4 INTRODUCTION Located at the heart of the Liberties area of Dublin 8, St. James s Gate has been the centre of Guinness brewing activities for over 250 years. Following significant investment and advances in technology, Diageo can now brew more beer with less space at St. James s Gate. That consolidation has created the opportunity for us to share the structures and spaces of our heritage and to open up the site for the next chapter in its history. Diageo is seeking a world-class partner who will work with us to regenerate St. James s Gate to open streets and create spaces amongst the buildings we no longer need for brewing. Our aim is to transform and repurpose the historic fabric of these buildings in a venture that embraces new and old, residential and commercial, to create one of the most dynamic urban quarters in Ireland and Europe. It s the unique relationship between Guinness and Dublin, and between past, present and future, that makes St. James s Gate Quarter an historic opportunity. We re remaining with our friends and neighbours and will continue to brew our legendary beers and create new ones for the future, right here in the Liberties. 5 VISION The home of Guinness is about to be a home to much more. We are looking for a partner to join us in creating a new chapter in our long history at the heart of the community at St. James s Gate. We want to open the gates to those who dare to dream big. Our vision is for St. James s Gate Quarter to define the future of urban development, creating a new world-class dynamic city quarter. Transforming our centuries-old vat houses, brew houses and cooperages into incredible spaces that will house and inspire a new generation of entrepreneurs, residents, visitors, dreamers and doers. Working with the right partner, we will make St. James s Gate Quarter a seamless union of residential living, entrepreneurship, commerce, creativity, sustainability and community. 6 THE STORY OF ST. JAMES S GATE At the heart of Dublin s story... On 31st December 1759, Arthur Guinness signed a 9,000-year lease on St. James s Gate. Little over a hundred years later, the St. James s Gate site had expanded to become the largest brewery in the world. The site has an unrivalled brewing history, even before Arthur Guinness. James s Street and Thomas Street were at the heart of brewing and distilling in Dublin in the 1600 s and 1700 s. By the 1680 s, there were 20 breweries along this stretch alone. Beer and the Guinness family have helped shape the Dublin we know today. From the smell of roasting barley along the quays to the industrious heritage of the Liberties, St. James s Gate is at the heart of Dublin s story. Over the years, through each expansion, the site has extended its global reach, becoming part of Dublin s mercantile history and adding to the city s story. The last few years at St. James s Gate have been a time of investment and consolidation. Just three years ago, we opened one of the largest, most efficient and sustainable brewhouses on the planet, at a cost of almost 170 million. This leap forward has enabled us to brew more beer with less space. That consolidation has created opportunity, not just for the people who work in Diageo but also for the wider community. It has created over 12 acres of excess room on the site, for which we want to find a new purpose. 11

7 THE FUTURE OF ST. JAMES S GATE Our ambition is for St. James s Gate to define the future of urban development, creating a new dynamic city quarter in Dublin 8. Our aim is that the quarter will become an enduring place for people to live, work, create and grow, that marries the deep-rooted history of St. James s Gate with the future of urban life. We want St. James s Gate Quarter to support the regeneration of the Liberties and meet the broader vision for Dublin City, set out in the Dublin City Development Plan To do this, we will work together with a development partner and with Dublin City Council. Reintegrating into the fabric of the city... The Liberties Local Area Plan (LAP) sets out an inspirational vision that will guide the sustainable regeneration of the Liberties. It calls for the creation of sustainable urban planning, around public transport nodes. It specifically mentions Diageo lands and the opportunity to reintegrate the former industrial land into the fabric of the city. 8 Home to many and open to the world... THE SITE The St. James s Gate Quarter development opportunity extends to 12.6 acres, bounded to the north by James s Street, to the west by Canal Place, to the south by Bond Street and to the east by Crane Street and Bellevue. It is surrounded by a mix of residential and commercial space, alongside sites with development potential. The historic use of the site is evident everywhere, from Arthur Guinness s original house to 20th century brewing facilities. The buildings vary in age, quality and condition but are rich in heritage, history and architectural merit. Internally, sweeping staircases and steelwork speak of industrial grandeur and intrinsic historical redevelopment value. These vat houses, brew houses, cooperages, hop and grain stores that were once the pulse of the Guinness brewing operations, are now a blank canvas to be reimagined. Tunnels, cobbled streets and train tracks add further opportunity to create a unique development proposal. Diageo s operations at the site have now largely moved to land to the north of James s Street, making up one of the biggest and most sustainable breweries on the planet. We are finalising a phased relocation plan for our remaining operations south of James s Street. However, Diageo remains firmly at the heart of the area. The Guinness Storehouse, Ireland s and Europe s leading tourist attraction is an immediate neighbour with over 1.6 million paying visitors in 2016, while the new Roe & Co distillery is under development at the old Guinness Power Station across the street. The urban and industrial fabric of St. James s Gate will be opened up to new ideas, imagination and creativity. This will be a quarter with history, home to many and open to the world. 9 Our ambition is that St. James s Gate Quarter becomes a world-class, mixed-use urban quarter. We have a number of priorities in selecting a development partner and agreeing a redevelopment plan to help us realise this ambition. RESIDENTIAL We want St. James s Gate Quarter to be home to a vibrant and sustainable residential community that is integrated into the wider Dublin 8 and Liberties areas. We aim to ensure that all necessary amenities, from transport and social infrastructure to leisure and cultural facilities, are available to attract and meet the requirements of a wide variety of residents. A vibrant and sustainable residential community... We want to ensure that these new homes are designed to the highest quality, whether they are in redeveloped existing buildings or new buildings. Our aim is that both the old and new buildings are developed to exemplary environmental, design and performance standards, and are suitable for a mix of housing needs. 17

