The Rockefeller & Medical School Buildings forms part of three interconnecting 6-storey buildings that all sit over a substantial Basement Boiler House. The Rockefeller and Medical School buildings date from 1907 where they formed the UCL Hospital Nurses Home, Matron s House and the Medical School complex. All three premises have basement; ground, first to sixth floors with various roof plant facilities, as well as interlinking tunnels to adjoining premises - they are treated as a single premise for fire alarm purposes. The Rockefeller Boiler House is situated below all three buildings and is separate for fire alarm purposes, but with specific arrangements for fire evacuation and warning to the buildings above. The Rockefeller Building has a complex layout over various levels with numerous internal stairs and convoluted escape routes with access to the adjoining Medical School, Rockefeller Boiler House and Cruciform & Medical Sciences Buildings (via under road tunnels). ROCKEFELLER ROOF AREAS - ALTERNATIVE ESCAPE (a). Sixth Floor Postgraduate Write Up Areas & Roof Plant Rooms - escape for 6 th floor write up area is via internal stair ( D). (b). Alternative Escape - via walkway across the roof and access to the top of the main stair ( A) is available down metal steps ( A1) to 5 th floor. UPPER FLOORS 2.0. ROCKEFELLER UPPER (FIRST TO FIFTH) FLOORS - ALTERNATIVE ESCAPE (a). Upper Floors - each floor has alternative escape via internal & external stair enclosures (s A, B & C), which descend directly to safety at ground level. (b). Internal South ( D) - 6 th, 5 th, 4 th, 3 rd & 2 nd floors (South) have alternative exit by using internal south stair ( D). The south stair discharges at the second floor onto an external walkway & steps ( E1) that crosses a light well to a further external walkway at first floor level on the north side, this walkway leads into the goods lift lobby off the main stair ( A) - see Para 4. (c). Second Floor old Café Area & First Floor Path Lab off Main ( A) - have alternative route via internal stair (southwest E) to external walkway that leads into goods lift lobby off the main stair ( A) - see Para 4. (d). First Floor Alternative Escape Goods lift Lobby (off A) - if main stair ( A) is unavailable for escape due to smoke or fire then escape from the 1 st Floor Goods Lift Lobby (for occupants using south & southwest stairs - s D & E/E1) is then via Clinical Skills Area (Note: access door releases on fire alarm activation). On entering Clinical Skills corridor, follow signs to fire exit leading on to External s ( F), which discharges into the passageway between Rockefeller & Gower Street Residences and follow the route into Chenies Mews. GROUND FLOOR 3.0. ROCKEFELLER GROUND FLOOR - ALTERNATIVE ESCAPE (a). Ground Floor Grant Museum (Thomas Lewis Rm) - has an alternative exits discharging directly onto Gower Street; and, at the base of external southeast stair ( C) to the rear passageway from Rockefeller Bldg leading to Chenies Mews. (b). Ground Floor Secondary ( B) - has exit on the half landing down leading into the passageway between Rockefeller & Gower Street Residences; follow the route into Chenies Mews. (c). Ground Floor Main Entrance ( A) - the exit off the main stair leading into rear light well and cycle park is not a designated fire escape although there is access to Chenies Mews. ROCKEFELLER BASEMENT - ALTERNATIVE ESCAPE Note: With the exception of the tunnel under Gower Street, leading to the Anatomy Building there is NO DESIGNATED ESCAPE via internal interlinking tunnels from Rockefeller / med school basement level. (a). Rooms B23, B24, B25, B26, B27 & B28A - short Dead End corridor and the link tunnel between medical school & Rockefeller bldg discharges into the base of the main stair ( A) and up to ground floor main entrance. Alternative escape through corridor secondary stair ( B) & up to half landing & out to passageway to Chenies Mews. (b). Lab B09 & B10 (Old Squash Courts) - escape from Laboratory (B09) via main entrance into secondary stair ( B) and up to a half landing exit to Chenies Mews, alternately east exit discharges into the link tunnel under Gower Street and to Anatomy Bldg. In addition, Lab B10 Area - alternative (limited) escape is available via link corridor through into B which discharges into rear passageway leading to Chenies Mews Office BM09A - alternative escape is available via Window Escape, which discharges into a lightwell that leads into front lightwell of Gower Street Residences stairs then take occupants up to Gower Street. (c). Secondary ( B) - Fire escape from Rockefeller boiler house and a number of other rooms off