3 MESSAGE FROM THE PRESIDENT MESSAGE FROM THE FROM THE JUDGING PANEL Welcome to the PIA Awards for Planning Excellence I am so happy to see an increased number of entries this year which shows a widening interest in recognising planners and the important projects they are involved in. Planning is a much broader activity than the narrow regulatory role to which many economists and politicians relegate to us. Planning helps to create the kinds of places where people want to live, work, relax and invest. Planning is about improving places by helping them to function better economically as well as socially and environmentally. Planning is primarily about outcomes, not processes. Our true value as planners is seen with the outcomes and projects on the ground. It s at that time that planners can be proud to say we are planners and we have worked with the challenges and the community to facilitate great places and communities. Across the Awards categories, I see projects and people that demonstrably add value to their communities and spheres of influence. The planning profession should be proud of the achievements of our peers and acknowledge their achievements through these Awards. However, these Awards should also provide evidence to the wider community and elected representatives at all levels, as to why planning is important and should be fully supported and adequately resourced. I wish to particularly acknowledge and thank the Judging Panel Jenny Rudolph as the convenor, Allan Gear, Alan Peters, Stephen McMahon, Christina Livers and Louise Kerr for their hard work, dedication and commitment to their judging task this year. Congratulations to all of the nominees and I wish the worthy Award winners all the best at the PIA National Awards. MARJORIE FERGUSON RPIA President PIA The PIA awards showcase to our state, the community and industry the role of planners in planning for growth, creating great communities and places to live and work. The PIA awards demonstrate the various multidisciplinary tasks and value planners add in projects or policies. The 2016 Judging Panel comprised six members with a diverse range of skills and experiences. The Panel had the special fortune of reviewing 36 nominations this year; the most number of nominations received in many many years. The Panel took pride in reviewing different projects across the categories. We recognised the diversity of work planners are involved in and how busy the sector has been over the last year. Many nominations received this year were from the regional areas, but also a balance in urban areas between private and government applicants. Our judging role is never easy, and this year was no different! The judges were fortunate that so many nominations were demonstrated with photos and descriptions within the word limitations. This did not make it easier to judge, but easier to grasp all the exciting concepts. The decisions of awards across all categories was difficult to make; it was also done so to protect the integrity and value of the planning awards. The Judging Panel would like to thank all those who submitted nominations, congratulate the award winners and those receiving commendations. The awards and commendations provide superb planning outcomes. I would also personally like to thank the members of the judging panel for their dedicated time and work in this year s judging. Planning is about to take a more important, and increased, role in our changing environment therefore provides many opportunities to demonstrate the value planners provide. 4 ABOUT PIA: LEADING EFFECTIVE PLANNING FOR PEOPLE AND PLACES 2016 PIA AWARD SPONSORS The annual Planning Institute of Australia (PIA) Awards for Planning Excellence demonstrate leading practice, leadership and achievement in planning and the planning profession. Planning strengthens communities, facilitates economic development and improves the choices available for where and how people live and work. It facilitates decision making and helps to balance private, government and community interests for net future benefit. Through their work planners identify hazards and reduce risks, while identifying and protecting environmental, social, cultural and heritage values. The planning profession has enormously important and positive contributions to make to the future. PIA supports its members in delivering good planning outcomes and we celebrate that contribution through the Awards program. Participating in the Awards for Planning Excellence is a small but important way to demonstrate your commitment to advancing the profession. The Awards offer the opportunity to share achievements and celebrate the value planning brings to our communities. It provides the chance for recognition of excellence and to showcase leading practice across a range of planning disciplines and sectors. Leadership in planning, particularly in the face of adversity, is acknowledged and applauded. Our categories celebrate the multidisciplinary nature of planning and the great leadership in this field. They also recognise emerging planning talent and connect with grass roots community planning. In all, the Awards are a chance to celebrate, recognise and reward outstanding