Targeting jobs growth, economic activity and development in identified strategic and district centres focuses public and private infrastructure investment leading to better business, transport and employment outcomes. Providing more office space boosts knowledge-intensive industries which leads to economic growth through more international and local investment. postcode state importance_rate_jobs_growth open_comment_jobs_growth importance_rate_knowledge_intensive open_comment_knowledge_intensive 2159 NSW 3 Targeting jobs growth in identified strategic and district centres is important however investment in jobs will not The provision of office space alone will not boost knowledgeintensive industries. The provision of fast and reliable internet, good occur if the centres are poorly planned (badly constructed unit block are becoming a feature) and difficult/expensive education and training and business support are more important to access via public or private transport. 3 than simply office space.

Providing affordable space in the right locations for innovation hubs increases jobs in creative industries which strengthen our global participation and generate wealth. Supporting the growth of health and education super precincts fosters knowledge-intensive jobs and innovation which drives economic activity and improves health and education services. Further developing interna significantly contributes to th importance_rate_innovation_hubs open_comment_innovation_hubs importance_rate_health_education open_comment_health_education importance_rate_tourism 4 As well as spaces the creative industries need to be supported by better internet, cultural policies, and education/training opportunities in the creative industries. On a side note: it is becoming difficult to access formal fine arts education in Sydney. That the number of tertiary art schools is shrinking to none in some areas of practice in Sydney is worrying. Access to health and education should be Sydney wide and not focused in certain areas only. Of course there will be hospital precincts and university precincts - we have that now. Area where 3 there is no access should be the focus. 4

ational tourism and tourist assets boosts jobs and he economic growth of the Greater Sydney Region. Protecting land for employment and urban services such as distribution centres, council depots and household trades near where people live maintains easy access to essential services. Protecting land for employment and ur near where p open_comment_tourism importance_rate_urban_services open_comment_urban_services importance_rate_improving_access Of course tourism is important however I feel that opportunities for developing tourism outside the CBD and beaches is huge and largely under capitalised. Transport in Sydney is a huge barrier. As is the lack of support for the development of tourism potential in areas such the rural side Hornsby shire. This area is perfectly placed to be a tourism hub for eco tourism, equestrian events, fishing, boating, cycling, etc. However, the rezoning of rural lands will detract from the qualities of the area which contribute to it's high potential for tourism. Once land is rezoned and cut up into residential plots, shopping centres created and traffic exponentially increases then the tourism potential of this incredible area of small villages, farms, horse studs, bushland, rivers, restaurants, B&Bs, cycling routes, walking tracks and environmentally valuable ecosystems will be lost. 3 5

rban services such as distribution centres, council depots and household trades people live maintains easy access to essential services. Planning for freight and logistics activities improves the efficient distribution of goods to businesses and homes while managing traffic impacts. open_comment_improving_access importance_rate_freight_logistics open_comment_freight_logistics It's important but utterly impossible given current land pressures. If there is a continuation of the development of green field sites on the edge of greater Sydney for residential development then this aim is laughable. Middle/inner ring There should be new freight rail lines included in plans for Badgery's Creek urban infill must be the priority. 30 mins in traffic will not get you far. 4 airport.

Do you have further comments/suggestions/evidence we should consider when further developing initiatives for increasing the productivity of the districts? Delivering on housing supply targets goes towards meeting pent-up demand, home affordability and housing for key workers. long_comment_productivity importance_rate_housing_targets open_comment_housing_targets Better internet! Better public transport services & links. 3 Supply of new housing is high now and prices are unaffected. Supply only will not address the housing problems in Sydney. Policy is more important that blunt housing supply targets. Tax treatment of housing investments (negative gearing and CGT) MUST be addresses. Affordable housing policies need to be implemented and key worker housing should be part of this (near all strategic centres and major infrastructure). I read last week that airport workers are sleeping on the street so that they can keep shifts. Ideas such as Vancouver's empty house tax must be considered. Regional centres should be suppported as great places for businesses and residents to move.

