4 1.0 Scope of Document The document enclosed details the information on the operation of the Protec General Alarm System including the interaction with the ELS program. 2.0 Applicable Standard and Directive Information The Protec General Alarm System is designed to meet the requirements of the Prison Service General Alarm System Specification including the relevant directives. The alarm is raised by activating strategically located individual vandal resistant call points. The General Alarm System is monitored and controlled by a Programmable Logic Controller (PLC) to ensure operational reliability. All events are auditable on a central control PC software [Protec Event Logging System (ELS)] which records the operation of the General Alarm equipment. Control Panels are normally installed in secure locations (i.e. Plant Rooms, Roof Voids) and are used to monitor and control all the functions of the local general alarm system. Protec s range of General Alarm PLC units have been designed to comply with the latest MOJ technical specification to provide reliable, cost effective yet robust solution to suit most prison and custody cell applications. 5 4.0 Overview The Protec range of Control Panels use the Programmable Logic Controller (PLC) type of systems. The PLC units are enclosed within a rugged steel enclosure, finished in a RAL6018 (yellow/green) colour. All the essential components of the control panel are protected from unauthorised access by a hinged lockable steel door, which comes complete with tamper contacts as standard. The size of Control Panel and the associated Indicator Panel is generally determined by the number of general alarm zones required per building (typically 1No call point equals 1No zone). Key Features MOJ Compliant Monitors all General Alarm Call Points Indicator Panels; Available in 20, 40 and 60 Way Options Alarm Reset & Lamp Test Buttons Alarm, Power, Fault Twin Chip LED Indication Internal Audible Alarm Repeat Indictor Panel; LED indication Only (No controls) Units Available Local Audible and Visual Alarms Stand-Alone or Network Options Rugged Lockable Steel Enclosure Tamper and Fault Monitored Technical Features The PLC units require a 24V dc supply, provided by a separate battery charger, mounted adjacent to the control panel. The general alarm zone are typically a normally closed push button with inbuilt tamper switch. Each general alarm zone and each alarm circuit (s) are all hard-wired back to the Control Panel, generally using LSF cable. Each input terminal, which are used for the general alarm zones are pre-wired to provide a corresponding output contact, which are used to drive the Indicator Panel LED. The separate alarm output circuit contacts are to drive beacons or/and sounders. The Indicator and Repeat Indicator Panels are also hard-wired back to the Control Panel via LSF multicore cable. All Indicator and Repeat Indicator panels are low voltage devices (24V dc), with their supply voltage being provided via a multicore serial link cable wired direct from the PLC Control Panel. 6 5.0 General Alarm terminology General Alarm Call Points Vandal resistant Call Point when pressed activates a general alarm. The call points are individual strategically located in the building for the most effective response to incidents. Each call point is fitted with a tamper switch and a circular shroud around the push button to prevent inadvertent operation. Local Control Unit Programmable Logic Controller (PLC) controlling the local operations of all external call points and local indication panel. Serial data and hardwire cross-site signal to the central control panel. Local Indication Panel Wing-based indicators provide local audible and visual annunciation of alarms. Including the means of resetting the local alarm. Local indications panels either 20way, 40way or 60way alarm indication. Central Control Unit Programmable Logic Controller (PLC) controlling the operations of all terminated hardwire signals from local control units and central indication panel. Monitors serial data from local controls units, connecting direct to the control room PC software: ELS. Maximum of 60 hardware contacts from the local control units and/or capable of monitoring additional local call points. Central Indication Panel Control room based indication provide audible and visual annunciation of the alarm/s at the local panel and additional local call points. Including the means of resetting the active alarms provide initially reset on the local indication panel unless resetting additional call points. Central indication panels are 60way alarm indication. Event Logging System All system events are recorded by a PC based auditable data system the Event Logging System (ELS). Provides an external reset function additional to the reset on the central indication panel. Reference ELS User Manual document. Tamper alarm Reset Lamp Test Alarm output devices An alarm raised to notify that the general alarm equipment has been opened or tampered by an unauthorised person; either a call point, local/central control unit, local/central indication panels, local/central power supply units. Call points are individually tamper monitored generating a fault within 20secs. The general alarm when authorised can be locally reset via the push button on the local indication panels and secondary reset via the push button on the central indication panel or Event Logging System PC software. The lamp test push button switch located on each indication panel (local and central) when pressed illuminates all LEDs and audible buzzer for 3 secs to ensure the LEDs and buzzer are operating correctly. The alarm output devices can either be visual (beacons) or audible (sounders) installed alongside general alarm call points. To assist an officer in quickly locating the origin of an alarm. The outputs can be programmed to operate until reset or only while the general alarm call point button is pressed. N Issue 0 Page 6 of 19 Protec Fire Detection plc 2016