planning and planners. As a national program, the Awards commence at the state and territory level seeking out the best of planning in each jurisdiction. Following judgement and recognition at a state or territory Awards ceremony, the winner of each relevant category is then elevated to the national stage. The Planning Institute seeks to ensure that all sectors and disciplines engaged in urban and regional planning have an opportunity to receive their due recognition for the planning work they do. The best from each state and territory are judged at a national level, culminating in the National Awards for Planning Excellence ceremony which acknowledges the best of the best of planning and planners in Australia. It is our chance to share the success stories and to promote the significant achievements in planning. Promoting planning success stories is a great way to show why Planning Matters we are shaping the world today for tomorrow. 6 PLANNER OF THE YEAR AWARD GRAHAM JAHN Graham Jahn, as the Director of City Planning, Development and Transport at the City of Sydney provides strong leadership in developing vision, planning policy and sustainability strategies for the City. This year has seen the overview of the Central Sydney Planning Strategy which has developed 10 key moves to plan for Sydney s ongoing competiveness, appeal and resilience into the future. Graham leads a growing planning team which produces quality planning outcomes for residents, businesses, investors and visitors. PIA s Planner of the Year for 2016 is member of the City of Sydney s Executive directly responsible for strategic land use planning, transport strategy, development assessments and regulatory compliance. He has also served as an elected Councillor at the City of Sydney and Chair of the Planning and Development Committee from 1995 to He has assessed and recommended approval for over $20 billion worth of development exhibiting design excellence. His main role is influencing design outcomes. He is also an Adjunct Professor of Architecture at UTS and author of the books, The Guide to Sydney Architecture and Contemporary Australian Architecture which accompanied an international travelling exhibition. He has been on the jury or officially observed in over 70 architecture competitions. Congratulations to Graham Jahn for being this year s Planner of the Year. 7 YOUNG PLANNER OF THE YEAR AWARD CATEGORY SPONSOR MARY-LYNNE TAYLOR PIA (LIFE FELLOW) BARTIER PERRY FOR OUTSTANDING CONTRIBUTION OR ACHIEVEMENT BY A YOUNG PLANNER. DEAN HOSKING This Award recognises the outstanding contribution or achievement by a Young Planner. The judges all agreed that this year s young planner is highly motivated, makes a significant contribution to the planning profession, in particular through his commitment and dedication to young planners. He continually seeks to provide opportunities for young planners to expand their knowledge and expertise, as evident by his creation and development of the Emerge Series and participation with the YP Connect conference stream. He is an excellent role model for young planners, through his commitment to the planning profession, his advocacy for the role of planners within our communities and through the mentoring of other young planners as they complete their university studies and commence their planning careers. COMMENDATION BRENDAN HOSKINS This young planner started work in his student year in He has been instrumental in expanding and enhancing his company s capability and brought a new level of interest and innovation to the management of design competitions within his workplace. Outside his work as a planning consultant, he was involved with a working group on the review of the undergraduate and postgraduate planning programs at U. The outcome of the review was an entire overhaul of the planning programs, both of which have been accredited by PIA and are now in place. 8 FROM PLAN TO PLACE ASPECT STUDIOS SYDNEY HARBOUR FORESHORE AUTHORITY This Award recognises the implementation of a plan into a successful place. It is awarded for an effort that demonstrates a significant achievement for an area, either a single community or a geographic region, in accomplishing positive changes as a result of planning. It should demonstrate the implementation from plan to place that makes an outstanding contribution to advancing planning practice. Taking its cues from High Line Park in New York, the judges were impressed by the adaption of this approach to suit the particular characteristics of the former goods rail line corridor in inner city Ultimo. The transformation of a forgotten transport corridor into an inclusive, connected place that respects and presents its history is considered particularly remarkable. The ability of the Goods Line to create a people focused address to the nearby cultural, educational and media institutions is one of its strongest attributes. While the consultation with significant landowners and Institutions along its edges and inclusion of the needs of numerous Government agencies was a particular feature. What impressed the judges with this particular entry, was the ability of the consultant team to take an idea and create a lasting asset to Sydney s inner city public domain. 