8 Proposed Implementation Arrangements Executing Agency : Ministry of Megapolis and Western Region Development. Coordination Unit : Project Management Unit of SCDP Implementation Units will be set up in the cities for execution Active Engagement of Local Authorities and other Stakeholder agencies will be the Key Featue TA loan for Designs and then the Main Loan for Implementation TA Loan : To prepare plans (if required), the sub-project feasibility and design reports To commence procurement through advance contracting facility To be ready with at least around 30% of the Main Loan component for 8 execution of projects before the Loan approval.
