3 y Data collection and Evaluation of existing situation of urban planning and management (for important areas in HCMC: District 6, Hiep Phuoc, etc in the perspective of climate change (such as flooding, urban heat island, transportation...).. y Reviewing the current urban planning legislation structure (law, degree, regulations and standards from state level to city level) y Proposed a Strategic Program for DPA s activities (included in City program) to respond (adaptation and mitigation) p ( p g ) to climate change g during g the period p from 2011 to 2015 as following: y Action plans & instruments to respond to climate change (researches on impacts and j proposals, example projects) y Research on institution framework and management policies of urban planning on climate change y Improvement urban management ability integrated to Climate Change (Departments District Di t i t levels) l l ) y International cooperation on climate change research.

How big should the new port complex become, in view of the sensitive ecology of Hiep Phuoc characterized by mangrove swamps and other ecosystem What kinds of industries should the new port seek to attract? Is it a good idea to plan a city in such a low lying and delicate ecological l i l area, where h the h ffoundation d i off the h soil il iis very weak? k? How should development of the new township be phased? What is the environmental carrying capacity of the area? What should be the architectural character of the area? How best to ensure the natural identity?

12 HIEP PHUOC URBAN PORT RESPONSES y An integrated analysis should be encouraged that entails geological, p y physical,, economic and social analysis y of Ho Chi Minh Cityy urbanization and of Hiep Phuoc in particular. y A careful and realistic cost/benefit analysis should be undertaken to assess the environmental and economic costs of building a solid foundation for an envisioned satellite town in Hiep Phuoc. y The cost/benefit analysis should compare protective strategies versus adaptive strategies versus relocation strategies. strategies y A multi agency task force may be best suited to the task, combining urban planners, hydrologists, civil engineers, architects, environmental analysts and others to ensure a comprehensive approach. approach (Source: PRCUD s final report)