9 FROM PLAN TO PLACE COMMENDATION ROCKDALE CITY COUNCIL ROCKDALE TOWN CENTRE MASTERPLAN The Rockdale Town Centre Masterplan sets out the communities aspirations for the future of the Rockdale Town Centre. The Implementation Plan translates the community s aspirations into actions. The judging panel were impressed by the reimagining of the role of laneways demonstrated by the Living Laneways program, followed by the subsequent public and private investment in the enhancement of the town centre that included the construction of the new Rockdale Library and the refurbishment of the heritage listed Rockdale Town Hall. The judges agreed that the Rockdale Town Centre Masterplan and Implementation Plan demonstrate that with strong community and civic engagement it is possible to transform a town centre into a vibrant and liveable inner city town centre. 10 HARD WON VICTORY LAKE MACQUARIE CITY COUNCIL PLANNING FOR FUTURE FLOOD RISKS: MARKS POINT AND BELMONT SOUTH LOCAL ADAPTATION PLAN The category of the Hard Won Victory recognises planning initiatives, efforts or leadership that have resulted in positive planning outcomes in the face of difficult or trying circumstances. Against a backdrop of scepticism, a defiant press and little confidence in its policies, this Council brought together a community through engagement and openness. THIS AWARD IS FOR A PLANNING INITIATIVE, EFFORT OR LEADERSHIP THAT HAS RESULTED IN POSITIVE PLANNING OUTCOMES IN THE FACE OF DIFFICULT OR TRYING CIRCUMSTANCES. Through collaborative effort, the science of climate change, the prospect of sea level rises and future flood risk are to be managed locally through implementation of this bold adaptation plan. A truly hard won consensus. COMMENDATION CITY OF SYDNEY RECOGNISING CITY OF SYDNEY S INDUSTRIAL HERITAGE The transformation of a city s industrial heartland into a revitalised urban residential place rarely induces sympathy for the functional architectural styles of the industrial past. However this project drew the attention of the judges; after three years and through evidence based heritage inventory and planning, the City successfully listed a large number of buildings for protection, integration and renewal. 18 PLANNING EXCELLENCE 2016 AWARDS AWARDS 19

11 OUTSTANDING STUDENT RICHARD BARRY EXPLORING THE VIRTUAL CITY - IMMERSIVE PUBLIC PARTICIPATION USING VR HEADSETS This Award recognises outstanding planning work by a tertiary student and is made for a substantial project, report, book, theses, article or a piece of research which makes a significant contribution to issues relating to rural, regional and/or urban planning For decades, Virtual Reality (VR) headsets providing a gateway into immersive digital representations of our environment have typically been the dreams of video gamers and sci-fi fans. As part of this innovative movement, this student thesis explored a new participation technique for planners to utilise VR headsets to visualise future development during the public participation process by being immersed in a oneto-one scale digital model of their city or neighbourhood. The main research question answered was: To what extent can VR headsets be used to better visualise proposed developments? The judges all agreed that this thesis took on a very cutting-edge topic and were particularly impressed by the practical research methods carried out. 12 OUTSTANDING STUDENT COMMENDATION RYAN MACINDOE INDIGENOUS REPRESENTATION IN THE BUILT ENVIRONMENT This student s thesis explored ways in which Indigenous culture can be represented in the built environment and the importance of including Indigeneity within the planning process. The judges agreed that this thoughtful thesis offers an important contribution to a muchneglected aspect of urban Australia. The thesis provides an important resource to shift built environment practitioners thinking and practices so that Indigeneity is embedded in planning and place making processes. 13 BEST PLANNING IDEAS - SMALL AWARDED TO RECOGNISE OUTSTANDING PLANNING IDEAS FOR A THAT IS LIMITED TO A SITE OR LOCAL PLACE/ NEIGHBOURHOOD. TWEED SHIRE TWEED COUNCIL RURAL VILLAGES STRATEGY With Tweed s proximity to the Gold Coast, the different characters of its many villages are valued. However these characteristics are coming under a variety of pressures ranging from intense development through to economic stagnation. These pressures are also having impacts on the locality s distinctive landscape and natural environment. With this in mind the ability of the Strategy to respond to, and address each village s individual characteristics, issues and solutions in tailored manner that avoided a one size fits all outcome was applauded by the Judges. What made this project stand out, however, was the outcomes of the community participation. The project successfully established a genuine partnership and shared vision between Council and the villages communities, characterised, most notably, by its success in developing new community connections and sense of ownership; particular between previously disparate village communities. COMMENDATION CAMDEN COUNCIL CAMDEN TOWN CENTRE PLAN When any strategy