Proposal 1.1. Consent is sought for the installation of a single storey modular building, re-location of an existing MUGA and an additional 5 vehicle parking spaces at the St. Barnabas C of E School, Spring Lane, Erdington The modular building is required for the provision of additional rooms due to a reconfiguration of the existing internal spaces with the school. The structure would consist of a community room, library, creative arts room, special needs support room, independent learning room, office and W.C facilities, measuring 39 metres in width x 9.6m in depth x 4m in height, with a footprint of 370sqm. The structure would be cream in colour with areas of cedar timber cladding, being located to an area which is currently occupied by a MUGA, which will be re-located to an area on the edge of the existing school playing fields Five additional tandem parking bays would be constructed to the northern edge of the school access drive and one existing space would be enlarged to create a second disabled bay No increase in staff or pupil numbers are proposed as a direct result of these proposed works. Site/Location Plan Proposed layout and elevations 2. Site & Surroundings 2.1. The site is occupied by St Barnabas C of E Primary School. The main building takes up the central part of the site, contemporary new build classrooms are located to the Page 1 of 6
2 northern boundary, playing fields to the south and playground to the east of the application site. Parking is available at the site entrance which is accessed off Spring Lane The school is surrounded by residential dwellings to the north and west, with playing fields to the east and south.. Consultation/PP Responses 4.1. Regulatory Services No objection 4.2. Sport England No objection to amended MUGA relocation Transportation Development Require additional information relating to a Transport Statement, parking layout and School Travel Plan Site notice posted and Ward Councillors notified, with no responses received. 5. Policy Context 5.1. Birmingham UDP (2005), Draft Birmingham Development Plan, Places for All SPG, Car Parking Guidelines SPD and the NPPF 6. Planning Considerations 6.1. The main issues for consideration are the impact of the proposal on visual and neighbour amenity and highway safety The applicant advises that the school has recently taken on additional classes through the conversion of rooms within the confines of the existing building. However, this has resulted in the loss of a number of ancillary teaching facilities. The proposal addresses this, by means of the proposed modular building with Page 2 of 6
3 space/rooms to provide a community room, library, creative arts room, special needs support room, independent learning room, office and W.C facilities. No increase in staff or pupil numbers would occur as a direct result of this application Paragraph 3.8 of the adopted Unitary Development Plan states that the City's environmental strategy is based on the need to protect and enhance what is good in the City's environment and to improve what is less good. The keynote is on quality and paragraph 3.10 of the UDP states that proposals which would have an adverse effect on the quality of the built environment will not normally be allowed The proposed building would be located within the school grounds, on area which is currently occupied by a MUGA out of sight of the main public realm. The building would have a similar appearance to other modular buildings within the school grounds. The new building would require the removal of 3no. trees which are not considered significant; surrounding vegetation consisting of larger mature trees and hedgerow planting would be retained. Within context described above it is considered that the proposal would have no adverse impact on visual amenity. Due to the temporary nature of the modular building, a 5 year temporary consent is recommended for this element of the application The proposed building as well as the relocated MUGA would be positioned a minimum distance of 40m and 70m respectively from the closest residential properties. Within the context of existing school grounds there would be no adverse impact of neighbour amenity. Regulatory Services raise no objection The original proposal would have seen the existing MUGA relocated to the south of its current position, on the edge of the school s playing fields. Sport England objected to this element of the proposal as it would have led to the loss of land which had been used as a playing field within the last 5 years, however after negotiations an amended scheme has been submitted showing the MUGA to be repositioned to the east of the existing MUGA site, which is also next to the location of the proposed modular building. Sport England have no objections to the amended scheme. A revised consultation exercise is being undertaken for this amended location, which expires on 15 th June In terms of vehicular parking and circulation, the proposed modular building and relocated MUGA would not displace existing parking facilities. The application also includes the creation of 5 tandem parking spaces to the existing car park to its Spring Lane entrance, located on a small grassed area, and enlarging an existing space for the creation of a second disabled parking bay. Transportation Development do not offer objection to the scheme but have requested further information including a Transport Statement and School Travel Plan. However, no increase in pupil numbers is proposed as a result of this application and it is considered that the additional information is not necessary to determine the application and it would have no adverse impact on highway safety. 7. Conclusion 7.1. Proposal is in accordance with relevant policy and guidance and planning permission should be granted. 8. Recommendation Page 3 of 6
