. In the event of a fire alarm, we ask all guests to immediately leave the building using the nearest exit. Do not use elevators during a fire alarm. ADA Gathering Locations are designated on every floor except street level. Persons with disabilities are encouraged to wait at these locations for assistance from event security and Fire department personnel (See maps for locations, pages 7-11). First aid rooms are located in Halls 1, 4, C and G. (800) CVS Pharmacy 50 W Jefferson Street, Phoenix, AZ (602) Banner Health Women s Center 1300 N 12th Street, Phoenix, AZ (602) Concentra Medical Centers 1818 East Sky Harbor Cir N, Phoenix, AZ (602) Specific Threat Response Evacuation When the fire alarm sounds, or when ordered to evacuate, use the nearest exit and immediately leave the building. Move away from the building, at least across the street and await instructions. Persons with disabilities should gather at ADA Assistance locations marked with blue signs if they require evacuation assistance. Meet your Event Manager at the agreed location to keep up-to-date on developments. Bomb Threat If you or your staff members receive a bomb threat by telephone: Make notes and attempt to remember the caller s exact words. Be attentive for background noise. Do not hang up. Allow the caller to stay on the line for as long as possible. If possible, try to have someone else call or the Operations Center. If a threat is received by the Convention Center affecting your event, you will be consulted on an appropriate response. Shelter in Place The Convention Center is prepared to shelter occupants inside the building if necessary. When initiated our Shelter Plan includes the use of building wide announcements asking occupants to remain where they are and announcing the reason for taking shelter. Follow up announcements will provide occupants with specific instructions based upon the threat. Phoenix Convention Center Emergency Procedures Manual for Show Managers 8/2016 5
6 Lockdown The Convention center is prepared to lockdown the campus in response to a threat outside the building. A lockdown is initiated with a building wide announcement asking occupants to remain inside and providing information about the threat outside. Security and PCC staff members will staff and lock all exterior doors to prevent entry. Follow up announcements will be made to keep everyone informed. Please note that staff and security will not physically prevent anyone from leaving the building during a lockdown. Suspicious Package or Mail Signs of a suspicious package: No return address Strange odor Stains Unexpected delivery For suspicious packages, letters and suspicious substances received by mail: Do not open or handle the package. Leave the package wherever it was found. Ensure that all persons who have touched it wash their hand with soap and water. Notify the Operations Center or the nearest Event Security Officer. Operations Center and Security Team will make contact the local U. S. Postal Inspectors Office and Phoenix PD. Active Shooter Profile: An active shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area, typically through the use of firearms. Characteristics of an active shooter situation: Victims may be selected at random or specifically targeted. The event is unpredictable and evolves quickly. Law enforcement response is usually required to end an active shooter situation. Preparatory Measures Be aware of your surroundings. Know where the nearest exit is and have a redundant exit path. Be aware of your circumstances, advise your security manager of known threats or circumstances. In the event of an active shooter situation, one of the following actions is recommended: 1. EVACUATE (RUN) a. Have an escape route and plan in mind. Execute your plan without hesitation. b. Leave your belongings behind. c. Keep your hands visible so to responding law enforcement officers. d. Once you are safe, call HIDE OUT (HIDE) a. Hide in an area out of the shooter s view. b. Block entry to your hiding place and lock the doors, turn off lights. c. Silence your cell phone immediately. d. Wait for law enforcement officers. 3. FIGHT a. 7 a TAKE ACTION (FIGHT) a. As a last resort and only when your life is in imminent danger. b. Attempt to incapacitate the shooter. c. Act with physical aggression and throw items at the shooter. How to respond when law enforcement arrives: Remain calm and follow their instructions. Put down any items in your hands (i.e., bags, jackets). Raise hands and spread fingers. Keep hands visible at all times. Avoid quick movements toward officers such as holding on to them for safety. Avoid pointing, screaming or yelling. Do not stop to ask officers for help or direction when evacuating always familiarize yourself with exit routes, nearest stairwells, and egress paths from your event space. Information you should provide to law enforcement officers or the operator: Location of the active shooter. Number of shooters. Physical description of shooters. Number and type of weapons held by shooters. Number of potential victims at the location. Video: Below is an instructive video which reviews the choices of evacuating, hiding, or, as an option of last resort, challenging the shooter. The video also shows how to assist authorities once law enforcement enter the scene (time of video 3:40 mins). The State of Arizona s Hazards and Get Prepared tabs are good places to start your research into the subject of emergency preparedness. While the information and links on AzEIN.gov do not represent the sum total of information on the topic, think of them as a springboard to further exploration.