to identify a vision to guide the evolution of an established small town adjoining a major growth area is prepared, issues of character protection and economic and social impact inevitably arise. For Camden Council, the issues are particularly acute and significant community interest was a particular feature of its preparation of a vision to act as a blueprint to guide the evolution of the town into the future. What stood out with this entry, was the measured response that was adopted. Rather than identifying grand plans, the strategy adopted an approach of incremental change and gradual evolution of the town centre to so that its character and function can become stronger. The supporting implementation plan, with its focus on short term quick wins and longer term strategic actions was a notable feature of the approach. The ability of Council and the project team to work with the community, and identify, a realistic, potentially achievable vision was considered by the Judges to be worthy of this award. 24 PLANNING EXCELLENCE 2016 AWARDS AWARDS 25

14 BEST PLANNING IDEAS - LARGE AWARDED TO RECOGNISE OUTSTANDING PLANNING IDEAS FOR A LARGE THAT HAS TOWN OR CITY, REGIONAL, -WIDE, NATIONAL OR CROSS-JURISDICTION BENEFIT. URBIS PTY LTD FOR AMP CAPITAL QUAY QUARTER SYDNEY Quay Quarter Sydney is AMP Capital s $1 billion redevelopment at Circular Quay. Quay Quarter Sydney comprises two key city blocks, and when constructed will be a destination that will create activated street retail, small cafes and bars opening onto intimate laneways, residential accommodation and state of the art office accommodation. The judging panel were impressed by how the project demonstrates how urban planning at a local level can sensitively and appropriately work with public and private interests to achieve high quality urban outcomes. The judges agreed that the collaboration between the proponent, the local community and the local council to develop a shared vision for the precinct was impressive. What was more outstanding was that they all worked together to ensure that the planning outcomes aligned both public and private interests, being the preservation of public amenity and commercial viability. Innovative techniques including the ability to use the land titling system as a planning tool to protect solar access to public spaces were considered to be exemplary features of the project by the judges. COMMENDATION DEPARTMENT OF PLANNING AND ENVIRONMENT DARK SKY PLANNING A concept that is not too familiar to those who live in cities is dark sky, and how critical to advances in astronomy. Discoveries and measurements of such objects need dark sky that is free from light pollution. Simultaneously there is a need to balance the growth of towns and industries close to astronomical observatories. The judging panel were impressed by Australia s first and only planning policy protecting the night sky - Dark Sky Planning Policy and Guideline prepared by the Department of Planning and Environment. The judges agreed that the documents are leading best practice, as they are the only known planning document that provides guidance and technical information to mitigate the impacts of light on astronomical observations. The judges also acknowledged the significant contribution that the innovative planning policy had made to the declaration by the International Dark Sky Association of the Warrumbungle National Park as an International Dark Sky Park and Australia s first Dark Sky Park which is a great example of a planning policy leading to positive environmental and cultural outcomes for the whole community. 26 PLANNING EXCELLENCE 2016 AWARDS AWARDS 27

15 IMPROVING PLANNING PROCESSES AND PRACTICES LIVERPOOL CITY COUNCIL 98% faster assessment, faster lodgements and faster correspondence, which results in 100% customer satisfaction, has to mean it s a significant planning process improvement! A council who develops an e-portal which results in 250 residential development applications being determined on average in 4 days, resulted in the judges agreeing that this is a significant improvement and can provide a benchmark to all councils across. COMMENDATION CITY OF CANTERBURY BANKSTOWN, STUDIO GL, STUDIO ZANARDO Planners, engineers, landscapers, and environmentalists who are trained to facilitate great design and good places by acquiring great urban design skills can add value to the planning outcome, particularly when the pressure mounts for additional residential flat buildings in the area. This is exactly what an inner west council did by providing in-house training through a series of mixed learning techniques of principles, case studies, roleplays and walking tours to learn and visualise the outcome on the ground. AWARDED TO RECOGNISE THE ACHIEVEMENTS OF PLANNERS, PLANNING AUTHORITIES AND DEVELOPMENT ENTITIES IN TRANSLATING GOOD PLANNING POLICY INTO IMPROVED PROCESSES AND PRACTICES IN THE WORKPLACE AND ON THE GROUND. 28 PLANNING EXCELLENCE 2016 AWARDS AWARDS 29

