2 PART TWO - SITE OR BUILDING SPECIFIC EVACUATION INSTRUCTIONS: ITEMS Alternative Escape Route (Roof) Main Escape Routes SPECIFIC INFORMATION OF INSTRUCTION 1. ALTERNATIVE ESCAPE ROOF (a). Plant Rooms 1 & 3 - roof level escape is via the head of the main stair ( A) and down to the main entrance & Gordon Street. (b). Plant Room 2 - escape is via 2 x vertical ladders: Ladder 1 - discharges onto the 4 th floor landing on external south staircase ( B) - continue down external stair until Gordon Street level. Ladder 2 - discharges into Room 452A on the 4 th floor. Escape is available via the main stair ( A), or alternatively by using other fire escape routes ( B) through Labs 457 & 467, or east corridor and through SSEES escape stairs ( S). 2. MAIN & ALTERNATIVE ESCAPE FROM FLOOR LEVELS +4 to +1 (a). Main ( A) - descends from Roof Plant Area (Rooms 1&3), 4 th, 3 rd, 2 nd & 1 st floors to ground floor and exit from the building via the main entrance onto Gordon Street. (b). South External ( B) - exit from large Teaching Labs/Offices on the 4 th, 3 rd, 2 nd & 1 st floors discharging onto the external south staircase ( B) - continue down external stair until reaching Gordon Street level. (c). East External ( S) - stair enters the SSEES Building & discharges onto Taviton Street. (d). Internal ( H) from Explosive Lab (5 th Roof Level) - alternative escape is available via external (south) fire escape stairs ( B) or via east corridor and through SSEES stair ( S). Alternative Escape Route (SSEES S) 3. ALTERNATIVE ESCAPE FROM FLOOR +4 to +1 LEVELS VIA EAST STAIR THROUGH SSEES BUILDING On reaching CIB Fire Exits (East Corridor) - fire escape through SSEES: (a). Pass through Fire Exit Doors (fitted with electronic door locks that will release on activation of the fire alarm or use Green Door Release Boxes, as required) pass through Lobby and enter SSEES Bldg ( S), which descends to first floor landing. (b). Security Door - Between 3 rd & 2 nd floor there is a cross stair security door that is fitted with electronic door lock, releasing on activation of both SSEES & CIB (Chemistry) Fire Alarm Systems, it is also provided with Green Box Door release in direction of escape). (c). First Floor Landing - on reaching the first floor landing (SSEES Building) the fire escape passes through external fire exit door (fitted with electronic door lock and Green Box door release) and enters a covered spiral stair ( R) that descends to street level. At the base of these stairs there are doors fitted with emergency push-bar furniture leading on to enclosed fenced area that opens via gate onto Taviton Street. (d). Boiler Room (3 rd, 2 nd & 1 st Floors) - Escape onto East Corridor and with an alternative via protected lobby onto SSEES ( S) Date Last Amended: Jul 11 EP: 2 of 8.

3 2.0. Site or Building Specific Evacuation Instructions (Cont): ITEMS Escape Route Lower Ground Levels SPECIFIC INFORMATION OF INSTRUCTION 4. ESCAPE FROM GROUND FLOOR (a). Main Entrance/Exit & Lecture Theatre - fire exits lead onto Gordon Street. (b). East Corridor - fire exit door enters via covered walkway within SSEES Building leading via gate fitted with emergency door furniture directly onto Taviton Street. (c). South Corridor - leads directly onto external fire escape stair where your climb up a flight of stairs & descend onto Gordon Street via gate fitted with emergency escape furniture. (d). Loading Bay Area Escape - leads onto the covered roadway under SSEES Building, which leads via gates onto Taviton Street. Escape Route Lower Ground Levels 5. ESCAPE FROM LOWER GROUND FLOOR (LGF) (a). Main ( A) - ascend from lower ground floor to ground floor and the exit from the building via the main entrance onto Gordon Street. (b). Lecture Theatres External ( E) - ascends from lecture theatres foyers at lower level to Gordon Street. (c). South Corridor through MAPs Workshop - escape from south wing is via MAPs Workshop Door (fitted with an Emergency Escape mechanism) and out of fire exit which leads onto link passageway between SSEES and CIB. This passageway provides escape in two directions (1) onto ascending external fire escape stair ( B) leading onto Gordon Street; or (2) via external fire escape adjacent to Campbell House West (Campbell Hse K) which ascends onto Taviton Street. (d). East Corridor & Labs - a fire exit discharges onto link passageway between SSEES and CIB. This passageway provides escape in two directions (1) onto ascending external fire escape stair ( B) leading onto Gordon Street; or (2) via external fire escape adjacent to Campbell House West (Campbell Hse K) which ascends onto Taviton Street. (c). Basement Plant Room (East Wing) - single protected escape stair ( C) discharges into protected lobby at Lower Ground Floor from which a fire exit discharges onto link passageway between SSEES and CIB. This passageway provides escape in two directions (1) onto ascending external fire escape stair ( B) leading onto Gordon Street; or (2) via external fire escape adjacent to Campbell House West (Campbell Hse K) which ascends onto Taviton Street. 6. FIRE ASSEMBLY POINT The Fire Assembly Points are located: The Corner of Gordon Street & Gordon Square and Outside Wates House (Gordon Street) for Lecture Theatres Date Last Amended: Jul 11 EP: 3 of 8.

