1 WEST BLOOMFIELD FIRE & EMS SERVICES 5425 West Maple Rd West Bloomfield MI Fire Department Year End Report January 1, 2017 December 31, 2017 Chief s Notes Closing of Fire Station 3 is scheduled for January 25, Fire engine order has been placed. Delivery expected very late in CLEMIS Fire Integrated Record System (CFIRS) new modules being released. Fire Open House was a success. Quality Assurance Assessment Program (QAAP) remains a threat. Personnel 2 firefighter vacancies. 2 firefighters currently on probation. Captain Hal Burtzloff retired after nearly 38 years of service. Lieutenant Rocco Guirlanda retired after nearly 29 years of service. Matthew Majestic promoted to Captain. Kendall Stevens promoted to Lieutenant. Jeff Bailey promoted to Lieutenant. Brian Kyle promoted to Sergeant. Matthew Miller promoted to Sergeant. 2 Training The department trained with the WB Police Department to develop a response plan to active assailants. The rescue task force (RTF) is a specific FD role for entering the hot zone to assess, treat, and move victims. The department conducted 5 weeks of training covering concept, movement formations, triage, and patient transport to safety. Three of the weeks were conducted with PD leading to a combined mass casualty active shooter scenario conducted with our PD. The cross training of our two departments provided opportunity to practice unified command. Combined training scenarios will continue into With the purchase of the property next to Station 3 we spent four weeks focusing on basic firefighting skills. We executed hose advancement, search and rescue, ventilation, and ladder exercises all under adverse/realistic conditions, on air in low visibility. These trainings led to a week of scenarios incorporating all skills previously trained. PD was also able to train on the asset and gain valuable experience. The department continues to focus on professional development of the leadership. We graduated an officer from the Eastern Michigan Command and Staff program at the top of the class. Additionally we sent officers to ICS 300/400 courses and continue the target building program. This allows officers to develop their presentation skills as well as educate our members on challenging buildings. Focusing on the entire department, we spent a week conducting a suicide awareness program and hosted the OAKWAY Career Survival class. Spreading health and wellness continues with our officers taking the lead with healthy in/healthy out programs at the station level. Agility training entered the second year and we are gathering solid numbers towards our fitness levels under active fire-fighting conditions was the first year for the Hydrant Challenge requiring crews to work together accomplishing fire ground tasks under controlled conditions. This event evaluates where we stand in our training and where we need to focus our training. Having 28 lakes in our coverage area had us conducting surface water training as well as ice rescue scenarios. A myriad of training events filled the year with the department conducting training on 47 of the 52 weeks in Our two specialty teams covering Hazardous Materials and Technical Rescue each conducted 4 deployments focusing on their respective fields. In addition to their team training we incorporate our department members into their fields. This allows the department to more efficiently mitigate any crisis, with the team members as leaders and our members having an understanding of the actions required. The after action review process, conducted on every significant event, allows us to focus our limited training time and funds where necessary. Maintaining strengths and improving on weaknesses is our constant goal moving into

3 Fire Marshal 2017 Totals The Division continues to promote public fire and life safety education to citizens of all ages. The Department s smoke house traveled to 8 elementary schools this fall and reached close to 2000 children. The Division also spoke at senior living facilities within the Township promoting fire & life safety. There were also several classes on the proper use of fire extinguishers that included a hands-on demonstration with live fire. Members of the Division continue to further their education in order to stay current with codes, construction trends, fire investigation methods and more. This year, our Fire Inspector completed the Michigan State Police Fire Investigation School, MAPC s Vehicle Fire & Theft School, FEMA ICS 300 and the NFPA Fire Inspector II School. The Division updated the Township s Fire Code to the 2015 International Fire Code. The annual inspection program continues to be a success. The Division continues to see more businesses being compliant with fire codes making the community safer. Created a Turkey cooking PSA. Two arson cases are still active. Responded to a total of 5418 EMS calls in 2017; 1% increase (5354 in 2016 and 5224 in 2015) Transported 4344 patients in 2017; 1% increase (4309 in 2016 and 4189 in 2015) Hosted a HIPAA compliance seminar in April for all of OAKWAY Co-Hosted a region wide EMS Education seminar in September with Stryker Medical Added 6 King Vision video laryngoscopes to the department through the generosity of Henry Ford West Bloomfield Completed Active Assailant training with the department and WBPD (still need to accomplish with the Tri-City PDs) as well as placed into service 3 sets of body armor and 6 response kits for incidents Promoted Amy Rusinowski into the position of EMS Billing Clerk vacated by the promotion of Mary Kay Hare Began the process of a long term solution to the replacement of the EMS fleet by determining the best vehicle for future and ongoing purchases Began the analysis of the effects of senior living/care facilities on the EMS system by reviewing the following: o Call volume by facility o Volume by facility type o Type of call o Priority of patient transported o Review of super utilizers of the system o Analyzed the effect that additional facilities may pose on the system 4