16 PUBLIC ENGAGEMENT AND COMMUNITY PLANNING AWARDED TO RECOGNISE THE ACHIEVEMENTS OF PLANNERS, PLANNING AUTHORITIES AND DEVELOPMENT ENTITIES IN TRANSLATING GOOD PLANNING POLICY INTO IMPROVED PROCESSES AND PRACTICES IN THE WORKPLACE AND ON THE GROUND. COMMENDATION WESTERN SYDNEY ZOO Zoos are well loved institutions. However they can also generate animal welfare concerns. Community engagement was always going to be involved with Sydney Zoo s proposal to develop a new attraction to serve Western Sydney in the Bungarribee Precinct of the Western Sydney Parklands in the Blacktown LGA. Furthermore, with the proposed site of the zoo being located in an emerging part of Sydney, that is subject to significant development pressures, eliciting the positive involvement and participation of the area s new residents, who hail from a wide range of backgrounds, was always going to be a challenge. The judges noted the ability of the project team, via various forms of media, to identify and reach into the community. Animal welfare concerns as well as traffic and other issues were identified and transformed into a range of positive contributions from stakeholders and the community that have been incorporated into the State Significant Development Application. COMMENDATION PENRITH NIGHT TIME ECONOMY STRATEGY Views on the night time economies in Sydney s centres are generally polarised. People, either love the night time buzz and the vibrancy they create; or they fear its potential crime, violence and security consequences. What is generally agreed is that the character of a centre suffers from a weak or absent night time economy. The approach adopted by Penrith City Council and its consultants impressed the judges. Rather than adopting a limited, narrow focussed top down approach to encourage the establishment of an appropriate night time economy, the strategy started from the bottom up. No aspect or element of the CBD s land use precincts, public domain character, functionality and economy was spared review. As a result the breadth of the strategies was particular commendable, ranging from improvements to the public domain and lighting through to marketing, event management and collaboration with both landowners and tenants to improve businesses. 30 PLANNING EXCELLENCE 2016 AWARDS AWARDS 31

17 GREAT PLACE ASPECT STUDIOS, SYDNEY HARBOUR FORESHORE AUTHORITY, CHROFI AND GARTNER ROSE THE GOODS LINE CATEGORY SPONSOR This Award recognises a Great Place, Street or Neighbourhood. Great places have a true sense of place, cultural and historical interest, community involvement and a vision for tomorrow. A planner knows place to be somewhere or something thought to be special by people. In creating a linear park representing Sydney s linear history, this transformed former transport corridor has developed special characteristics. In allowing active participation or passive contemplation in an inspiring outdoor setting, this great place has quickly become the desire line between transport, activity and culture AWARDED TO RECOGNISE A PLACE, STREET OR NEIGHBOURHOOD IN 32 PLANNING EXCELLENCE 2016 AWARDS AWARDS 33

18 CUTTING EDGE RESEARCH AND TEACHING CITY FUTURES RESEARCH CENTRE, U RENEWING THE COMPACT CITY: ECONOMICALLY VIABLE AND SOCIALLY SUSTAINABLE APPROACHES TO URBAN REDEVELOPMENT IN A COMPLEX MULTI-STAKEHOLDER ENVIRONMENT Strong population growth in Australian cities, particularly Sydney, mean the city needs to densify. This poses design, behavioural and regulatory challenge. An important regulatory change is dealing with older strata schemes that often sit on land under pressure for more intensive uses. They are also often at a point in their life-cycle when substantial investment to upgrade and ageing amenity or demolition is on the cards. This is ground-breaking research on the economic feasibility and social impact of strata renewal that has been incorporated in to the Strata Schemes Development Act (2015.) COMMENDATION ROBERT FREESTONE AND EDGAR LIU PLACE AND PLACELESSNESS REVISITED The commendation is for an outstanding piece of work that revisits Ted Relph s 1976 book, Place and Placelessness. The work draws on Australian, British, Japanese and North and South American evidence to bring our understanding of place in urban design and urban planning into the 21st century. An important theme is that the mobility of contemporary life mean that place and placelessness are no longer the polar opposites they were once understood to be. 34 PLANNING EXCELLENCE 2016 AWARDS AWARDS 35

19 PRESIDENT S AWARD 2016 CENTRAL PARK In making this Award, the President Award, I have considered the projects and nominations made for The value of good planning to create a successful public place is clearly highlighted in Central Park which has become a vibrant, inner city, mixed use precinct. Planning is inherently focused on facilitation and balance where both the public and many differing private interests are accommodated. This should occur without compromising good design, creation of place, amenity and liveability this is known as the public interest. The challenge for planners, community, politicians and developers is to ensure the balance is right. Central Park gets the balance right. The Master Plan has delivered a permeable, well connected and highly activated place with the old and new architecture and public art contributing to an attractive sense of place for residents and visitors.