Access via Christopher Ingold Main Entrance (or from north fire exit) and wheelchair ramp into L/T lobby; use wheel chair lift to reach top of CIB Lecture Theatre Level. Some assistance may be required. Emergency Egress - leave via lobby & wheel chair lift to fire exit leading from the corridor adjacent to Auditorium/Lecture Theatre at ground level and directly out on to Gordon Street. Access via Christopher Ingold main entrance and first corridor of right using wheel chair ramp and into Computer Cluster Room on the left through cluster room to fire escape door from Ramsay L/T. Emergency Egress - escape through computer room to corridor and main entrance via ramp. 1 Accessible - Access and Egress available without general assistance as generally facility where practical to self-escape, 2 Limited - Emergency egress requires management & other assistance, should be planned & written up on PEEP, Date Last Amended: Jul 11 EP: 4 of 8.

6 PART FIVE - BACKGROUND INFORMATION & ARRANGEMENTS: LOCAL FIRE INFORMATION Local fire information is provided by UCL Fire Action Notices (and in some premises, by supplementary instructions) which are provided throughout the premises at Fire Alarm Manual Call Points, Fire Equipment Points and in sleeping accommodation rooms, as appropriate. ACTION ON DISCOVERING A FIRE On discovery or being made aware of a fire, immediately raise the alarm throughout the building by operating the nearest fire alarm call point, or as per the premises fire action notices. CALLING THE FIRE BRIGADE ON HEARING THE FIRE ALARM THE FIRE ALARM SYSTEM EVACUATION PROCEDURE FIRE ASSEMBLY POINT ELECTRONIC SECURITY DOOR RELEASE MECHANISMS Dial Ext: 222 on a UCL Internal Extension and report the fire (if you are unsure of your location use the Building Reference number to assist in identifying the premises, which is shown on the UCL Fire Action Notices). This building s fire alarm system is monitored on a 24-hour basis by the UCL Security Control Room who will summon the Fire Brigade. However, you should always make an Emergency Telephone call (Ext: 222 ) to raise the alarm. On hearing the fire alarm, immediately leave the building by the nearest available fire exit (this may not necessarily be the way you entered the building). (1). This building is equipped with a single stage addressable fire alarm system. Which when activated, emits a continuous electronic two-tone alarm throughout the building. (2). Automatic Fire Detection (AFD) - smoke & heat detecting devices are provided for early warning to Life 2 (L2) Standard. (3). Fire alarm Manual Call Points are found on routes leading from the building (including corridors, landings, staircases & final exits). On hearing the alarm or being directed by a Fire Evacuation Marshal (FEM), all occupants are to evacuate the building by the nearest available escape stair, corridor or exit route to the Final Exit. If your escape route is blocked or obstructed by fire or smoke, you should turn your back on the fire and follow the alternative route from the building by following the green safe condition fire safety direction signage provided. On leaving the building you should proceed to the Fire Assembly Point; the location of the Fire Assembly Point(s) is indicated on the local Fire Action Notices provided, which may also be supplemented with additional information such as local escape route plans etc. Do not obstruct the building entrances as this may hinder access to the fire brigade crews & appliances. Beware of the road traffic and your and others safety during the evacuation! Where fitted doors forming part of the Means of Escape (MoE) may be provided with Electromagnetic Security Locks (Cardex): (1). Generally releasing on Activation of the Fire Alarm System, (but there are some exceptions to this arrangement). (2). Each door is provided with an independent break glass emergency release device (green box) on the direction of escape that should be broken to release the door in an emergency (or if the fire alarm has not activate). 7 Part Five - Background Information & Arrangements (Continued): PLAN OF THE EMERGENCY ROUTES Fire safety drawings are provided with the Emergency Plan for the building. These plans show the fire escape stairs, routes emergency door furniture and final exits with copies available to the Fire Brigade at the main entrance of the building (or through the UCL Fire Officer). UCL FEMs SENIOR FEM MEETING THE FIRE BRIGADE & NOTIFYING THEM OF HAZARDS WITHIN BUILDING EMERGENCY & ESCAPE LIGHTING FIRE FIGHTING EQUIPMENT FIRE EVACUATION MARSHALS (FEMS) SENIOR FIRE EVACUATION MARSHAL (SFEM) Emergency escape lighting is provided in large &/or specific rooms, all corridors and stair enclosures to illuminate safely the escape routes from the premises in the event of a Local Lighting Circuit failure (they do not illuminate on the fire alarm sounding). In addition, illuminated directional escape signage may also be provided. Fire fighting equipment is strategically