Tobin, AICP, Director of Plannin Zonin Agenda Item: Motion: Brennity at Tradition - Public Art (P16-001) Submittal Date: 7/28/2017 STRATEGIC PLAN LINK: This item is consistent with The City's Goal to enjoy culture, nature and fun activities. BACKGROUND: At the May 22, 2017 City Council meeting, the City Council rejected the applicant's proposal to provide artwork on site consisting of a sculpture to be located within the living room across from the main entry of the new assisted living building. The applicant is now proposing to donate the purchased sculpture to the City and requests that the artwork be displayed within a public building within Tradition. Staff has contacted Chris Craft, the St. Lucie County Tax Collector, who is amenable to displaying the sculpture within the future Tax Collector facility which will soon be under construction in Tradition. This would require an interlocal agreement with the County since the City would own the art. In the meantime, the City would need to find an interim location to display the sculpture at a City facility. ANALYSIS: Section (E) (2) of the City Code allows the developer to purchase artwork for donation as a gift to the City. FINANCIAL INFORMATION: N/A LEGAL INFORMATION: NOTICE/ADVERTISING: N/A None required.
2 STAFF RECOMMENDATION: Staff recommends that Council approve the donation of the artwork to the City, direct staff to prepare an interlocal agreement with St. Lucie County to place the artwork in the proposed Tax Collector's building in Tradition, and direct staff to place the artwork for display in the Civic Center in the interim. PRESENTATION INFORMATION: Staff may provide a short presentation. REQUESTED MEETING DATE: 8/14/201 7 LOCATION OF PROJECT: The Brennity facility is located at SW Stony Creek Way. See attached location map. The Tax Collector's building will be located on the east side of SW Village Parkway, in front of Christ Fellowship church. Smith, located in Stuart, Florida. The bronze sculpture, titled "Turtles and Spades", is requested to be located within a public building within the Tradition Masterplan. The project has an estimated construction cost of $6,000,000. Therefore, we understand the dollar value in public art required for this project is $30,000. The artwork has a purchase price of$32,000. Please review the attached documents and verify the donation of the piece of art for public display within a public building within the Tradition masterplan is an acceptable solution. 5 PUBLIC ART REQUIREMENT CHECKLIST January 8, 2012 Project Name: Brennity at Tradition Trail Project Number: P New Submittal: LRe-submittal: 3 (check one) Applicant is required to submit the public art requirement package to the Planning & Zoning Department with the site plan package. The package will be distributed to the Public Art Advisory Board (PAAB) and scheduled for their next meeting. PAAB meetings are the 2 q d (second) Tuesday of every month and the applicant is strongly encouraged to attend. If any items are incomplete or missing, it may delay review of the application by the PAAB. Other drawings or information may be required, if deemed necessary, upon review by the PAAB. The Public Art Requirement approval must be obtained prior to the site plan being scheduled for City Council. Description of Item to be provided: (Twelve copies of all items collated into sets) Completed Public Art Requirement Checklist: One original, completed and signed by applicant. Copy of Site Plan Application and Proposed Site Plan Cover Letter: Describe to the PAAB your proposal to meet the Public Art Requirements. Please be as descriptive as possible. Written Response to Comments: For resubmittals only. Calculation of Public Art Requirement Value: Applicant must provide cost estimate for proposed improvements which include building, site improvements such as paving, drainage and parking (civil), landscape, and site lighting. Complete Public Art Requirement Value Calculation section of this application and attach supportive cost estimates from licensed professionals within each discipline. Proposed Public Art Requirement Method: Identify which method you are choosing to meet the requirement by placing the number in the box to the left. 1. Artwork On Site 2.
