1 Highway 100 / The Grandview Green Feasibility Study Request for Funding Support January 26, 2016

2 Executive Summary The City of Edina requests support to investigate the feasibility of constructing a public facility in the air space above MnDOT Highway 100. The 2014 conceptual study indicates many benefits but additional study is necessary to determine the feasibility of this concept. The feasibility study is estimated to cost $200,000. The City is prepared to provide $50,000 for this study. Support is requested from the State Legislature to complete the feasibility study in

3 Description of Project Sometimes called a cap, lid, or cover, The Grandview Green is a 750 ft long special purpose bridge constructed above MnDOT Highway 100. The Grandview Green could reconnect the neighborhoods on the east and west sides of Highway 100 with a public green space. Functional parking/transportation space could be hidden below the green space. The bridging of the highway would better use the airspace above the MnDOT highway allowing for creation of new developable land adjacent to the interchange.

4 Concept Study Completed The 2014 Metropolitan Design Center (MDC) concept study identifies acres of MnDOT land (right-of-way for the highway and interchange) is under-utilized. Construction of The Grandview Green could create new developable land and stimulate investment on surrounding commercial properties.

11 Rationale for Further Study From , Edina residents prepared a Framework to guide new commercial and multi-family investment in the Grandview commercial area.
