4 State Requirements DSA is the authority 1 having jurisdiction to enforce applicable fire and life safety codes during project design and construction DSA 2 Approval (Design) DSA Certified Inspectors (Construction) AFTER occupancy, jurisdiction for fire life safety passes to Local Fire Authority 1 Assembly Bill 47 (1991) transferred responsibility for enforcement of fire and life safety during project design and construction to DSA from Office of the State Fire Marshall (OSFM) 2 DSA requires plans have Local FA review /approval for access and fire hydrants 4

10 Office of Environmental Health and Safety 333 South Beaudry Avenue, 20 th Floor Los Angeles, CA (213) SAFETY ALERT No SAFETY PRECAUTIONS FOR STAFF AUGUST 2004 AT SCHOOL SITES UNDER CONSTRUCTION Revised District employees often tour new school sites under construction, or are required to access the site in order to prepare for school openings. District staff, or other non-construction personnel, may not enter construction areas without authorization from the Facilities Division (Owner s Authorized Representative, (OAR). This authorization will allow specified individuals to access the construction site or designated areas of the site that are segregated from construction activity. To help ensure the safety of District staff and other non-construction personnel while visiting school sites under construction, the following procedure will be employed. General Authorization For Site Access: 1. District staff should notify the OAR of the need to tour or gain access to the construction area of the school site. It is recommended that access be requested at least 3 days in advance. 2. The OAR will prepare a site map indicating an appropriate entry point to the site, designated parking area and safe access path into the designated buildings or other areas. 3. The OAR will provide copies of the map to the requesting party prior to the arrival. Site Check-in and Safety Orientation: 1. Visitors must enter the site using the entry point indicated in the map and park only in the designated parking area. Visitors shall use the designated pedestrian pathway from the parking area into the site check-in area. Visitors should report to the OAR in the check-in area. 2. The OAR or OEHS Safety Officer will provide a safety orientation to staff indicating appropriate safety precautions and procedures to follow while on-site. 3. Visitors should be properly attired (appropriate footwear such as flat, rubber sole shoes, no open toe or high heels), and if touring construction areas, must be provided with a hard hat and other appropriate personal protection at the discretion of the OAR or OEHS Safety Officer. Safety Precautions While On-Site: 1. Visitors shall wear a hard hat and other appropriate personal protection whenever outdoors or in buildings with potential overhead hazards. 2. Visitors shall access only those areas authorized on the map provided by the OAR. When w alking within the designated areas, visitors should look out for any overhead hazards, construction 10

19 Fire Watch Title 15 of California Code of Regulation (CCR) Section Fire Watch is a method of safeguarding property when a condition or violation of this code has caused endangerment to property or lives or when it is determined that any fire protection equipment or system is inoperable. A comprehensive listing of federal, state and local regulations dealing with school safety maybe found in the OEHS Safe School Inspection Guidebook, available at Date: OEHS Inspector: School: OAR: Designated Area: Principal: A. Access and Egress Y N ALT 1. Are pathways to and from buildings adequately marked, unobstructed, and free of debris and tripping hazards? 2. Are the areas of the campus to be occupied adequately segregated from ongoing construction activity through the use of barricades, fencing or other means? 3. Are stairways, halls, and other exit pathways in all building corridors clearly identified with proper signage? 4. Are fire doors and associated panic hardware functional? 5. Are there at least 2 exit pathways for rooms with an occupant load greater than 50? 6. Are designated parking areas for students and staff provided with clear, unobstructed pathways to buildings or other areas of the campus? 7. Have student pick-up and drop-off locations been designated and have parents been notified? B. Building & Room Conditions 1. Is adequate lighting provided in all rooms? 2. Are electrical outlets and panels covered, and are other electrical components and wiring properly guarded and functional? 3. Has each classroom been provided with a hard-wire or wireless connection capable of calling 911? 4. Are flooring materials, walls, and ceilings installed and properly finished? 5. Are ventilation systems free of obstruction and in proper working condition? 6. Are rooms properly ventilated and free of significant chemical odors? 7. Is potable water available in all buildings? 8. Is hot water available in food preparation areas, nurse s office and showers? 9. Are classrooms and other areas of the campus clean and free of construction debris? 10. Are restrooms available in proper working condition and adequately stocked with toilet paper, soap and paper towels or dryers? 11. Has a Balance Report for the HVAC system been issued by the contractor and verified by the Inspector of Record? C. Fire Alarm and Suppression Systems 1. Has the Inspector of Record issued a DSA-Form 6 for the buildings to be occupied, indicating the fire alarm and suppression systems are complete? 2. Have fire extinguishers been mounted throughout the campus (within 75 feet of classrooms and 25 feet of flammable liquids storage areas)? 3. Has the Inspector of Record verified that all outstanding smoke barrier requirements have been completed? D. Emergency Preparedness 1. Are basic first-aid kits provided and readily accessible? 2. Has an emergency evacuation plan been prepared and posted? 3. Has staff been informed of their roles and responsibilities during emergencies and aware of the evacuation plan? E. Clearance for Occupancy 1. Has the OAR issued a Certificate of School Functional Readiness, and has the IOR issued a DSA-Form 6 indicating the facility or designated locations are ready for occupancy? 2. Has OEHS assessed compliance with the above requirements and determined the designated areas are safe to occupy? Signature: Date: 21