placed throughout the building in accordance with the hazards identified. Only use fire-fighting equipment if you have been specifically trained and it is safe for you to do so; and you are confident that you are using the most appropriate fire extinguisher on the correct type fire. Do not use water on electrical or flammable liquid fires! Due to the size and complexity of UCL, it is neither practical nor feasible to maintain a meaningful register of building occupants to account for those persons using premises during normal working hours. It is UCL policy that all Heads of Departments shall designate sufficient staff to act as Fire Evacuation Marshals (FEMs), who in the event of a fire or incident will check their areas of responsibility. FEMs will request politely but firmly that all staff, students and visitors evacuate the building immediately by the nearest available fire exit route, they may assist with Disabled Persons and liaise with the Fire Brigade, as necessary. The Head of Department must appoint a suitable member of staff in each building that the Department occupies, to become a Senior Fire Evacuation Marshal (SFEM) to: (1). liaise (if a multi-occupied building) with other SFEMs to ensure assistance to the Fire Brigade, Duty Security and Estates staff during normal working hours etc, (2). co-ordinate the Departmental FEMs, or others such as the Landlord s agents and/or other occupiers as necessary, (3). provide specialist information to the Fire Brigade and the Local Authorities on any specific hazards related to the premises; particularly, where there are laboratories or hazardous substances or processes used etc, (4). identify themselves to the Fire Brigade and other persons in authority by wearing a Surcoat or by a coloured safety helmet (Red) or some other distinguishing marker, (5). be self-reliant when dealing with a fire incident at the premises. Therefore, it is important that SFEMs meet the Fire Brigade on arrival at the building entrance to ensure that they give all reasonable assistance to the Senior Fire Brigade Officer in attendance. HAZARDOUS SUBSTANCES Hazardous substances are used in significant quantities on the premises. 8 Part Five - Background Information & Arrangements (Continued): STAFF & STUDENT TRAINING MEETING THE FIRE BRIGADE & HAZARD INFORMATION EMERGENCY STOP OF MACHINES / PROCESSES / HIGH RISK AREAS FIRE EVACUATION DRILLS INDUCTION FAMILIARISATION (STAFF, VISITORS & CONTRACTORS) TRAINING (STUDENTS) PERIODICAL (STAFF) FAMILIARISATION Normal Working Hours - the fire brigade will be met by the Senior Fire Marshals / Department or local Security; Duty Maintenance staff will generally attend. Out of Hours - Security will meet and assist the Fire Brigade and others, as required. Duty Maintenance staff will generally attend. Fire Brigade Contingency Plans & Hazard Information - fire brigade contingency plans & hazard information is provided in a Red A4 Folder placed in the Fire Brigade Premises Box - generally located close to the Master Fire Alarm Panel. Designate Staff or FEMs should ensure that where hazardous processes are being used, they are shut down safely and quickly before leaving the area. If this is not possible, a responsible person must inform the Senior FEM or a Fire Brigade Officer of the hazard and possible affect if left unattended etc immediately on leaving the building! UCL Main Campus - an annual Fire Drill is carried out at beginning of the Autumn Term (October) of each year by the UCL Fire Officer. Note: Unwanted alarm activations are treated as supplementary fire drills throughout the year. The Heads of Departments must have arrangements in place so that all Temporary & Permanent Staff, Postgraduate Research Students and others working for more than 3 days in the Department, receive Local Fire Safety Induction familiarisation and an approved training record raised and kept. The Heads of Departments shall provide at the start of each academic session, fire safety information for all undergraduates / postgraduates studying in their Department. The Regulatory Reform (Fire Safety) Order requires that all temporary and permanent staff receive local fire safety familiarisation of the building(s) that staff, work or visit periodically or when there has been a change of work activities or working environment for employees, postgraduate students or visitors; and that a record is kept. PERIODICAL STAFF FAMILIARISATION Based of the Building Layout, Evacuation Procedures and Risk Based Approach the frequency for under taking Staff Fire Evacuation familiarisation in this building is: ANNUALLY LOCAL DISABLED EVACUATION NOTES (1). Your Department s Local Management Arrangements & Fire Evacuation Strategy for Disabled Persons should not rely on the fire & rescue service, rescuing people waiting in a refuge. (2). Managers should review & use the Disable Information Emergency Egress Assessment & personal Emergency Evacuation Plan (PEEP) available from under Disabled Heading.
