4 Process and Objectives Council is committed to: 1. working with the community to establish a Town Centre Strategy and development guidelines for Warners Bay the community engagement process, 2. supporting a successful and vibrant Warners Bay that the whole community to visit and enjoy, 3. good urban design and development outcomes for the whole town centre,
5 Planning context National context 1. Australia s population is projected to be 29.2 million in 2030 and 35.9 million in By 2020, 90% of all Australian will live in urban areas
6 Planning context National challenges 1. Increasing urbanisation and urban growth 2. Ageing of the population 3. Changing household and family structures 4. Continued population growth and immigration 5. Housing supply and affordability 6. Australian cities have relatively low densities by international standards, and the combination of infrastructure costs and social change is likely to lead to an increase in urban densities
7 Planning context Urban Trends 1. Urban policy is reflecting an increased interest in urban containment, mixed use town centre development and transit oriented development. 2. Desire for people wanting to live in urban centres close to services and facilities, particularly young adults and retirees
8 Planning context Population projections Number of residents Cardiff PD Warners Bay part of 2006 population was 35,703, greater than the LS2020 projection of 35,000 by 2020 Higher population increase than predicted. More youthful profile than LGA as a whole Considerable medium density redevelopment has occurred. Need to think about where it is best to accommodate the growing population.
9 Planning context Employment Projections: 1. Employment in Warners Bay is estimated to increase by 995 jobs from 2006 to Projected demand for an additional 46,500 sq. m of employment floorspace by The Lake Macquarie Employment Lands Study (SGS 2010) modelling indicates that there will be demand for additional employment floorspace by 2031, with the majority of this demand being expressed in the Town Centre. Employment in Warners Bay is estimated to increase by 995 jobs from 2006 to 2026 according to modelling by the Bureau of Transport Statistics. Need to plan how best to accommodate this growth.

11 Planning context Lower Hunter Regional Strategy 1. Identifies Warners Bay as a Town Centre in its centres hierarchy 2. Targets for LM LGA - 60,000 more people, need 36,000 more dwellings (21,000 of these in existing urban areas) 3. Targets for LM LGA - 12,000 more jobs by 2031.
12 Planning context Lifestyle 2030 Adopted by Council 11 March Hierarchy of centres Warners Bay, Toronto, Belmont, Swansea, Cardiff all town centres. 2. Aim to reinforce the LGA s centres, focus growth and change around centres, reduce car dependence, minimise new urban development on the fringe. 3. Goal to increase densities to around dwellings/ha within and around regional and town centres
