We will look to local casting companies as suppliers and manufacturers for metal work items. PREFABRICATED BENCHES A railway track that curves both horizontally and vertically will wind around the trees of the mid-block median between Stanley and New Streets. This will be a distinctive entrance feature that showcases the city s railway heritage with a modern fl are. WASTE / RECYCLING RECEPTACLES BICYCLE RACKS Custom railway design option is underway for other areas in the City, and will be utilized on Talbot Street. Pre-Fabricated Benches will be integrated for both cost savings and to better suit placement in groups/clusters. 2 UNIT PAVING - CORNERS, EDGES, PARKING AREAS AND DRIVEWAY CROSSINGS CONCRETE PAVING 2-3m concrete walkway will be placed directly in front of businesses and will act as the main pedestrian route. This open area may contain temporary business signs but will remain clear of any furnishing or other obstacles. Concrete area will be the minimum winter maintenance area, with additional snow storage in unit areas as needed (excluding parking access). Unit pavers with concrete base will prevent settling and allow for seamless reinstallation when future utility repairs are needed UNIT PAVERS BEDDING COURSE CONCRETE BASE FIRM GROUND Precedent Image: Combination concrete & unit paver streetscape PEDESTRIAN CROSSINGS UNIT PAVING: Linear unit paver pattern at edges, parking and driveways to visually extend pedestrian realm. Coloured pavers match street furnishings with Cor-ten steel railway artifacts. Surfacing for parking areas - supports dual use as event space. CONTROLLED CROSSING LOCATIONS STREET CROSSING: Material to be Thermoplastic asphalt marking Track pattern - Street crossings should have a signifi cant contrast to walkways, specifi cally identifying the space. 3 RAISED PLANTERS URBAN TREE HEALTH IMPROVEMENT Bloor St. Revitalization RAISED RAIL PLANTER Planters will allow for incorporation of lighting features, sculpture and decorative planting. Irrigation systems and Silva Cell structural system by DeepRoot Green Infrastructure TREE PITS Installation details for urban trees are key to their success. We will use tree guards, a root cell system for tree pits and a watering system for both pits and planters. 40cm Open tree pits with granite stonedust GREEN LINKAGES A small park space will lead to off-street parking. Raised tree planters (approx cm tall), concrete with railway track sections. This planter allows for informal seating and a strong visual/physical barrier between the pedestrian streetscape, vehicular travel and adjacent parking areas. STREET PLANTING

4 STREET LIGHTING FIXTURES Philips Urbanscape Pendant Modern, clean design with a heritage-like pendant will complement the streetscape and allow the architecture to be the focus. STREET LIGHTING Poles will be wired for holiday decorations and can be fi tted for future sound speaker installation. All lighting will be full cut off, designed to typical Ontario dark sky standard requirements, and may be designed for time-specifi c light level reduction. Street lighting will be supplemented by lighting in planting beds and within street trees. Poles will have mounts for banners and arms for fl ower baskets. Existing holiday decorations, fl ower baskets and banners to be incorporated into new lighting poles. SIGNAGE Signage Strategy Goal: Unify graphic style and format for communicating information. Grouping signs to minimize posts and concentrate points of information. Make use of light standards and traffi c light posts for sign mounting. DOWNTOWN ST. THOMAS? TALBOT STREET VISITOR INFORMATION CITY HALL One wayfi nding information sign to be located at either Standley Street or at the mid-block crossing in front of Tim Horton s. H HOSPITAL TREE & PLANTING BED LIGHTING Spot lighting within planting beds and to feature sculptures/ public art. COURTHOUSE V.A. BARRIE PARK CITY OF ST. THOMAS BLOCK TALBOT ST. Stylized street name signs to feature block numbers for easy wayfi nding. Signs to be located on light standards or signal poles. LANDSCAPE PLANTING Hidden receptacles to plug-in string lights within tree branches. Glowing light within raised planter beds (spot lights / strip lighting) Up lighting in tree pits. Strip lighting can be used to accent edges of raised planters. Separate and visible signage providing direction to off-street parking. Tree & planting lighting at the pedestrian level creates a more intimate feel to the streetscape and reduces light spillage into apartments. LIGHTING & SIGNAGE

5 STAGING DESCRIPTION Multiple Stages, Localized (Block) Closures of Talbot Street Advantages: Restricted periods for full vehicular and pedestrian access to properties fronting onto Talbot Street is minimized. Disadvantages: Overall construction time frame for project is longer than single closure, as well as additional project costs. Stage I: Talbot Street, Surface Removals and Utility Works (+/- 345m) Talbot Street to remain open, although access restrictions and delays for through traffi c anticipated, regular reductions to one-lane traffi c with fl ag man control (9AM - 3PM); Some surface removals, followed by underground utility relocations as necessary; POTENTIAL ALTERNATIVE DETOUR ROUTE ALTERNATIVE PARKING ACCESS FROM GEORGE STREET Stage II: Talbot Street, West of Stanley Street to William/New Street (+/- 125m) Talbot Street-William/New Street intersection to remain open; Estimated closure: 30 working days Stage III: Talbot Street, William/New Street Intersection to St. George Street (+/- 95m) Talbot Street William/New Street intersection closed for duration of Stage II; re-opened to traffi c immediately upon completion of underground works; Estimated closure: 25 working days Stage IV: Talbot Street, St. George Street to east of Metcalfe Street (+/- 125m) Talbot Street St. George, Talbot Street- Queen Street and Talbot Street Metcalfe Street intersections closed for duration of Stage III; re-opened to traffi c immediately upon completion of underground works; Estimated closure: 30 working days POTENTIAL ALTERNATIVE DETOUR ROUTE Obtain Public Input on Detailed Design PROPOSED SCHEDULE Finalize Detailed Design & Approvals Tendering Construction General Notes Due to deep excavation work required and limited right-of-way, partial closure of Talbot Street to all non-local traffi c is needed to facilitate construction. Closures will be staged block-by-block to minimize impact; Non-local traffi c will be detoured (with appropriate signing) to Centre and/or Curtis Streets for duration of project; During construction, no on-street parking and restricted vehicular access along Talbot Street, depending on stage. Accommodations for alternative parking and/or access will be made prior to start of construction and appropriate signing for any impacted businesses provided; Pedestrian access to front entrances will be maintained for as long as safe and/or practical during construction; All affected property owners to be contacted and consulted prior to the fi nalization of construction staging plans and start of construction.
