Traffic analysis and a preferred design were included in the Record of Decision and Master Plan Amendment approved by NCPC in June Section 106 consultation will continue as the design is developed according to the transportation MOA dated April 19, 2012.

Phase I archaeological surveys have been completed for most portions of Construction Phase 1 on the West Campus and for the entire Shepherd Parkway Access Road LOD. Phase 1a and 1b archaeological surveys have been completed for the North Parcel on the East Campus GSA and FHWA complete Section 4(f) process and consult with NPS to conclude Section 106 compliance on Shepherd Parkway Recitals Completed. FWHS issued a final Section 4(f) in consultation with NPS on May 11, 2012 and issued a Record of Decision on May 18, NCPC approved the Master Plan amendment on June 7, 2012 and commended GSA on its transportation analysis and coordination. GSA agreed to provide NPS with consideration for the use of Shepherd Parkway for the new road improvements Hire on-site GSA Site Manager and on-site Historic Landscape Architect Protection of Existing Resources While the permanent positions specific to this stipulation have not been created, GSA has a qualified Preservation Architect on site full-time. Additionally, historic landscape architect consultants and GSA's horticulturist regularly review project progress to ensure compliance with Landscape Preservation Plan and Landscape Implementation Plan Construction Staging Plans By Phase Protection of Existing Resources Completed. Construction Staging Plans are developed by project phase and are reviewed with Consulting Parties. Limits of Disturbance (LODs) and construction laydown areas are components of the Construction Staging Plan. GSA has also developed a comprehensive site protection program that has physically demarcated areas that are not to be disturbed or disturbed only in conjunction with specific protective methods.

HABS photographs have been completed for all resources on the West Campus and have been submitted to NPS. Full HABS documentation has been completed for 32 buildings and has been submitted to NPS. HABS documentation for contributing resources in construction phases 2 and 3 will be completed prior to disturbance of the resources. HAER documentation is not warranted for St. Elizabeths based on the nature and condition of Cultural Resources present in the NHL Plans for carrying out archaeological documentation Documentation and Completed. The final Archaeological Resource and Management Plan (ARMP) dated August 2012 addresses plans for carrying out archaeological documentation and has been submitted to the DCSHPO Identify off-site location for St. Elizabeths Archive Develop Historic Structures Reports (HSRs) and Building Preservation Plans (BPPs) 12/9/2009 Documentation and Before rehabilitation plans will be considered. 7 Page 4 of Landscape Preservation Management Plan 12/9/2009 Documentation and (LPMP) The LPMP has been broken down into three documents: Landscape Preservation Plan (LPP), Landscape Integration Plan (LIP), and the Landscape Management Plan (LMP). The LPP has been completed. The LIP is largely completed but remains a working document as landscape design is refined. The LMP is in draft form and will be completed as phases of the construction conclude and the phase becomes operational. Phase I LMP will be completed Spring Update the 1993 St. Elizabeths Hospital Archaeological Resource Management Plan Documentation and Completed. The final Archaeological Resource and Management Plan (ARMP) (dated August 2012) has been submitted to the DCHPO. Phase I archaeological surveys, including construction monitoring, and Phase II NRHP site evaluations have been completed for portions of the West Campus and for the entire Shepherd Parkway Access Road LOD. Phase 1a and 1b archaeological surveys have been completed for the North Parcel on the East Campus. Phase III data recovery investigations have been completed at one archaeological site on the West Campus.
8 Page 5 of Create a Citizens Advisory Panel (CAP) Members in place to Public Outreach, coincide with and support project phasing. As GSA was working through the process of creating a Citizens Advisory Panel (CAP) it became apparent that the St. Elizabeths team has a robust public involvement program that includes: GSA's regular participation in community meetings; a full-time GSA community outreach liaison; monthly public cooperative tours with the DC Preservation League (DCPL); ongoing Consulting Party meetings as needed; NEPA process public involvement; and an extensive public website providing access to project documents. These many avenues for public involvement have created a wellbalanced program for substantive public input. Due to immediate project funding priorities, the establishment of a formal CAP has been deferred for now. Within this context GSA will regularly reevaluate the timing of establishing a CAP Develop Permanent Exhibit Not specified Public Outreach, GSA has explored ways to fulfill this stipulation and has been looking into possible partnerships with the Smithsonian Anacostia Community Museum as well as with the District of Columbia, which intends to designate space in its East Campus master plan for a possible site for a St. Elizabeths Museum. Funding limitations have made the creation of an exhibit at the National Building Museum currently infeasible Museum/Visitor Center Public Outreach, GSA is actively exploring ways to fulfill this stipulation and has been looking into possible partnerships with the Smithsonian Anacostia Community Museum as well as with the District of Columbia which intends to designate space in its East Campus master plan for a possible site for a St. Elizabeths Museum.