secondary stair ( B) have escape via half landing into passageway leading into Chenies Mews. (d). Anatomy Lab - has separate escape via lower corridor to A or B and a rear fire exit via J to Chenies Mews. ASSEMBLY POINT 5.0. Therefore, all rooms have an alternative escape route via Internal ( Q) or POG main stair ( S). (a). (b). Ground Floor Corridors (Main) - access & egress is via either med school or Rockefeller main entrances. MANDATORY MANAGEMENT OF STAIR ENCLOSURES MED SCHOOL FIRE SAFETY MANAGEMENT INTERNAL STAIR Q (a). Fifth, Sixth Floors & Roof Access ( Q) - internal stair ( Q) 5 th, 6 th & 7 th (roof) floor levels provides the only escape route for occupants of Room 633 and personnel having access to the roof. It is Mandatory under the building s fire strategy that this stair enclosure ( Q) particularly at the 5 th floor level remains free of any storage or combustible materials and occupying departments manage this space particularly carefully. (b). Main Entrance Office / Reception (Room G44) Ground Floor - occupying department must manage this space particularly carefully due to room opening onto main stair enclosure ( R). 9 Bldg Name: Rockefeller & Medical School (201 & 374) PART FIVE - BACKGROUND INFORMATION & ARRANGEMENTS: LOCAL FIRE INFORMATION Local fire information is provided by UCL Fire Action Notices (and in some premises, by supplementary instructions) which are provided throughout the premises at Fire Alarm Manual Call Points, Fire Equipment Points and in sleeping accommodation rooms, as appropriate. ACTION ON DISCOVERING A FIRE On discovery or being made aware of a fire, immediately raise the alarm throughout the building by operating the nearest fire alarm call point, or as per the premises fire action notices. CALLING THE FIRE BRIGADE ON HEARING THE FIRE ALARM THE FIRE ALARM SYSTEM EVACUATION PROCEDURE FIRE ASSEMBLY POINT ELECTRONIC SECURITY DOOR RELEASE MECHANISMS Dial Ext: 222 on a UCL Internal Extension and report the fire (if you are unsure of your location use the Building Reference number to assist in identifying the premises, which is shown on the UCL Fire Action Notices). This building s fire alarm system is monitored on a 24-hour basis by the UCL Security Control Room who will summon the Fire Brigade. However, you should always make an Emergency Telephone call (Ext: 222 ) to raise the alarm. On hearing the fire alarm, immediately leave the building by the nearest available fire exit (this may not necessarily be the way you entered the building). (1). This building is equipped with a single stage addressable fire alarm system. Which when activated, emits a continuous electronic two-tone alarm throughout the building. (2). Automatic Fire Detection (AFD) smoke & heat detecting devices are provided for early warning to Life 2 (L2) Standard. (3). Fire alarm Manual Call Points are found on routes leading from the building (including corridors, landings, staircases & final exits). On hearing the alarm or being directed by a Fire Evacuation Marshal (FEM), all occupants are to evacuate the building by the nearest available escape stair, corridor or exit route to the Final Exit. If your escape route is blocked or obstructed by fire or smoke, you should turn your back on the fire and follow the alternative route from the building by following the green safe condition fire safety direction signage provided. On leaving the building you should proceed to the Fire Assembly Point; the location of the Fire Assembly Point(s) is indicated on the local Fire Action Notices provided, which may also be supplemented with additional information such as local escape route plans etc. Do not obstruct the building entrances as this may hinder access to the fire brigade crews & appliances. Beware of the road traffic and your and others safety during the evacuation! Where fitted doors forming part of the Means of Escape (MoE) may be provided with Electromagnetic Security Locks (Cardex): (1). Generally releasing on Activation of the Fire Alarm System, (but there are some exceptions to this arrangement). (2). Each door is provided with an independent break glass emergency release device (green box) on the direction of escape that should be broken to release the door in an emergency (or if the fire alarm has not activate). 