3 Study History Metro study of future traffic and transportation needs in the Glendale Freeway/Boulevard corridor Metro and LADOT completed the Glendale l Boulevard Corridor Preliminary Planning Study Metro and Caltrans completed the Project Study Report/Project Development Support process that addressed options for the reconstruction of the SR-2 Terminus.

4 Study History Metro and Caltrans kick-off environmental process including scoping meetings, community design workshop and focus group meetings As a result of scoping and extensive community outreach and input, alternatives are identified for evaluation in the Initial Study/ Environmental lassessment (IS/EA) Draft IS/EA is completed.

5 Project Goals Improve the environmental setting of the SR 2 terminus through design enhancements that better integrate it with the surrounding community and create the opportunity for development of additional open space in the vicinity of the SR 2 terminus. Better manage vehicular traffic flow at the terminus. Enhance accessibility and safety for pedestrians and motorists in the vicinity of the terminus.

6 Study Boundaries The study area boundaries are I-5 and Glendale Blvd/Beverly Blvd. The primary area of physical construction is the southern terminus of the SR-2/Glendale Freeway.

7 Project Development/Approval Process Identify project alternatives. Develop preliminary engineering and cost estimates for each alternative. Prepare Project Report. Carry out environmental analysis and related technical studies. Prepare Draft Environmental documents. Public review/public Hearing.

8 Purposes of the Initial Study/Environmental Assessment Explain why the project is being proposed. Describe the proposed alternatives. Describe the existing setting that could be affected. Identify and describe potential impacts and mitigation measures.

11 No Build Current Status SR 2 SB exit ramp, 2 lanes. Flyover, 2 lanes. Crosswalk and sidewalk on east side of Glendale between Allesandro and NB on ramp. Two lanes on SR 2 NB on ramp.

12 Alternative A - Widen Existing Ramps Project Features SR 2 SB exit ramp and NB on ramp widened dfrom 2 to 3 lanes. Overpass and 2 lane flyover remain. Crosswalk and sidewalk on east side of Glendale between Allesandro and NB on ramp would be eliminated.

13 Alternative A - Widen Existing Ramps Issues and Constraints No additional open space or pedestrian accessibility improvements. Safety hazards due to flyover traffic merging with SB Glendale l would remain.

14 Alternative B - Realign Ramps East, Remove Flyover and Part of Overpass Project Features SB off ramp realigned to east. SR 2 freeway off ramp lanes reduced from 4 to 3 including non-exclusive right turn lane. Two lanes on SR 2 NB on ramp maintained. New traffic signal at Glendale l & SR 2 intersection. New crosswalks & paving at Duane and Waterloo. Portion of overpass retained. New open space created on portion of flyover and north & south of Glendale.

15 Alternative B - Realign Ramps East, Remove Flyover and Part of Overpass Improvements Contingent on Additional Funding Open space/park improvements. ADA accessible pedestrian ramp in place of flyover. Issues and Constraints Additional traffic delay due to new signal. Non standard median width on SR 2 at terminus (nonstandards require special approvals)

16 Alternative C - Realign Ramps East, Remove Flyover and Overpass Project Features SB off ramp realigned to east. SR 2 freeway off ramp lanes reduced from 4 to 3 including non-exclusive right turn lane. Two lanes on SR 2 NB on ramp maintained. New traffic signal at Glendale & SR 2 intersection. New crosswalks & paving at Duane and Waterloo. Overpass & flyover removed. New open space created north & south of Glendale. Landscaped median north & south of terminus.

17 Alternative C - Realign Ramps East, Remove Flyover and Overpass Improvements Contingent on Additional Funding Open space/park improvements. Issues and Constraints Additional traffic delay due to new signal. Less open space created than Alts. B, D, and E due to removal of flyover and overpass.

SR 2 2freeway off ramp lanes reduced from 4 to 3 including non-exclusive right turn lane. Two lanes on SR 2 NB on ramp maintained. New traffic signal at Glendale & SR 2 intersection. New crosswalks & paving at Duane and Waterloo. Overpass and flyover retained and reused for new open space and connection across Glendale.

SR 2 freeway off ramp lanes reduced from 4 to 3 including non-exclusive right turn lane. Two lanes on SR 2 2NB on ramp maintained. New traffic signal at Glendale & SR 2 intersection. New crosswalks & paving at Duane and Waterloo. Overpass and flyover retained and reused for new open space and connection across Glendale. Existing retaining wall along Allesandro relocated to east.

ADA accessible ramp adjacent to flyover. Issues and Constraints Additional traffic delay due to new signal. Most costly of five alternatives due to relocation of retaining wall.

27 How to Comment Comments received during the 45-day public review period are formally recorded and are responded to in the final environmental document. The IS/EA is available at the following facilities for review: Public Meetings Metro and Caltrans District 7 offices Edendale Library Atwater Village Library Echo Park Library

28 How to Comment Submit comments in the following formats: Written Comments Comments cards are available at the registration table at all public meetings. You can submit them to the project team before you leave or follow the mail, e mail, or faxing instructions. Verbal Comments Court reporters have been present at previous community workshops and will record all public comments received during this public hearing. All comments must be received by Metro on or before July 2nd.
