Lindsay s legacy built on Weston s legacy Canberra: a great place to live, but hard on (most) trees Half as wet, twice as cold as Sydney In a drought year, like the edge of a desert Not a place for big trees So, a pragmatic approach to choosing trees: emphasis on known exotics Weston overplanted for quick effect; Pryor thinned, for longer-term benefit 2. Active management (thinning, replacing ) Reactions then as now: Large sums of money are spent in planting trees and large sums in rooting the majority of them out (Minister for the Interior 1940) wanton destruction unless the citizens of Canberra rise in their wrath, Canberra will soon look as it did (Letter, CT, 1946) 3

Enthusiastic (measured) experimentation; adaptive management Experimental work for: Firstly, a increased use of native vegetation; and secondly, the improvement of all plant material, native & exotic, for city use by breeding & selection (Pryor 1952) ANBG (1935) 1949; Westbourne Woods Lindsay Pryor Arboretum The consequent landscape character it is its landscape that gives the city its unity and its appearance of completeness (Clough 1983) the protection of the hills the formal plantings of exotic & native trees, in both formal spaces and streets the afforestation of suburban blocks Canberra is often referred to as a garden city. In fact, nothing could be further from the truth. It is a treed city. (Bryant 1990) Streets are a major factor in determining the identity of the city (King et al 1979) Photo: ACT Government 4

7 Part 2: The present ( living Lindsay s legacy ) A diabolical problem because: green infrastructure clearly delivers many benefits but the benefits are largely unpriced/ public and maintenance costs money more as trees age trees are mortal, and have safe lives but very few residents want their trees cut down the tree replacement strategies that are most acceptable are also the most costly, and will have the greatest long term impact on the treescape a rather Augustinian/ climate change policy dilemma Part 2: The present ( sustaining Lindsay s legacy ) The challenges of renewing single-age avenue plantings local community acceptance cost impacts on landscape character 7

Maintain & enhance landscape character, whilst acknowledging change is necessary: - species choice (experience, climate change, urban form ) - impacts of changing urban form & function on requirements of/ constraints to trees 8
9 Part 3: The future ( sustaining & renewing Lindsay s legacy ) The challenges of densification: public trees are more important Part 3: The future ( sustaining & renewing Lindsay s legacy ) Some possible goals & principles: 2. Build (& build on) community understanding & support: range of precursors/ exemplars to draw inspiration from - in the Australian context, Landcare etc - internationally, urban tree initiatives such as TreeKeepers 3. 10 Part 3: The future ( sustaining & renewing Lindsay s legacy ) Some possible goals & principles: 4. Build a greater level of certainty through formal planning eg public landscape masterplans for each precinct/ street - specify expected safe life of public trees, & renewal plans 5. Negotiate management & renewal principles/ plans, informed by risk & cost assessments - some Canberra-wide eg remove trees exceeding risk thresholds - others town / district/ precinct-specific eg maintain existing trees until > X% unsafe/ removed, then replant in Y stages 6. Implement plans in partnership with community Part 3: The future ( sustaining & renewing Lindsay s legacy ) Some possible goals & principles: 7. Generate & commit adequate funding over trees life cycle - ie, substantially (x 7 10!) more than now, ongoing Some (not mutually exclusive) options: - Green infrastructure levy on rates - Green infrastructure s share Picture: ABC of carbon/ energy/ water income - Greenfleet -like levy on vehicle registrations - Australian Government Centenary of Canberra endowment, to maintain & enhance the National Capital s character - etc? 10
11 In conclusion Lindsay s legacy is fundamental to Canberra; but it has only a safe life, & the clock s ticking. Our generation has to make choices that will also leave profound legacies. Policy choices may be diabolical, but the consequences of inaction are worse We should be able to articulate goals, & agree principles to guide decisions & actions. There are diverse comparators & examplars from which to draw inspiration & implementation. Whatever we do, & however we do it, we ll need to find (quite a bit) more money. Mihi curia futuri remains an appropriate motto. 11
