3 FOREWARD The following is that portion of the College s Emergency Manual that is designed specifically for the North Campus and West Hills Center communities. For any emergency manual to be of use it must be read and then be kept in a convenient place for quick reference should the need arise. All those in the North Campus and West Hills Center communities have a right to expect an appropriate response to an emergency situation and familiarity with this manual and its instructions will help to insure that will be the case. The information herein is designed to assist the administration, staff, faculty and students in the orderly response to any occurrence necessitating a reaction to an event outside the normal routine of this institution. The directions are intended to promote the safety and well-being of the entire North Campus and West Hills Center communities and, as such, are to be viewed as strong recommendations to be followed without hesitation. PUBLIC ADDRESS SYSTEM Wireless speakers are located strategically throughout the North Campus and West Hills Center for the purpose of disseminating critical information/instructions during emergencies. Please pay close attention to the information broadcast over this system; it will follow with critical information of what to do in an emergency situation. AUDIO ALARM SYSTEM An audible alarm system is present throughout the North Campus and West Hills Center always assume that the alarm has sounded for a true emergency and evacuate accordingly, unless instructed otherwise by a college or safety official. Take your coat and personal belongings but do not hesitate in your evacuation. Seek the nearest exit, hesitancy or indecision on your part may have an impact on your personal safety. Leave in an orderly fashion and render assistance if possible. 3

7 Chain of Command The following chain of command shall apply to the management of an emergency situation. It should be noted, however, that attempts to adhere to the chain of command and the below line of authority must not prevent any College employee from taking whatever immediate and prudent action necessary to prevent injury to persons or damage to College property. 8 Normal Day Operating Hours Responsibilities Dean of Administration: Contacts the Campus President and reports immediately to security area, First Stop area (command center) to address emergency or coordinate evacuation, shelter-in-place or other situation. Safety and Security Director: Informs Dean of Administration of specific emergency or instructs the Security Guards/Area Monitors to evacuate the building, prepare for shelter-in-place or other situation. Area Monitors: 1. During an evacuation they are to instruct those in their assigned area to clear the building. The Monitors will then proceed to the nearest main exit and keep that area clear for emergency responders. The Monitors will advise against re-entry until the all clear is given or they are told to stand-down by Security or Administration. 2. When the building population is to be instructed to shelter-in-place or informed of another emergency situation the Monitors are to report to the command center for further instructions or the Monitors will receive instruction by phone. Physical Plant Director: Investigates areas of concern and reports findings to the Dean of Administration or Incident Commander. Evening or Weekend Hours Security Guards or Evening Administrator: during an evacuation clears all floors on Campus. Responds to medical emergency, or Housekeeping: During an evacuation they are to instruct those in their assigned area to clear the building. The Housekeepers will then proceed to the nearest main exit and keep that clear for emergency responders until the all clear is given. Security Guard: Notifies the Director of Physical Plant of a facilities related situation. In the event of an alarm or evacuation one security guard will man the Area of Rescue Assistance panel as per Security protocol. Evening Employees: Responsible for escorting students from their classrooms to the nearest exit in an orderly fashion. Faculty with students with disabilities in attendance should assist these students in evacuating the building. 8

12 Shelter in Place Some kinds of emergency situations may require the campus to provide shelter within the physical confines of the facility. This direction is given to the command center by either local authorities or emergency coordinators. In the event that a shelter in place is advised for the area including the North Campus or West Hills Center, all persons in the facility will be notified that CCAC North Campus or West Hills Center is preparing to shelter in place and that all occupants must decide whether to shelter in place at CCAC North Campus or West Hills Center until the all clear is announced or whether they will leave the premises. CCAC will do it s best to inform every one of the specific requests of the local authorities and possible results of individual decision. Lock Down Procedures Some emergency situations taking place inside or outside the campus or center, to include local emergencies in the surrounding communities, may require the campus or center to go into a lockdown of the entire facility. In the event that a lockdown is advised for the area including the North Campus or West Hills Center, all persons in the facility will be notified that CCAC North Campus or West Hills Center is preparing to lockdown and that all occupants must decide whether to remain inside the facility until the all clear is announced or whether they will leave the premises. CCAC will do it s best to inform every one of the specific request of the local authorities and possible results of individual decision. The Campus President or a Designee will notify the College President and ensure that all electronic emergency notifications are activated. 12

