The purpose of the parks advisory committee is to make recommendations to the governing body concerning city owned parks and parkland. The committee shall also act as a tree board to recommend regulations relating to the planting of trees, shrubs and other plantings upon city owned property; to promote beautification of the city and the protection of the public health and safety; and to provide for the preservation and removal of diseased tree, shrubs and plantings. I. Administrative A. Call to order 1. Amendments to Agenda 2. Approve December & January minutes 3. Community Voices a. Citizen concerns pertaining to the pavilion and other improvements at R Park (Attachment 1) 4. Vote for Parks Committee Chair and Vice Chair II. Old Business A. Budget : $ Community Foundation Funds: $ B. Park2Park (Attachment 2) 1. Event needs significant funding 2. Can Parks push the earnings from last year back into the event to fund this year? 3. Projected improvements to the event: course markers; course certification C. Nall Park 1. Amenity pricing: City purchase policy requires Council approval and RFP process D. R Park 1. Beams welded to posts on both shade structures 2. Parks did not present the below recommendation to Council in January a. Why? The City asked Parks to hold on the recommendation and would come talk to Parks at the February meeting regarding process and project management of this project i. Recommendation that Parks had projected to present to Council in January: -Hire construction estimate of both the shelter and the restroom

2 -recommend shelter be estimated as designed AND with all elements itemized out with other factors that could shave cost also included (e.g., using various materials) -Shelter, as designed is a large structure; recommend shelter be estimated as medium-sized -Architect will need to partner with the constructor estimator for this process -Parks to recommend to Council that George Knipp (continue) to be the architect 3. Other concerns Parks has about the master plan: a. Loss of green space b. Using hardscape for the paths (concrete) i. Research permeable or greener options ii. Rough estimate for different trail options provided at request of citizen from McConnell & Associates (Attachment 3; this is to give the Parks Committee a ballpark idea on costs) c. Increased parking on west side by soccer field requires moving trees and loss of green space d. Art placeholders in NE and SE areas of the park were moved to the extreme corners of the park (which is not what was approved/recommended by Arts) e. Art placeholders in NW and SW corners of the park are missing f. Garden area on the park is now kickball/whiffle ball g. School marque sign is removed with the addition of parking 4. Updates from R Park Pavilion/Restroom Task Force (Laura) a. Preliminary restroom mock-up (Attachment 4) b. Color for small shelter roofs (Attachment 5; Medium Bronze; color of existing pillars & beams) IV. New Business A. Forestry/Public Works 1. Ownership of arboretum certification process update (Jennifer; no update) 2. Updates from Public Works 3. Roe house Objective for 2019 B. Nall Park 1. Are we anywhere near having this ready to be an Objective for 2020? C. R Park 1. Messaging of projected improvements (Attachment 6) a. Parks links/updates on City website now that it is re-vamped? 2. Prairie Village and solar wayfinding lights: something to consider for R Park and other parks; perhaps joint research into this with Sustainability? 3. Traffic Garden (Attachments 7-9) a. Size b. Collaborating with Sustainability and BikeWalkKC; must ensure that City administration, Public Works, and the City Engineer are fully informed as we work on the phased plan for R Park c. Is this a potential Objective for 2020? Need City admin guidance D. Grants 1. Frederick and Louise Hartwig Family Fund Grant a. $25,000 approved for R Park pavilion b. Grant to be paid to the City in February 2019 c. Parks needs to send a thank you note to the Hartwig Family 2. AAP Dermatology grant apply for pavilion at R Park E. Art 1. Jorge Blanco sculpture in R Park a. Jorge Blanco provided the City a base plate drawing (Attachment 10) i. Jared Lube will produce engineered sketches by the end of February ii. Jan Duncan will construct the sculpture foundation by mid-april
