3 Volunteer Blvd. Streetscape Project Narrative Oct. 27, 2015 Campus Landscape Vision: The University of Tennessee, Knoxville campus landscape vision is to be more pedestrian centered while supporting learning by promoting interactions and healthy movement. It includes moving towards a stronger contribution to a healthier ecosystem while employing sustainable opportunities to incorporate the eastern Tennessee landscape into the campus. Purpose and Need: Volunteer Blvd. was designed to move a large volume of traffic through campus. The existing 4 lane road does not promote a pedestrian friendly path and is perceived as a barrier to pedestrians moving through campus, and it is intimidating and uncomfortable for bicyclists to use. The goal of the redevelopment of Volunteer Blvd. is to increase pedestrian comfort and safety, create opportunities for pedestrian interaction, and provide a visually attractive spine that flows through campus, all while creating a connection to the University in a cohesive and unified manner. Project Description: The redevelopment of Volunteer Blvd. corridor will utilize the campus landscape vision principles. It will be a multi-phased project from UT/Todd Helton Drive east to Cumberland Ave. and involves: removing on-street parking Introducing dedicated bicycle lanes or shared lanes Streetscape elements including decorative lighting, banners, site furniture (benches, tables, bicycle racks, litter and recycling receptacles, etc.), improved accessibility and cross-walks. Improved sidewalks Enhanced landscape with irrigation Signage following the Wayfinding Master Plan, Intersection signalization Improved Wi-Fi coverage Design Recommendations: As Volunteer Blvd. traverses through campus, the feel and the nature of how it ties to campus varies. Specific recommendations will need to be made for different segments (see recommendations for Volunteer Blvd. from the 2012 Campus Landscape Vision and Site Standards as an example). Project wide recommendations should tie together a cohesive corridor, and should adhere to the current UTK Campus Landscape Vision and Site Standards and the UTK Stormwater Management Plan. Recommendations to consider: Complete Streets which include roadways designed and operated to enable safe and comfortable movement of people of all abilities as well as all modes of transportation

4 Sustainable practices such as treating the first flush stormwater prior to entering the piped system Decorative street and pedestrian lighting, with the ability to install banners Screening, walls, or planting used to minimize visualization of parking areas along the boulevard Site furnishings such as benches, tables, litter receptacles, bus stop shelters where appropriate, and bicycle racks to enhance the pedestrian experience and aid in animating the corridor Specialty pavements to provide visual interest and accents along the corridor Cross walk standard for Volunteer Blvd. that could be used campus wide Opportunities for campus art Enhanced planting along the entire corridor, including the median Enhanced campus connections, such as those where Volunteer Blvd. intersects Cumberland Ave., Lake Loudoun Blvd., and campus building entries.