13 Guidelines for shelter in place: Word of mouth notification performed by only designated floor monitors. Instruct all occupants to remain in their location until further notice. Instruct all occupants to turn off cell phones. Keep all doors closed. Staff will be instructed to keep all campus telephone lines open. Keep staff/students calm. Await additional instruction from campus command center. Areas best suited to shelter in place depend on the threat that is imposed on the facility. For example: Internal classroom corridors provide the best protection from high wind/tornado type emergencies. These areas are away from exterior glass surfaces. If the threat is toxic or biological in nature, the gymnasium offers the best protection with the ability to isolate air-handling systems. 14 AREAS OF RESCUE ASSISTANCE North Campus has four (4) designated areas of Rescue Assistance. Below are the locations of these designated areas. All four of these areas are located outside of stairwells A and B on the second and third floors. These Rescue Assistance areas have intercom capability. By protocol, in an emergency a security guard is assigned to monitor the call center for these intercom stations which is located in the security office, Room Once on post the guard will have two-way communications capability with all 4 stations. In an emergency, certain students with special needs may go to one of these areas and include them in their sweep during an evacuation so that no one is inadvertently overlooked. The Area Monitors will then notify Security of the location of anyone at one of the Areas of Rescue when they make the all clear report for their respective floors. NOTE: The intercoms at the Areas of Rescue Assistance are always powered, with a battery back up in care of loss of power, but the central control panel is only monitored when the building alarm sounds. MEDICAL EMERGENCIES North Campus does not maintain an on-site medical staff. Anyone experiencing or witnessing a medical emergency is encouraged to dial 0 from the nearest phone (a listing of hall phones is included in this plan) or extension 4100 for Security. As always, may also be dialed and a rapid response is always provided by local emergency Medical Services of McCandless. After is called it is suggested that repeated attempts be made to reach the operator at extension 0 or Security at extension 4100 so that the response from E.M.S. may be facilitated. MATERIAL SAFETY DATA SHEETS (M.S.D.S.) North Campus maintains its M.S.D.S. files in yellow binders located in the hallway outside the Maintenance Offices, first floor, rear of the building and inside the Security Office, first floor, front of the building. The M.S.D.S. sheets contain valuable information on the types of products used at the campus, the composition of the products, potential for toxicity, flammability, etc. The files are updated periodically with additions made each time a new product is introduced on campus. A secondary set of M.S.D.S. information, for material specific to the operation of the various labs, is maintained on the first floor, North Wing in the chemistry labs. 14

15 EMERGENCY OPERATIONS CENTERS In the event of an emergency, the first Emergency Operations Center will be the First Stop/Security Office on the first floor at North Campus. From this general area the senior administrator in charge will direct the North Campus response to the situation. Should the first choice not be suitable, the senior administrator in charge will designate an alternate site and this information will be disseminated accordingly. EVACUATION POINTS In an emergency requiring building evacuation all are encouraged to evacuate through the nearest exit taking only jackets, coats and personal valuables closest to them when the alarm sounds. Area Monitors will assist in the evacuation and encourage evacuees to move away from the building. It is suggested and encouraged that everyone keeps entrances clear for responding emergency personnel. All persons descending the stairs should keep to the right on the way down. When the all-clear is announced by the senior North Campus administrator in charge re-entry should be made in an orderly fashion. Due to the number of available exits no specific evacuation points will be designated. 15

EMERGENCY RESPONSE TWO TYPES: EVACUATION OF BUILDING OR SHELTER-IN-PLACE Evacuation of Building (leave building) o Notification: Building alarm system or word of mouth by campus official o When in class: Remain calm If word of mouth notification, follow instructions from campus official Take student roster with you Take only your personal belongings in your immediate possession Direct and lead students to NEAREST EXIT Do not use elevators if building alarm has been sounded Stay on the right side when descending in stairwells Take roll call at evacuation site Follow additional instruction from Evacuation Site Administrator o When not in class: Remain calm If word of mouth notification, follow instructions from campus official Take only your valuable personal belongings in your immediate possession Do not use elevators if building alarm has been sounded Stay on right side when descending in stairwells Evacuate at the NEAREST EXIT Follow additional instructions from Evacuation Site Administrator Shelter-in-Place (Stay in Classroom or Proceed to Gymnasium) o Notification: Word of mouth by campus official o When in class: Take class attendance Remain calm Follow instructions provided by campus official Instruct students to stay in classroom or to proceed to gymnasium Await additional instructions from campus official o When not in class: Remain calm Follow instructions provided by campus official 16