Preparing local or district housing strategies addresses the diverse range of accommodation needed to support our growing community including housing types and price points. Managing neighbourhood growth through high quality urban design, respecting character and good transport creates healthy, safe, inclusive places and community spirit. Co-locating complementary land uses such as shop helps people interact, improves the viability of pub multi-purp importance_rate_housing_strategies open_comment_housing_strategies importance_urban_design open_comment_urban_design importance_rate_complementary_land_uses 5 This is incredibly important but rarely achieved. I work in a large organisation in the Sydney CBD. Recently we held a staff development day where over 100 staff who live in areas right across greater Sydney. The session on resilience saw some very I have little faith that the diverse range of housing will be built. The profit motive will always wins out. If there is money to be made from cheaply constructed unit blocks the this is what will be built. Policy needs to be strong enough to withstand the developer pressure to over ride good planning and desired outcomes. interesting discussion. The theme of urban development and the stress this is placing on staff in their daily lives outside of work was the main topic of discussion (much to the surprise of the facilitator). Staff from suburbs across Sydney were all experiencing community stress, distress at lack of input in to local plans, the perceived power of developers etc. This all manifesting itself over the last years. 5

ps, schools, child care, community and recreation blic transport, walking and cycling, and facilitates pose trips. Protecting and enhancing history, heritage, arts and culture retains local identity promotes diversity and a community s sense of belonging. open_comment_complementary_land_uses importance_rate_arts_culture open_comment_arts_culture Utmost importance however governments are not provding the funds to develop these facilities. For example, the South Dural planning proposal to rezone rural lands to house thousand of new residents on agricultural/environmental land did not include any new schools, community centres, libraries, sports centres, tranpsort etc. The proponents were able to argue that these facilities where not, by the letter of the law, necessary. Complementary land uses are not financially profitable and developers will do all they can to avoid provision for these uses. They make more money putting up a block of units. Government must regulate and enforce better rules re the provision of complementary facilities. The 30 min city will never happen without strong enforcement of better rules and without the Libraries, cultural centres, community centres, arts centres, heritage buildings, sports clubs create community. provision of more govt resources (schools, They the meeting place, the non-commercial place where belonging, engagement, learning and community libraries, sports fields, arts/cultural centres) 5 resilience is built.

Sharing public and private community facilities and open spaces such as sports grounds and meeting rooms is a sustainable use of existing and future resources. Catering for existing and future demand for a full range of local services including child care, schools, health centres and aged care housing supports community needs. importance_rate_community_facilities open_comment_community_facilities importance_rate_local_services open_comment_local_services 3 Very broad statement - a bit The best use of facilities would of course meaningless. Of source local mean sharing access. 3 services should be available.

Do you have further comments/suggestions/evidence we should consider when further developing initiatives for increasing the liveability of the districts? liveability_comments Creating a Green Grid by way of co healthier environment, improves importance_rate_green_grids 5

onnecting parks, bushland and other open spaces, and a Blue Grid of beaches, rivers and other waterways, promotes a s access to recreation, encourages socialising, supports walking and cycling connections and improves environmental resilience. Protecting biodiversity of flora and fauna supports environmental sustainability and visual landscapes which benefit amenity and tourism. open_comment_green_grids importance_rate_biodiversity open_comment_biodiversity Currently not happening. Green links and spaces, large and small are being undermined, diminished or developed. 3

Protecting and enhancing green cover and shade trees reduces temperatures at ground level, provides animal habitat and enhances visual landscapes. More efficiently using water, energy, fuels and materials and improving the management of waste and recycling helps Greater Sydney become more sustainable and mitigates rising costs. importance_shade open_comment_shade importance_rate_water_energy_efficiency open_comment_water_energy_efficiency 5 Once again, important but not happening. 5

Building resilience to environmental hazards such as flooding, urban heat islands and bushfires mitigates their financial, social and environmental impact on communities. Do you have further comments/suggestions/evidence we should consider when further developing initiatives for increasing the sustainability of the districts? Towards our Greater Sydney 2056 is a draft amendment to the current Greater Sydney Region Plan which will continue to be revised in Do you have any feedback on Towards our Greater Sydney 2056? How do you rate the plan? importance_rate_environmental_resilience open_comment_environmental_resilience sustainability_comments togs_comments rate_the_plan 3 Given the environmental threats climate change is presenting to greater Sydney a KEY GUIDING PLANNING PRINCIPLE ongoing should be to focus further residential development in the middle and inner Sydney areas due to the intense heat increasingly burdening the areas west of Hornsby/Parramatta areas. The temperatures in summer are often 10+ degrees hotter in the west. This is only going to get worse. The ever expanding western urban fringe is a threat to the health of future residents, will result in the loss of any opportunity for agricultural industries in the Sydney basin and is a threat biodiversity.
