CALL TO ORDER The meeting was called to order at 6:00 pm. Jan Dalcorso added two items to the agenda including landscape code update presentation by Growth Management Department and Library Gateway to the Arts event information by Lisa Holland. 2. APPROVAL OF MINUTES A. Approval of minutes: June 29, * Joe Hatton motioned to approve the Minutes as presented. ** Saadia Tsaftarides seconded and the motion carried DISCLOSURE OF CONFLICTS OF INTEREST No conflicts of Interest were disclosed at the meeting. 4. UPDATES A. CRA Property Sale: 3007 SE Golden Gate Ave./3254 SE Ellendale St. Kev Freeman provided the update. The BOCC approved the sale of property to the Habitat of Humanity. The staff will take the item to the CRA to take final action on September 22, of 30
3 Golden Gate Neighborhood Advisory Committee September 21, NEW BUSINESS A. Presentation from Habitat for Humanity Margot Graff gave the presentation. Ms. Graff explained that through volunteers, contractors and donations, the Habitat builds and rehabilitates homes with the help of homeowner (partner) families. The homes are sold to families at no profit and financed with no interest loans. The monthly mortgage payments are used to build more Habitat homes. Habitat is not a giveaway program. The homeowners invest volunteer hours of their own labor into building their Habitat house and house for others. Other volunteer opportunities are also considered if they can t build homes. The neighborhood expressed their concerns about Habitat homeowners not maintaining their property. Ms. Graff explained that Habitat is working with those homeowners to address the issues. Ms. Graff provided information on Brush with Kindness program that will be implemented in Golden Gate CRA on March 5, 2016 for owner-occupied homes (homestead homes). The program will provide exterior makeovers for homes in Golden Gate. The Habitat requested the community to complete the Monkey Survey to gather data on services needed in the neighborhood. B. Presentation from House of Hope of Martin County Inc. Rob Raineri gave the presenation. Mr. Raineri provided information on services provided by House of Hope. Mr. Raineri also provided information on services including neighborhood library, resource center, teen center, entertainment venue that will be provided in the Golden Gate Historic Building. The building will require complete interior renovations. The estimated renovation cost is approximately $200,000 with $120,000 contribution from a donor and $80,000 TIF allocation. C. Gateway to the Arts Lisa Holland informed the community about the upcoming Gateway to the Arts events on Oct. 2 nd in Stuart. Ms. Holland encouraged the neighborhood to attend. D. Landscape code update - Presentation by Irene Szedlmayer, Growth Management Department Irene Szedlmayer gave the presentation. Ms. Szedlmayer explained that the purpose of the update is to simplify the cod, eliminate inconsistencies and streamline process for development in the CRAs. Ms. Szedlmayer provided information on proposed changes. The members asked to look at fence requirements on vacant parcels. *Kelly Hirsh motioned to move forward with the landscape code amendments. **Joseph Hatton seconded and the motion carried COMMENTS A. Ms. Tsaftarides explained that A1A currently has 5 lanes and MPO has plans to add medians on A1A to make the road safer. C. Staff Kev Freeman provided information on the upcoming BOCC meeting on September 22 nd to review the CRA, CRA Plans and recommend proposed boundary modification and project priorities for each area and respective plan. * Joseph Hatton made a motion to adjourn. ** Kelly Hirsh seconded and the motion passed 5-0.