10 ENTERPRISE, INNOVATION AND CREATIVITY Home to a new generation of entrepreneurs... St. James s Gate and the Liberties have for centuries been the commercial and industrial heartbeat of Dublin. The entrepreneurial drive of the Guinness and Roe families created global brewing and distilling businesses. Their spirit of innovation and creativity continues today at St. James s Gate through the brands that bear their names, and in the Open Gate Brewery. Our goal is for St. James s Gate Quarter to be home to a new generation of entrepreneurs, innovators and creators. We want to create a sustainable mix of workspaces to meet a wide variety of commercial and non-commercial enterprise needs, from individuals and startups to larger organisations seeking room to grow. We also believe there is potential for St. James s Gate Quarter to be home to a variety of retail and hospitality businesses, including hotels, shops, cafés and restaurants. We want to ensure that the resulting spaces realise a vision of exemplary creativity, entrepreneurship and forward thinking, rooted in the best local traditions and knowledge. St. James s Gate Quarter will be a place for our history of innovation to continue. Our ambition is that St. James s Gate Quarter will be part of a wider area that empowers creative people and businesses to grow and develop. We will continue to build on existing relationships with our partners in the community, including the Guinness Enterprise Centre, whose growth and expansion we will support. We also want to work with a variety of stakeholders to realise a shared vision of creating a new Innovation Corridor in the Liberties. 19

11 ENVIRONMENT AND HERITAGE Lead the way on sustainability... St. James s Gate Quarter will see our old and historic buildings transformed and repurposed for modern use. These buildings represent an important part of our city s and country s industrial heritage, and we need to ensure that they can be enjoyed and utilised into the future. Given the site s importance to the Guinness heritage, Diageo will be retaining custodianship of a number of historic buildings, including Vat House 1 and Vat House 2, which were built to support the first Guinness exports. We will also be retaining custodianship of the historic gate and adjoining building, Number 1 Thomas Street, the original home of Arthur Guinness when he bought the brewery. We will consider the best uses for these buildings to match our aspirations and those of the wider St. James s Gate Quarter. Diageo is committed to reducing our environmental impact across all of our operations, including water, waste and carbon emissions. We are working to achieve ambitious targets across these areas in our brewing and distilling operations globally, and have have been recognised as one of the most sustainable corporations in the world in this regard. We want St. James s Gate Quarter to reflect this ambition too, to lead the way on sustainability, using the most advanced engineering and construction methods to deliver the most energy and water efficient buildings possible. We will also explore with our development partner how we can heat and power St. James s Gate Quarter using renewable energy sources. 21

12 COMMUNITY Diageo will work with a chosen partner to create a new and energetic quarter in the Liberties, by opening up the iconic gates, and ensuring strong and vibrant public spaces, plazas, new streets and squares throughout the development that are open and integrated into the wider Liberties area, all in line with best in class design principles. We have already been working to make sure the site will provide the maximum benefit possible for the area. We will continue this process, building on the work we are already doing in the local community, and our goal is to create a quarter that is welcoming to all. Open and integrated into the wider Liberties area... Our ambition for St. James s Gate Quarter is that the primary users will be cyclists and pedestrians, with convenient access to public transport to reflect the needs of 21st century urban living. Public spaces will provide fresh living and recreational areas in the city. To be sustainable is also to be accessible, and this new development will endeavour to meet the requirements of all comers, regardless of physical capacity. We want to ensure that accessibility is woven into, and is part of the fabric of the design. 23

13 WE RE HERE TO STAY Diageo will continue to be the anchor for commercial activity in the area, with one of the largest breweries in Europe at St. James s Gate. In addition, the recently announced investment in the new whiskey distillery and brand, Roe & Co, and the expansion of the Guinness Storehouse demonstrates Diageo s commitment to the future of St. James s Gate. We will continue to invest in our operations and our people, to grow our Irish business for a sustainable future. CONSULTATION To ensure we get the best possible input to deliver on our vision, we plan to run a number of sessions in the brewery to engage both internal and external views on how St. James s Gate Quarter can best be developed and how that fits within the wider Liberties regeneration plans. These sessions will be an opportunity not only to listen to the community around St. James s Gate and get their views on the regeneration of the area, but also to listen to the leading local and international thinkers, academics and activists in urban regeneration and capture their insights. THE NEXT 250 YEARS The unique relationship between past, present and future makes St. James s Gate an extraordinary place. One of the few places on earth where a vibrant, present-day enterprise can be viewed in the visible context of its unbroken history. We now have an opportunity to write a new chapter in our long and remarkable history of transforming our home city of Dublin and our Liberties neighbourhood. We re not leaving our friends and neighbours we re opening streets, creating spaces and generating opportunity while consolidating our operations. We will continue to brew our legendary beers and create new ones for the future, right here where we belong. In the Liberties, at the heart of Dublin. St. James s Gate is more than our brewery, it s our centre of creativity, enterprise and aspiration. We believe it can serve a similar role for Dublin. We believe there s no better way to enrich our history than by creating the circumstances and settings for the Arthur Guinnesses of the future. To transform the vat houses, brew houses and cooperages where Guinness was built, into incredible spaces that will inspire a new generation of entrepreneurs, residents, visitors, dreamers and doers.
