Ray, Public Works Director/City Engineer Kathy Petker, Parks & Recreation Program Director Mamerto Estepa Jr., Associate Engineer Approval of Project Design for the Golden West Improvement Project and Direction to Proceed with Project Construction Bidding RECOMMENDATION Approve final project design for the Golden West Park Improvement Project and authorize staff to proceed with project construction bidding. BACKGROUND The Parks, Recreation, and Beautification Commission (PRBC) has previously identified Golden West Park as a top priority for park improvements. At the September 6, 2016 Council meeting, staff presented information about the initial scope of the project which focused on repairing the concrete walkways at the park. Council provided direction to staff to consider additional improvements to the park and requested staff to conduct a public workshop to solicit community input on park improvements. The workshop was held on November 14, 2016 with over 50 participants in attendance. The preferred improvements identified at the workshop included walkway repairs, additional seating, drought-tolerant landscaping, upgraded fencing and replacement of the existing horseshoe pit with a bocce ball court or landscaping. Based on the preferences identified at the public workshop, staff developed an expanded improvement project design and solicited comments from the PRBC at their January 19, 2017 meeting (Attachment 1 includes the Commission meeting minutes). This design was also shared with the Council for their direction at the joint Council/PRBC meeting on February 16, Council direction included narrowing the existing walkways, providing picnic tables, adding seating, expanding the scope of improvements to include the walkways from Anita Avenue and Janet Avenue and replacement of the tree in the central plaza area. Council also requested staff to show the project costs by category and develop phasing alternatives to allow for a smaller project to be completed initially. Following the joint meeting, staff has incorporated this direction into final design options for the Council s approval. The minimum recommended project scope includes the following elements: Walkway improvements $41,000 Landscaping/seating in center area $30,000 ADA curb ramp upgrades $ 1,800 The cost of this minimum recommended project scope is $72,800 and Attachment 2 includes a map of this recommended minimum scope. Council could expand the project landscaping to include walkway landscaping to Janet and Anita Avenues (shown in Attachment 3) for an additional $17,000 for a total cost of $89,800. In addition, further improvements could include: Agenda Item No. 11

2 Staff Report: Project Design and Bidding Page 2 for Golden West Park Project April 3, 2017 Fencing $16,500 Pet-accessible drinking fountain $ 5,000 Picnic tables $ 5,000 Ornamental park signage $ 5,000 The total project cost including all the options above in addition to the minimum recommended project scope would be $121,300. Attachment 4 shows this complete project scope. Staff recommends including an additional 15% for soft costs (contingencies) associated with each of the options identified above. Staff is seeking Council s approval of a final project design including the desired scope of park improvements along with authorization to proceed with bidding the construction project. The Council may choose specific improvements from the list above in identifying the final project design. Pending Council s action, staff would begin the construction bidding in April with a contract award in June and construction occurring this summer. FISCAL IMPACT Staff has identified design and scope options for Council s consideration. If Council selects the minimum recommended project scope, the fiscal impact for the project, including soft costs is estimated to be $83,720. Direction to expand the scope with other improvements would increase this cost. Project funding would come from Quimby Act fees for replacement of existing park amenities such as walkway improvements and Parks Facilities impact fees for adding additional amenities to the park. ALTERNATIVES The City Council has the following alternatives to consider: 1. Provide direction on final project design for the Golden West Park Improvement Project and authorize staff to proceed with project construction bidding; or 2. Provide alternative direction to staff. PUBLIC NOTIFICATION The agenda was posted in accordance with the Brown Act. A copy of this staff report and the meeting agenda were provided to representatives who live in the Bonita Homes Development adjacent to Golden West Park. ATTACHMENTS 1. 3 Attachment 1 -EXCERPT ONLY OF MEETING MINUTES - REGULAR MEETING PARKS, RECREATION AND BEAUTIFICATION COMMISSION THURSDAY, JANUARY 19, 2017, 6:30 P.M. Chair Ojerholm called the Regular Parks, Recreation and Beautification Commission meeting to order at 6:30 p.m. on Thursday, January 19, 2017, at Ramona Garden Park Center, 993 Ramona Avenue, Grover Beach, CA. REGULAR BUSINESS 2. Golden West Park Improvements. Director Petker and Associate Engineer Mo Estepa presented the Commission with a status report regarding Golden West Park Improvements. Director Petker provided the Commission with a brief background of Golden West Park and Engineer Estepa discussed plans to improve the park. Highlights incorporated feedback received from the public meeting held at the park on November 14, Comments included replacing and/or repair concrete paths, new benches, drought-tolerant landscaping, fencing, an upgraded ADA-accessible and pet water fountains. Two options were presented for the replacement of concrete - full removal of the existing walkways with a broom finished, or target removal of concrete panels. The two options Engineer Estepa spoke about regarding the replacement of the existing horseshoe pit included a bocce ball court, or drought tolerant landscaping. Chair Ojerholm opened discussion up to the Commission and the public. Grover Beach resident, Pam Obercamp, stated the broom finished bocce ball would be great as well as fencing. Grover Beach resident, Cindy Brandt, stated she supported the improvements. # # #
