VAT PERFORMANCES & CERTIFICATION RT 2012 City of Paris Climate Plan Housing: Label Effinergie + Profil A CONTRACT Full contract (design to construction) CALENDRIER Construction in progress Delivery 2018 The new Clichy-Batignolles neighborhood occupies a singular place in the urban-landscape of Paris; it belongs to the open horizon of the green belt and serves as a connection with the neighborhoods of the 17th arrondissement. In this unique condition, the lot O8 is emblematic of the juncture between major axes which define the territory: the new rue Mstislav Rostropovitch, the boulevard Berthier, the rail-lines, the park. It is theoretically a difficult site, wedged between infrastructures. Yet despite these constraints, it benefits from an extraordinary potential for centrality, federating new uses and social connections. The project incorporates a 7-theater cinema, a blackbox theatre, a municipal community center, several housing programs (social, intermediate and market rate) and retail spaces. The parcel enjoys an exceptional long-distance visibility improved by the low density of the ceinture vert (green belt) and a promontory position generated by the railyard topography. The potential for multiple potential corner angles, combined with the opportunity for both near and far perceptions of the project, led to a proposal which regroups the built density at the three bows of the site, rising to the maximum authorized height of 50m. The cinema, community center, and retail spaces are the elements which reinforce the site s new centrality. The cinema is, from the north, accessible and visible from the transportation hub of the Porte de Clichy. It also benefits from a neighborhood local access to the rue Mstislav Rostropovitch. To the south, the community center addresses both the rue Mstislav Rostropovitch and the Martin Luther King Parc. The retail spaces are arranged along the streets which line the site, and benefit from the multiple access points adjacent to both cinema and community center. This approach thus provides active façades to each street front, and a strong urban character to the pedestrian. The use of precast and supporting concrete elements inscribes the project in continuity with the highly mineral façades of Parisian tradition. It lends each building a singular expression of height, reinforced by the geometric variations of structural elements which define the façade, from the ground plane to the sky. The project develops highly varied housing typologies according to their heights and orientations: studios with loggia, duplex apartments with interior patio, triplex with rooftop terraces All the apartments enjoy an extension of the living space toward the exterior - 13m² per apartment on average, in the form of loggias or balconies - in addition to shared terraces on the 10th floor and the Jardin du Cinéma. 4 5

Through projects, research and writing they have steadily produced a singular œuvre, at once theoretical and built. Their aim is to capture the complexity and the paradoxical character of the contemporary earthly situation, in order to contribute to making it habitable and desirable. Since its creation, TVK has acquired a strong reputation, ranking among the most recognised French agencies, and as having a singular approach among international agencies. Effectively, TVK owes its specificity to the combination of two approaches. On the one hand, TVK produces an essential architecture, in which space, geometry and building are the key elements. The projects are both direct and rooted in the theory and history of architecture. On the other hand, TVK conducts strategic research on the major themes conditioning the design of the planet. This research is open, collective and allows the inclusion of the complexity and instability of the most urgent issues. TVK represents the synthesis of this double approach, both essentialist and open, thereby engaging in works at all levels, from furniture to land, from the edifice to the planet. TOLILA+GILLILAND Based in Paris, the atelier Tolila+Gilliland develops urbanism and architectural projects, both public and private, in France and abroad. The architectural practice of Tolila+Gilliland is characterized by a large variety of programs: housing (from the home to the eco-neighborhood), public buildings (retail, museums, libraries), offices, urbanism and design. These projects have given the firm experience in the management of complex projects, multidisciplinary teamwork and environmentally responsible design. This diversity of projects also allows for the conception of projects which are always adapted to the precise context of each site, highlighting each particular history and geography.
