1 15.0 Spatial Environmental Planning 15.1 Spatial Environmental Planning The Spatial Environmental Planning Programme that was conceived in 1995 aims at ensuring protection of environmental resources while meeting developmental targets. During the year, seventeen SPCBs/Executing Agencies signed the agreement for executing Spatial Environmental Planning Activities. Details of activities are presented ahead. State Environmental Atlas State Level Individual Siting Guidelines The district level siting guidelines bring out information on environmentally sensitive zones/ areas to be avoided for location of industries District Environmental Atlas: The District Environmental Atlas is a compilation of environment related information in the form of maps, texts and statistical data. The scale of the atlas is 1:2, 50,000. District Environmental Atlases for thirty one (31) more Districts were completed and for twenty five (25) districts, under advanced stage of completion. District Wise Zoning Atlas for Siting of Industries: The district-level Zoning Atlas for Siting of Industries interrelates the sensitivity of environment with the pollution potential of industries so as to identify sites with minimal environmental impacts/risks. The existing criteria for the preparation of district wise Zoning Atlas for Siting of Industries has been revised. The Zoning Atlas report will be used only for official purposes to develop district-specific industrial siting guidelines. Zoning Atlas Reports for 11 Districts have been completed. District Specific Industrial Siting Guidelines: The district level siting guidelines, clearly bring out information on environmentally sensitive zones/areas to be avoided for location of industries or carrying out process or operations at industries or their restricted in the district, potential zones for siting of air and water polluting industries and industries or carrying of process or operations that may be 161 Parivesh Central Pollution Control Board

2 considered for siting anywhere in the district, other than Environmentally sensitive zones/areas to be avoided for priority districts. The District Level siting Guidelines for eleven more Districts were completed Eco-city Programme The urban areas of the country are facing problems of deterioration of environmental and socio-economic conditions. The major concerns are unplanned and haphazard development, poor sanitary and living conditions, urbanization and associated problems including slums, poor/ inadequate infrastructure and pollution problems. The Government (municipality, local bodies etc.) is not generally having adequate funds to deal with the needed infrastructure facilities, significantly since they do not have mechanisms for recovery of investments and to make the services or infrastructure provided sustainable. Considering the severely lacking or inadequate infrastructure facilities, deteriorating environmental quality and living conditions on one hand and the lack of finances, awareness, adequate technical competence and organizational set up on the other, there is a need for looking into custom made non-conventional solutions for application. The Eco-city programme was conceptualized for improving environment and achieving sustainable development through comprehensive urban improvement system employing practical, innovative and non-conventional solutions. The overall objective of the Eco-city project under X Plan is to improve environment and bring in visible results through implementation of identified environmental improvement projects in the selected towns/ cities. The specific objectives are to: Identify the environmental problems/hotspots in the identified towns and priority environmental improvement projects through participatory approach; Designing & detailing the prioritized environmental improvement projects; and creation of landmarks that shows visible environmental improvement. 3 Municipality may coordinate execution of work through the concerned sectoral agencies such as PWD, R&B etc. The Tripartie MoU is executed between the municipalities, the concerned State Pollution Control Board and CPCB for execution/implementation of the Ecocity project. The MoU defines the roles and responsibilities. Subsequently, Agreements are executed for each specific project/activities/sub activities between the Municipalities, SPCB and CPCB. The Agreement defines the works, cost, time frame and conditions etc. The steps involved in execution of the Ecocity project are given below. Table Execution Mechanism Step Description Step 1 Identification of projects by the Municipalities through participatory planning process involving local people, experts, government agencies etc. and submission of Preliminary Proposals along with the details of project area, environmental improvement needs, site layout, items of work, quantity of work, estimated costs, execution mechanism, anticipated environmental improvement results etc. to CPCB Step 2 Finalisation of project(s) by the Ecocity Advisory Committee and intimation of the selected project(s) to the municipality Step 3 Municipalities to submit Detailed Project Reports (DPRs) along with plans, designs, specifications, cost estimates, implementation mechanism, O&M aspects upon completion etc. Step 4 Review of DPRs by CPCB/GTZ experts (GTZ experts will provide designs if the designs provided are not upto the mark) Step 5 Issue of sanctions Step 6 Implementation of projects by Municipalities Step 7 Review of progress of work by SPCB and CPCB Kottayam Municipality, Kerala, is implementing Ecocity programme to renovate Kacheri Kadavu Boat Jetty Canal and rejuvenate the Munda River 15.3 Towns Covered under the Ecocity Programme Ist Phase: Vrindavan, Ujjain, Puri, Tirupati, Kottayam, Thanjavour Chanderi, Sawai Madhopur, and Darjeeling has been included during year 2007 as new towns under the Eco-city Programme. The activities undertaken at Kottayam are in advance stage of completion. Activities in other towns are in various stage of completion/underprogress Ecocity Programme Kottayam The Kottayam Municipality (Kerala) is implementing Ecocity programme to Renovate Kacheri Kadavu Boat Jetty Canal and Rejuvenate Munda River which were severely degraded because of siltation, weed growth and disposal of domestic waste. The municipality has carried-out the following activities: weeds and vegetations were removed during May 2006 in the Jetty canal and river, but these started growing again. Dredging activity undertaken in the canal (upto 1100 mts) and river (upto 600 mts). Sitting steps / retaining wall were constructed Parking area renovated. Works such as widening of culvert and protection of embankment could not be completed due to price escalation. 163 Parivesh Central Pollution Control Board

4 164 Parivesh Central Pollution Control Board The growth of weeds and vegetations even after removal from the canal/river was attributed to the discharge of domestic wastewater containing rich nutrients and it is felt that adequate pollution control measures including establishment of STPs are to be incorporated as a part of Eco-city programme to renovate and rejuvenate natural resources.
