2 01 the vision n e w ly n n n o w HOW DO I REMEMBER NEW LYNN NOW? New Lynn town centre is a Sub Regional centre within Waitakere City serving the city and a local population of approximately 2300 people and 6000 employees. New Lynn also plays a significant role in providing retail, services and employment to the city. Over the decades, the centre has been altered and adapted to meet societal and market demands, resulting in erosion of the urban quality of the local living environment. New Lynn currently is characterised by: >> A LONG HISTORY AS A TRANSIT NODE >> FUNCTIONAL YET UNSAFE BUS AND RAIL STATIONS >> A STRONG COMMUNITY AND RETAIL BASE >> A CAR-DOMINANT ENVIRONMENT >> PEDESTRIAN AND VEHICULAR CONFLICT >> DISJOINTED AREAS OF DIFFERENT LAND USES >> UNDERUTILISED PUBLIC OPEN SPACES >> AN HISTORICAL CHARACTER AND URBAN IDENTITY THAT HAS BEEN LOST OVER TIME AND THROUGH DEVELOPMENT >> UNDER DELIVERY OF ENTERTAINMENT AND RETAIL >> LOW POPULATION LEVEL >> AN OUTDATED INDUSTRIAL BASE new lynn s future HOW DO I WANT TO REMEMBER NEW LYNN IN THE FUTURE? New Lynn has the potential to be developed as a masterplanned centre, characterised by: >> A PEDESTRIAN-FOCUSED ENVIRONMENT >> EFFICIENT VEHICULAR AND PUBLIC TRANSPORT CONNECTIVITY >> A SUSTAINABLE AND SAFE TRANSIT ORIENTATED TOWN CENTRE >> A MIX IN LIVING, WORKING AND SHOPPING LAND USES WITHIN WALKING DISTANCE TO THE CENTRE >> A COHESIVE NETWORK OF PUBLIC OPEN SPACES >> A UNIQUE SENSE OF PLACE AND LOCALISED IDENTITY >> A POST INDUSTRIAL ECONOMY A masterplanned Urban Renewal process within this area has the long-term ability to provide: >> JOBS >> 6000 HOUSES AND APARTMENTS 6
3 02 the framework framework objectives This Framework is made up of six subject areas, or strategies, each embodying an overarching framework objective which together will deliver on the Council s Vision for the town centre: 01 ECONOMY To support sustainable economic growth by providing a focused development strategy that transforms the urban grain 02 DEVELOPMENT To manage growth effectively in order to support a mixed use Transit Oriented Development 03 CONNECTIVITY To improve vehicular and pedestrian connectivity whilst enhancing the urban experience 04 OPEN SPACE To increase the quality and quantity of public space within the town centre 05 CHARACTER To retain the existing character of the area as the basis for future development 06 IMPLEMENTATION To provide an effective means of delivery to ensure the Framework is implemented successfully NEW LYNN URBAN REGENERATION STRATEGY AND CONCEPT PLAN 7
4 03 urban design principles a s u s ta i n a b l e a p p r o a c h to developing a new new lynn WHAT SHOULD GUIDE US IN DEVELOPING A NEW CONCEPT PLAN FOR NEW LYNN? The following sustainable Urban Design Principles are used to guide the assessment of opportunities within the town centre and the strategies used to achieve the vision: [1] CONNECTIVITY The ability to move safely and freely through a centre within integrated street networks, as well as stitching the area into the wider environment [2] SUSTAINABILITY Creating a self-sufficient town centre that is resource efficient, environmentally responsive and that has the ability to adapt to changing needs of the city and local community over time [3] CONCENTRATION An appropriate density and intensity of use, set within appropriately scaled block structures, to ensure vitality within a town centre [4] VITALITY Provided through a people friendly mixed-use environment with sufficient concentration of residents and visitors to generate a mix of retail, entertainment and recreational uses [5] IDENTITY Creating a sense of place and a unique local identity that allows people to experience, and take ownership of their community 8
5 WHAT IS IN NEW LYNN NOW? 04 c o n t e x t EXISTING RESERVE MAIN ROADS HERITAGE BUS STATION LYNN MALL WORKING AREA The Creek is currently an underused, yet substantial natural reserve within the town centre. It is partly overlooked by residential dwellings but does not feature any public walkways and landscaped edges. Totara Avenue, Clark Street and Great North Road are Main Streets under the WCC District Plan. However, they each have unique characteristics and streetscapes that need to be defined and enhanced. The inner core of New Lynn s town centre features a mix of building characters and architectural styles, giving important cues to enhance the town centre s identity and sense of place. Although an important transport amenity for locals the existing bus station does not contribute positively to the urban character of the town centre and requires a redevelopment that fits into the surrounding urban fabric. Lynn Mall provides the core retail amenity within the town centre and contributes to much of the pedestrian foot traffic in the public realm. However, its form and mass are out of scale with the adjacent character area and counter to good urban outcomes The District Plan allows for a surrounding band of working/light industrial uses around the town centre, providing an important source of local employment. However, it is under increasing pressure to redevelop as surrounding properties change in land uses and increase in value TRAIN STATION LIVING 6 AREA The existing New Lynn train station INDUSTRIAL AREA is designated for redevelopment, including the undergrounding of the rail line. This will form an important transit hub with the bus station. MIXED USE AREA Recent changes in the District Plan have targeted this area for residential intensification that will support New Lynn being developed as a transit orientated development. The existing community land use area within New Lynn town centre is characterised by a mix in land uses, building masses and neighbourhood character.
