1 CALGARY CULTURAL DISTRICT a f r a m e w o r k f o r t h e f u t u r e The Calgary Cultural District Project was initiated by the Calgary Performing Arts Center in early 2000, as a means of building on the ideas and momentum generated by the design charrette Brainstorm - Imagining Calgary s New Downtown Arts District that was held September The Urban Lab was engaged to provide a framework for development of the cultural district within the greater downtown region. It includes planning principles that aim to result in a distinct neighbourhood character, function and form based on a value of public life and of cultural enjoyment and expression. The resulting project document was adopted by the Calgary Cultural District Partnership in 2001 as a framework for planning.
2 This project focuses on the blocks surrounding Olympic Plaza. Calgary s Cultural District contains civic buildings, public institutions, cultural facilities, and public spaces within a small radius. It contains the cornerstones of urban life - city hall and the municipal buildings as the place of governance, the library as the place of learning and knowledge, the arts centre as the place of high culture and creativity, the museum as the receptacle of the region s material culture and CULTURAL DISTRICT the record of its evolution, the convention centre as the crossroads of commerce, and the cathedral as the place of worship. The urban structure should be expressive of their key relationships and provide the fabric within which all the richness of human life occurs. At present, the Cultural District does not fulfill its potential as a cohesive centre of the city, and it does not function as a neighbourhood to which people are drawn. Land uses and functional relationships were mapped. These show that the District is isolated from key pedestrian/commercial neighbourhoods and from the river paths system. CULTURAL DISTRICT
3 PUBLIC REALM AND PERMEABILITY ANALYSIS The public realm the streets, squares, plazas and public buildings is where all citizens can be by right. The urban structure is both the setting for cultural expression and civic life, and is one way that a society s values are expressed. Permeability and access were mapped for Ground and Plus 15 Levels. Entries into buildings and degrees of public accessibility are indicated by colour gradations. The mapping shows that at ground level, while sections of Stephen Avenue have good transitions between public and private spaces and easy access into the buildings, there are several blocks (including the Glenbow Museum and the Performing Arts Centre) that have no entries or visual interest along public streets. The Public Realm Map shows degrees of accessibility and liveliness of the streets and plazas. There is a strong relationship between the degree of permeability and access and the liveliness of the street. The most vibrant streets are bordered by buildings with many entries and with public uses at ground level. The least lively streets are bordered by blank walls or single uses. Permeability and access - Plus 15 Level The area of most intense use is Stephen Avenue which forms a strong axis between the Municipal Buildings and the 8th Avenue commercial area. North-south pedestrian traffic is much weaker, due to the lack of attractions and linkages to amenities beyond. Olympic Plaza is well used at lunch time during the summer, during the winter months for skating and when programming brings people to the space, but is deserted at many other times. There are several impediments to circulation along its north and east edges, and the undeveloped north-west corner functions primarily as a short cut. Permeability and access - Ground Level The Public Realm
4 Development of a vibrant and legible Cultural District depends on employing strategies at the level of the downtown, the district, and the street. DOWNTOWN STRATEGIES Calgary s downtown is presently composed of distinct functional zones as a result of previous development processes and planning initiatives. A more integrated city should be emphasised, with the Cultural District functioning as the cultural heart and civic centre of the city. Linkages with adjacent residential areas should be developed, and northsouth streets developed to the same degree as the east-west avenues. DISTRICT STRATEGIES Traffic and circulation issues should be resolved, including providing a back alley as service access in all new development where possible. Edge definition and entries into the district should be improved. Visual and funtional barriers should be removed, which includes filling in gaps in the urban fabric and redeveloping the railway lands. The public realm should be the priority in all development and re-development. BLOCK AND STREETSCAPE STRATEGIES An optimum block was modelled to try to achieve the inner-city density while satisfying other qualities of the public realm. All buildings have service access onto a widened alley, which also serves as secondary access and light well. This model also ensures that the block would be developed as a number of smaller buildings, promoting greater variety and mix of uses. The upper stories can be residential, with the height of the buildings and the angle of the roofs governed by the sun angle (June 22nd, 12 noon). The Floor Area Ratio is approximately 5.0, comparable with the existing inner-city densities. No development will be successful without attention to the scale of the street. The street is the most important element of the public realm, and is the connective tissue of the district. The analysis demonstrated how building form and use affect the liveliness and success of the street. As a matter of policy, the public realm should be emphasised in all development plans and strategies. All buildings should have a responsibility of shaping the street and addressing it though regular entries, and inclusion of active public uses at street level.
