3 PLAN BACKGROUND A Comprehensive Plan Identifies where and how a community wants to grow; Serves as a policy document to guide changes to municipal regulatory tools; Is used to inform future development decisions; Reflects stakeholder s vision for the future of the community. 26 April

5 CHARRETTE RECAP WHAT WE HEARD Land Use and Development Want to keep Land Use Intensity System (LUIS) with refinements Interest in districts/nodal development Consider updates to fenceline area Mobility Continued concern about congestion Interest in more walkable areas throughout city Access improvements needed in growing areas Good baseline with INCOG GO Plan for bicycle/pedestrian recommendations Interest in improving appearance of key street corridors Utilities Concern about inadequate infrastructure in Wagoner County Concern about continued maintenance of floodplain areas 26 April

9 TREND SCENARIO Trend Scenario Seeks to replicate the recent patterns of urban development in Broken Arrow. In this scenario, most development occurs as low density, suburban style development near the fringes of the existing urbanized areas. 9

10 INFILL SCENARIO MODEL Infill Scenario Orients all new development within the existing incorporated area of Broken Arrow. While growth is distributed around multiple areas of the city, it orients more development than either Trend or Districts within the Rose District. 10

11 DISTRICT SCENARIO MODEL District Scenario Orients new urban development around 9 districts that were identified during the June 2018 charrette event in Broken Arrow. 15 GUIDING PRINCIPLES & GOALS LAND USE & DEVELOPMENT MOBILITY Manage growth in a sustainable manner to preserve and enhance community character. GOAL: Promote redevelopment and reinvestment in aging areas of Broken Arrow. GOAL: Ensure that new development is high-quality and longlasting. GOAL: Direct new development to occur in an efficient and contiguous land pattern. Create a connected, balanced multi-modal transportation system that is safe and efficient. GOAL: Integrate innovative transportation techniques to ease congestion and provide more transportation options. GOAL: Incorporate design features to enhance the visual appearance, multi-modal options, and safety along key corridors. GOAL: Coordinate pedestrian, bicycle, and automobile infrastructure to facilitate efficient and safe movements and connections between modes. 26 April

16 GUIDING PRINCIPLES & GOALS COMMUNITY INFRASTRUCTURE Provide efficient and quality infrastructure services that keep up with growth and demand. GOAL: Incorporate sustainable practices in the maintenance and development of community infrastructure. GOAL: Enhance community resources to be resilient to disasters and floods. GOAL: Proactively plan infrastructure for areas prioritized for economic development. PARKS, RECREATION, AND OPEN SPACE Develop a connected system of quality parks, recreation facilities, trails, and open space. GOAL: Preserve natural open space areas for viewing nature and passive recreation activities. GOAL: Diversify the recreation opportunities offered in Broken Arrow to appeal to more residents. GOAL: Improve pedestrian and bicycle access between neighborhoods, parks, and trails. 26 April

17 GUIDING PRINCIPLES & GOALS HOUSING AND NEIGHBORHOODS ECONOMIC DEVELOPMENT Provide a range of quality housing choices that appeal to a variety of ages, incomes, and lifestyles. GOAL: Plan for an attractive mix of quality housing choices that allow for opportunities to live in the community throughout all stages of life. GOAL: Develop strategies for neighborhoods to provide quality housing options of various types. GOAL: Reinvest in aging housing and neighborhoods to ensure neighborhood stability and longevity. Generate positive economic development that provides services, entertainment, and employment options to residents. GOAL: Position Broken Arrow as a location of preference for high-wage employers. GOAL: Attract quality retail development that serves existing residents and generates sales tax revenue. GOAL: Pursue development opportunities that collaboratively 26 April 2016 promote higher-institution research and development, innovation, and job incubation. 17

GOAL: Promote development of diverse and mixed housing, retail, and entertainment options in the special districts. QUALITY OF LIFE Provide all residents with access to excellent cultural, educational, entertainment, and health options. GOAL: Encourage development throughout the city to incorporate features that create a strong sense of place. GOAL: Celebrate the history and unique culture of Broken Arrow. PROPOSED SCENARIO MODEL: Mix of all three scenarios that focuses growth in fewer key districts, some infill, and new residential growth that follows recent development trends. 26
