M/S: Holt/Evans Motion carried unanimously. PUBLIC COMMENT Brian Shephard, owner of 890 Main Street; made a request to re-zone his parcel from R-2 to C-D Commercial Downtown. Jo Chamberlain, Coastside Land Trust, shared an upcoming public event on August 26, 2017 (Toast to the Trail) for the Phase II Coastal Trail expansion at Wavecrest. IV. ITEM 1A: Project: Construction of a new two-story, 28 feet in height, 7,945 square-foot singlefamily residence, associated site improvements and conversion of an existing 697 square foot residence to an accessory dwelling unit, on a 66,141 square-foot lot File Number: PDP Site Location: 32 Jenna Lane / APN: and Applicant: Derek Vinh Project Planner: Scott Phillips; (650) ; sphillips@hmbcity.com Zoning District: PUD, Planned Unit Development (Matteucci). The basis for the revised recommendation was California Coastal Commission guidance with respect to visual resources and design review; specifically that visual analysis of proposed new development should not be based on landscape screening. The memo is incorporated into the staff report for this item. Scott Phillips, Associate Planner, presented Staff Report. Jill Ekas, Planning Manager presented the revised staff recommendation. Bruce Chan, Applicant Representative, spoke and answered Planning Commissioners questions. PUBLIC COMMENT 1. Yu Shung Feng, 28 Jenna Lane, spoke in favor of a project, just concerns with height. 2. Paul Grigorieff, spoke in favor of the Matteucci Agreement and encouraged the City to enforce it. 3. Mike Ferreira, spoke in favor of continuing this item; mentioned that the riparian corridor is 100 in the conditions or approval for a previous application on the same property. 4. Matt Berman, neighbor spoke in favor of enforcing the Matteucci Agreement and continuing this item; and was not in favor of the project as proposed. Planning Commission discussion and items that need to be addressed. Need to ensure that trail design, development, and long-term operations are carefully planned and implemented. Ensure careful mapping of the wetland buffer. Riparian/wetlands need to be considered for long-term use of the property adjacent to the buffers. Design and size of the proposed house does not fit into the neighborhood and is not compatible with the existing house on the site. Use the Matteucci Agreement as guidance. Per Matteucci Agreement, the plantings along the eastern property line of the subject property should be significantly pruned and thereafter maintained at a lower height. Consider east to west views promote the view toward the coast, and toward the hills. Reduce the height of the proposed house, consider 22 feet per the Matteucci Agreement. 4

5 July 11, 2017 Planning Commission Minutes Page 3 of 3 The main entrance is out of scale for a single-family home, suggest smaller door and residential scale entrance; similarly, the three-car garage is overemphasized. Consider landscape screening for privacy between the proposed home and trail area. Design considerations should focus on size and scale, not color or reliance on landscape screening. Discussion with Coastal Commission about the poison hemlock, per the staff report, was supported. Motion to continue item to a future date uncertain. M/S: Benjamin/Holt Motion carried unanimously. V. ITEM 2A: LOCAL COASTAL LAND USE PLAN: COASTAL ACCESS AND RECREATION Continue review of the Coastal Access and Recreation Chapter of the June 2017 Planning Commission Working Draft Local Land Use (LUP). Jill Ekas, Planning Manager presented Memo and information. Planning Commission briefly discussed and came to the consensus that they would summit their comments to Staff in writing on or before July 27, VI. VII. VIII. IX. LOCAL COASTAL LAND USE PLAN (LCLUP) Mindy Craig, Principal of BluePoint Planning, LLC opened the joint session with a presentation of the Parks Master Plan - Existing Conditions Report to the Planning Commission and Parks & Recreation Commission. PUBLIC COMMENT 1. Mike Ferreira, spoke about the history regarding Smith Field and County Landfill property. 6

