PROJECTS 1. 1 BOLIVAR DRIVE [near Addison] (DR# ): Final Design Review of a two-story, 11,700 square foot animal shelter, with 11 on-site parking spaces and 12 parking spaces located on the adjacent City Of Berkeley property. Final Design Review was approved with the following conditions: MOTION (Allen, Goring) VOTE ( ). Olson-absent; Toma recused himself. Conditions: Colors and material samples to have further Committee review. Provide alternate color scheme. Mechanical screen design to have further Committee review. Sign illumination to have further Committee review. Modify planting palette to provide more flowering varieties. Consider alternate flowering plants to attract hummingbirds. Both color schemes are too subtle. Look at a lighter, brighter, warmer color scheme that wont get lost at night or in the fog. Consider lighter siding color.

2 Action Summary for May 21, 2009 Page 2 of SACRAMENTO STREET [between Harmon and Alcatraz] - (DR# ): Preliminary Design Review of the redevelopment of an existing multifamily residential building by demolishing the existing building to build a new one; increasing the number of units from 7 to 16 and increasing the height to Preliminary Design Review received a favorable recommendation to ZAB with the following conditions for Final Design Review: MOTION (McCulloch, Doran) VOTE ( ). Conditions: Design to return to the Committee for a Preliminary Design Review Follow-up before Final Design Review. Accommodate additional windows in the east and north elevations. Provide a more detailed planter and base at the street front. Windows should be recessed at least 2 ½ minimum. Provide more detailed Planting Plan at PDR follow-up. Provide lighting design at PDR follow-up. Building Massing: Massing appears to be compatible with the neighborhood. Articulation: Add details to the building that give more richness to the street, like tile artwork at the base where the siding and shingles come down to the ground now. Look at designing a special element on the front yard planter that continues on the wall at the base. Design more substantial trim on eaves for added detail. Windows: Windows need careful detailing more substantial trim. Windows should not be white vinyl, and not have mullions sandwiched by glass. Consider fiberglass windows. Add windows in gable for more interest on the street elevation. Consider wider windows on north elevation to help add more articulation three double hung together instead of two. Double hung and casement windows are preferable to sliding ones. Colors and Materials: Color palette should be lighter more like the building to the south. Color palette should be more sympathetic with the street. Horizontal siding finish should be matte. Building Details: Sloped trim over entries on the street elevation is not successful. Egress door on the north edge of the street elevation should be more background, even if transparent. Ornamental metalwork design doesn t work well there. Look carefully at railing details so children can t climb it.

3 Action Summary for May 21, 2009 Page 3 of 5 Chevron design is not successful and appears overdone. Simplify design or make more of a softer art element with a metal screen behind. Landscape Areas: Look at pedestrian circulation when refining the landscape areas MARTIN LUTHER KING JR WAY [at Center] - (DR# ): Preview of the renovation of former PG&E payment center into a YMCA teen center and staff offices. Advisory comments follow: BUILDING FORM & MASSING, SITE PLAN & PARKING Schematic Building Design: There are too many competing themes being proposed. There is no strong horizontal line left from existing building on the west elevation. Consider reconfiguring the new stair to work with the existing building geometry. Existing building doesn t need to be preserved. Design exuberance is good. This is a good direction. Design appears to be a creative reuse and appropriate for a teen center near the High School and other downtown uses. Consider opening the corner so that the main stair graphic could be seen from MLK or from the main lobby. Art element in the stair tower is great. Consider a similar element in the lobby. Screens/Signage: Screens as proposed give the building a temporary appearance. Signage as proposed is not appropriate in this location too large. Larger graphics on screens may be appropriate, but as proposed these will fade quickly. Although the signage as proposed will not wear well it appears to be subtle enough. Building should be easily identified as a teen center. Signage on the screen is one way, but there may be appropriate alternatives also. Screens on the building may be counter-productive to seeing inside. One alternate to the screens may be Venetian blinds installed on the outside of the building. BUILDING DESIGN Window & Door Treatment: Consider more curtain wall on the east elevation. Building Entrances: Entry platform would be a nice place to sit above and overlooking the sidewalk. Building Materials and Colors: Strong pieces of color detract from the building and the civic center site.

4 Action Summary for May 21, 2009 Page 4 of 5 Concerned about the finish on the wood, especially on the west elevation. Consider metal sunshade instead. All materials should be durable. Wood and aluminum screen finishes may fail quickly. Wood trellis on the roof deck appears to be out of place consider metal. Lighter green on perspective is a better choice for an accent color. Building Details If rebuilding entrance ramp, look closely at the design to minimize dead spaces for collecting trash. LANDSCAPE, OPEN SPACE & CIRCULATION Public/Common Open Space Areas/Materials/Plantings: Flax is shown behind the screen on MLK and will probably need more sun then that location could provide TELEGRAPH AVENUE [at Ashby] (DR# ): Continued Preliminary Design Review of a new mixed use 5 story building with 38 residential units over 4039 square feet of commercial space and a 42 car garage over ground level. Preliminary Design Review received a favorable recommendation to ZAB with the following direction for Final Design Review: MOTION (Olson, Allen) VOTE ( ). Goring No. For FDR, provide: Details on the residential lobby Final landscape plan Final railing details Final colors on material samples Signage program Exterior lighting Recommend relocating bus shelter as needed to keep commercial spaces viable. New location for roof garden is good. Building turns the corner successfully. Look carefully at the color finish on the 5 th floor at FDR. It may need to be lighter or the same as the middle color - as is, it looks heavy. Consider stepping back the bays on the 5 th floor on Telegraph and strengthening the cornice. (minority) 5 th floor color appears more successful on the rendering, than the color board. Made sure that the planter/railing details at the corner are strong. Look carefully at how to screen the street level traffic box.