10 Bldg Name: Rockefeller & Medical School (201 & 374) Part Five - Background Information & Arrangements (Continued): PLAN OF THE EMERGENCY ROUTES Fire safety drawings are provided with the Emergency Plan for the building. These plans show the fire escape stairs, routes emergency door furniture and final exits with copies available to the Fire Brigade at the main entrance of the building (or through the UCL Fire Officer). UCL FEMs SENIOR FEM MEETING THE FIRE BRIGADE & NOTIFYING THEM OF HAZARDS WITHIN BUILDING EMERGENCY & ESCAPE LIGHTING FIRE FIGHTING EQUIPMENT FIRE EVACUATION MARSHALS (FEMS) SENIOR FIRE EVACUATION MARSHAL (SFEM) Emergency escape lighting is provided in large &/or specific rooms, all corridors and stair enclosures to illuminate safely the escape routes from the premises in the event of a Local Lighting Circuit failure (they do not illuminate on the fire alarm sounding). In addition, illuminated directional escape signage may also be provided. Fire fighting equipment is strategically placed throughout the building in accordance with the hazards identified. Only use fire-fighting equipment if you have been specifically trained and it is safe for you to do so; and you are confident that you are using the most appropriate fire extinguisher on the correct type fire. Do not use water on electrical or flammable liquid fires! Due to the size and complexity of UCL, it is neither practical nor feasible to maintain a meaningful register of building occupants to account for those persons using premises during normal working hours. It is UCL policy that all Heads of Departments shall designate sufficient staff to act as Fire Evacuation Marshals (FEMs), who in the event of a fire or incident will check their areas of responsibility. FEMs will request politely but firmly that all staff, students and visitors evacuate the building immediately by the nearest available fire exit route, they may assist with Disabled Persons and liaise with the Fire Brigade, as necessary. The Head of Department must appoint a suitable member of staff in each building that the Department occupies, to become a Senior Fire Evacuation Marshal (SFEM) to: (1). liaise (if a multi-occupied building) with other SFEMs to ensure assistance to the Fire Brigade, Duty Security and Estates staff during normal working hours etc, (2). co-ordinate the Departmental FEMs, or others such as the Landlord s agents and/or other occupiers as necessary, (3). provide specialist information to the Fire Brigade and the Local Authorities on any specific hazards related to the premises; particularly, where there are laboratories or hazardous substances or processes used etc, (4). identify themselves to the Fire Brigade and other persons in authority by wearing a Surcoat or by a coloured safety helmet (Red) or some other distinguishing marker, (5). be self-reliant when dealing with a fire incident at the premises. Therefore, it is important that SFEMs meet the Fire Brigade on arrival at the building entrance to ensure that they give all reasonable assistance to the Senior Fire Brigade Officer in attendance. HAZARDOUS SUBSTANCES Hazardous substances are used on the premises. Fire Brigade Contingency Plans contain general information on the hazardous materials that may be found on the premises. Out of Hours - Security will meet and assist the Fire Brigade and others, as required. Duty Maintenance staff will generally attend. Fire Brigade Contingency Plans & Hazard Information - fire brigade contingency plans & hazard information is provided in a Red A4 Folder placed in the Fire Brigade Premises Box - generally located close to the Master Fire Alarm Panel. Designate Staff or FEMs should ensure that where hazardous processes are being used, they are shut down safely and quickly before leaving the area. If this is not possible, a responsible person must inform the Senior FEM or a Fire Brigade Officer of the hazard and possible affect if left unattended etc immediately on leaving the building! UCL Main Campus - an annual Fire Drill is carried out at beginning of the Autumn Term (October) of each year by the UCL Fire Officer. Note: Unwanted alarm activations are treated as supplementary fire drills throughout the year. The Heads of Departments must have arrangements in place so that all Temporary & Permanent Staff, Postgraduate Research Students and others working for more than 3 days in the Department, receive Local Fire Safety Induction familiarisation and an approved training record raised and kept. The Heads of Departments shall provide at the start of each academic session, fire safety information for all undergraduates / postgraduates studying in their Department. The Regulatory Reform (Fire Safety) Order requires that all temporary and permanent staff receive local fire safety familiarisation of the building(s) that staff, work or visit periodically or when there has been a change of work activities or working environment for employees, postgraduate students or visitors; and that a record is kept.