Lennie Roberts, spoke about the past challenges of recreational programming and activities at the Johnston house property due to the active agriculture surrounding the area. PC and Parks & Recreation Discussion Smith Field and Johnston House have environmental constraints; define usable acreage vs. acreage the City owns. 34 acres of parks from the 1995 Recreation Element were never developed; assessment of the current situation and how will it look years from now, what will the demographics look like here? Public thinks all undeveloped areas are open space or parklands; need to avoid ESHA AND Hazards; a thorough consideration of habitat is needed; roles of beaches vs. people s opinions of them. Consider how to maintain existing parks and include park safety. Landfill Clarifications by Staff: property is owned by the County, actively study options for addressing its vulnerabilities, only shown as opportunity site, not counted as active parkland. A community park should be explored possibly on POST site, Beachwood or Podesta and is a community park what we really need? Consider an aquatic center, maybe to include other indoor activities as well. From a budget point of view begin by ranking projects; report covers parks day use, what about evening use? How do we make the amenities feel and look like Half Moon Bay? Is it possible to fix up parks so that they can be flexible over time? Coastal Development Permit, Coastal Act and Clean Water Act must be considered for maintenance, programming and park development. Beachwood has wetland delineation; Magnolia has eucalyptus with possible raptor habitat. Consider how Open Space land trails can better connect to City. Consider how to deal with garage in parks and on beaches? Create policy for what can be taken to the beach. Engage with the school district about their planning process. Look at existing lighting and how and where to improve to encourage evening use of parks, especially Downtown, also take light pollution into consideration. V. 9 For meeting of: August 8, 2017 BUSINESS OF THE PLANNING COMMISSION OF THE CITY OF HALF MOON BAY REVISED - AGENDA REPORT TO: FROM: Honorable Chair and Planning Commissioners John Doughty, Community Development Director Jill Ekas, Planning Manager TITLE: Local Coastal Land Use Plan: Coastal Access and Recreation This report was originally posted on July 27, It has been revised to incorporate additional Planning Commission and Community Comments on the June 2017 Working Draft Coastal Access and Recreation Chapter of the Local Coastal Land Use Plan. The revised report was posted on August 3, RECOMMENDATION: Take public comment, discuss, and provide direction to staff regarding the June 2017 Planning Commission Working Draft Coastal Access and Recreation chapter of the Local Coastal Land Use Plan. BACKGROUND: The Planning Commission received the June 2017 Planning Commission Working Draft Coastal Access and Recreation Chapter of the Local Coastal Land Use Plan (LUP) in advance of their June 27, 2017 session. Additional materials relevant to the Planning Commission s review of this document previously provided include the following: California Coastal Commission Local Coastal Program Update Guidance Community Comment Summary (including the excerpts on Coastal Access and Recreation indicating how comments were addressed) Malibu Local Coastal Land Use Plan Also relevant are two recent Planning Commission joint study sessions. At the session with the Bicycle and Pedestrian Advisory Committee (BPAC) on June 27, the Planning Commission considered circulation topics related to coastal access including the Town Boulevard concept and the Eastside Parallel Trail. The Planning Commission confirmed the General Plan Advisory Committee s consensus to further develop the Town Boulevard approach and to include the Eastside Parallel Trail in the LUP. At the joint study session with the Parks and Recreation Commission (PRC) on July 25, the Planning Commission considered matters relevant to coastal recreation. Commissioners advised about potential conflicts with environmentally sensitive 9

10 Planning Commission LCLUP Coastal Access and Recreation Page 2 of 2 August 8, 2017 habitat areas, discussed the parkland standard, and noted the need to maintain a Coastal Development Permit process for park programming and/or improvements pursuant to the Coastal Act. This direction could allow for exemptions in cases of maintenance and repair activities consistent with Coastal Act allowances. DISCUSSION: The Planning Commission has now had time to review and consider the working draft Coastal Access and Recreation chapter of the LUP. Two Commissioners submitted detailed written comments on this draft (Attachment 1); as well as community members (Attachment 2). Note that community member comments consist of several specifically pertaining to the dog park at Smith Field. These comments were provided to City staff members as appropriate, as well as the City s Parks Master Plan consultant. Staff requests that Planning Commissioners contact staff in advance of the August 8 session if they need any additional information about this item. The intent of the session is to complete the Planning Commission s review of this working draft. Detailed direction supported by a majority of the Planning Commissioners will be incorporated into the next version of the document and be coordinated with other Chapters to reduce potential conflicts. Next steps for each section of the LUP will include the following: Incorporation of Planning Commission input Review by the City s LUP policy consultant and City Attorney Coordination with Coastal Commission staff Return to the Planning Commission for confirmation of the revised chapter Working drafts for Planning Commission review of the following LUP chapters are nearing completion: Coastal Hazards Scenic and Visual Resources Cultural Resources The Commission will take these chapters up at their regularly scheduled meeting of August 22, ATTACHMENTS: 1.