7 6.0 System Operation When an officer/inmate requires emergency assistance, an alarm is raised by pressing the general alarm call point push button. Once pressed and released, the button returns to its normal position. If the call point front plate is removed (the inbuilt tamper activates) or there is short circuit on the cable the relevant zone on the local display panel will be activated. Upon activation of a general alarm call point the call is logged by the PLC Control Panel, the unit is then programmed to drive the associated zonal LED on the Indicator and Repeat Indicator panels and activate any local audible and visual alarms. Where the system forms part of a site wide network, upon the activation of an alarm a hard-wired and a data signal are transmitted across the site to both the Central Control PLC and the Event Logging PC unit via the cross-site cabling infrastructure. Once the event has been dealt with and the system has been reset via the local reset button, the Control Panel will return to its normal operating mode. A signal will then be sent via both the hard-wired and data cross-site cabling infrastructure to reset the Central Control PLC and log the time & date on the event log. 6.1 System normal No general alarms activations or tampers, power supply healthy. 8 6.2 Call Point Activation A general alarm activation instigated by pressing the push button on a call point causes a corresponding zone indicator to illuminate constant and the audible buzzer to pulse (1 second On 1 second Off) for 10 seconds on the local indicator panel. Any local alarm output device will activate. The corresponding panel indicator will illuminate on the central indicator panel. All data is transmitted to the Event Logging System (ELS), location text will be displayed to correspond with the activated general alarm/s or tampers. All data is recorded for auditability on the ELS. 9 6.3 Cell Point Tamper A general alarm tamper activation is instigated by either removing the call point front cover or pressing and holding the push button on a call point. Either will initially report a general alarm then after 20secs generate into a tamper fault. A general alarm tamper activation causes the corresponding zone indicator to illuminate and pulse (1 second On and 1 second Off) and the audible buzzer to pulse (1 second On 1 second Off) on the local indicator panel. The corresponding panel indicator will illuminate and pulse (1 second On and 1 second Off) on the central indicator panel. All data is transmitted to the Event Logging System (ELS), location text will be displayed to correspond with the activated general alarm/s or tampers. All data is recorded for auditability on the ELS. 10 6.4 General Alarm Activation Reset To reset a single or multiple general alarm activations you must ensure confirmation has been received the general alarm/s have been dealt by an authorised personal. The general alarm(s) has to be initially reset on the local control panel by pressing the reset button on the local indicator panel. To clear the general alarm on central control panel, either press the reset button on the central control indicator panel or using the PC Event logging system program select the reset icon. When additional Call Points are installed on the central control panel these will only be reset by the central indicator panel. N Issue 0 Page 10 of 19 Protec Fire Detection plc 2016

11 6.5 Local Panel(s) Tamper The local tamper alarm is activated when the following equipment has been opened or tampered with; causing the tamper switch to trigger: local control unit, local indication panel, repeat indicator panel and local PLC battery charger The tamper is notified by the tamper indicator illuminating on the local indication panel and transmitted to the Event Logging System (ELS), location text will be displayed corresponding to the tamper. All data is recorded for auditability on the ELS. 12 6.6 Central Panel Tamper The central tamper alarm is activated when the following equipment has been opened or tampered with; so that it has caused the tamper switch to trigger: central control unit, central indication panel, central PLC battery charger The tamper is notified by the tamper indicator illuminating on the central indication panel and transmitted to the Event Logging System (ELS), location text will be displayed corresponding to the tamper. All data is recorded for auditability on the ELS. 13 6.7 Local or Central Panel Lamp test The Lamp test button should be daily tested to ensure all LEDs illuminate and the buzzer sounds. The Lamp test switch button only operates the LEDs local to that switch and any repeat indicator panels connected. The LED will illuminate and the buzzer will pulse for a for 3 secs duration. 14 6.8 Local / Central Power Supply Fail The local and central control panels monitor the state of their local charger. When the local power supply has switched to batteries due to a mains failure or an on board fault the power supply fail LED will illuminate and the buzzer will pulse. All data is recorded for auditability on the ELS. 15 7.0 Testing To insure that your system continues to function as intended, you must test your system frequently. If your system does not function properly, call your installer company for a service. Contact the control room before and after you begin and end any testing on the general alarm system. Periodical system checks - Protec recommends tests to be performed daily: 1. Check the system is fault free. The event logging system will report any current faults on the system. 2. Each call point to be operated and the correct functioning of the system to be verified. a) Corresponding zone LED illuminate and an audible alarm sounds on the local indication panel. b) Any alarm output devices activate. c) Corresponding local panel LED illuminate and audible sounds on the central indication panel. d) Event logging system displays and records zone activation. 3. Lamp test each local and the central indication panel. a) Ensure all LEDs illuminate and the audible sound pulses. 8.0 Maintenance Providing the system is use in normal operation it requires minimum maintenance. Maintenance requirement are reference the technical standard number STD/E/SPEC/011 Section 27. Any vandalised equipment should be removed and replaced immediately.
