2 WELCOME The intent of today s Open House is to: Inform you of the purpose and scope of the study for PTH 100 and a proposed future St. Norbert Bypass; Review highway crossing locations, future access closures and discuss any other potential study impacts; Develop an understanding of future development plans that should be considered in the study; and Offer an opportunity to provide input to and ask questions of the design team. 2

3 STUDY BACKGROUND WSP was engaged by the Manitoba government to provide a functional design study for the reconstruction of the South Perimeter Highway (PTH 100), including a proposed future St. Norbert Bypass. A functional design study is an early phase of the design process in which the road right-of-way and roadway layout are established based on projected travel patterns and demand. The PTH 100 redesign would create a modern freeway facility. Highway access would be provided at grade separated interchanges with service roads at certain locations to accommodate access to fronting developments. The study will also include plans for a western bypass of the St. Norbert neighbourhood, from PTH 75 south of PR 247 and running north to PTH 100 at Kenaston Blvd. 3

6 TIMELINE The functional design study will take approximately two years to complete. A functional design study is an early phase of the design process in which the road right-of-way and roadway layout are established based on projected travel patterns and demand. Functional Designs are informed by both technical studies and public input and feedback throughout the process. 6

7 PUBLIC ENGAGEMENT PROCESS The public engagement process for the study will involve impacted landowners, stakeholders, local governments, and the public. The objectives of the public engagement process are to convey clear information on the project and its scope and timing, while also gathering input and feedback regarding the proposed changes in the study area. Public engagement will include: Group stakeholder meetings Public Open Houses Pop-up booths A project webpage and online surveys Project newsletters The public engagement process will be divided into three phases: Phase 1 - Today: Project introduction, scope and timing, and gathering initial feedback. Phase 2 Fall/Winter 2018: Present and obtain feedback on access closures, and roadway and interchange alternatives for PTH 100 and the St. Nobert Bypass. Phase 3 Spring/Summer 2019: Present and obtain feedback on the proposed functional design. 7

9 FUTURE ACCESS CONTROL PTH 100 Freeway Conditions: Access is limited to interchanges at major cross-roads, with no at-grade intersections, railway crossings, or property access connections. St. Norbert Bypass - Expressway Conditions: Access will be limited to well spaced major connections that may be a combination of interchanges and at-grade intersections. No direct property access connections will be allowed. At-grade intersections, if allowed, will be planned for upgrading to interchanges in the future. Other Roads: Access control for all other roads shall be based on the standards of the traffic authority for the road. (Manitoba Infrastructure for Provincial highways; City of Winnipeg and Rural Municipalities for roads in their respective jurisdictions.) 9

14 STUDY PARAMETERS EXISTING CONDITIONS Property boundaries and landownership were collected and reviewed for the study area Land uses and development plans existing and proposed for the five municipalities Existing connections to PTH 100 location and type Roadway conditions inventory of existing roads in the study area, including an assessment of pavement condition Transportation plans - City of Winnipeg, municipalities and Capital Region Pedestrian and cycling facilities - currently in place and in existing planning documents Current and potential pedestrian and cycling activity available current activity data and planned facilities that may influence activity in the future Transit service transit operates on PTH 100 between Portage Avenue and Roblin Boulevard, and crosses PTH 100 along Pembina Highway Utilities underground and above ground utility crossings, and any running along the highway 14

15 STUDY PARAMETERS EXISTING CONDITIONS Land drainage existing facilities, areas of concern, and flood protection information Rail crossings type of crossings and train activity levels for CN, CP and CEMR Environmental considerations - related legislation, ecological classification, climate conditions, soils and terrain, terrestrial environment, vegetation, wildlife, species of conservation concern, heritage resources, aquatic systems, parks and protected areas, and designated flood areas Traffic data existing and projected data forecasts will be prepared for 10, 20 and 30 years into the future Collision history develop collision rates by intersection and roadway segments Bridge Structures review general arrangement drawings for existing structures Proposed design criteria - roadways, structures, active transportation, and drainage criteria will be prepared Available relevant reports for the study area a number of past studies undertaken at various locations along the study area Accessibility of emergency vehicles School bus patterns in the study area 15

16 NEXT STEPS Collect and analyze public input from the Phase 1 Public Open House Events Online Survey mid-to-late August 2018 Phase 1 Public Engagement Report Fall 2018 Phase 2 of Public Engagement to begin in Fall /Winter 2018 Will include a presentation of proposed access closures, roadway, and interchange alternatives for PTH 100 and a proposed future St. Norbert Bypass Phase 3 of Public Engagement to begin in the Spring/Summer 2019 Will include a presentation of the proposed design for PTH 100 and a proposed future St. Norbert Bypass 16
