1 50-year Water & Wetland Vision for England Workshop 3: Wetland vision maps; your feedback on draft maps, methodology and ways forward 7 th December 2006 WORKSHOP DETAILS Theme 1: Methodology and prioritisation Brief: This theme is designed to look briefly at the methodology we are using in the project, and then to work through how significant some factors are in informing our national map, or limiting our aspirations. Some factors could be viewed as real show stoppers, whilst others only a temporary barrier. Some factors combined in certain areas make the case for restoration a very powerful one we would like to explore this and see what maps we get as a result. Since there is multiple potential for habitats in some areas, and only specific potential in others, we would also like to explore ordering habitats in terms of restoration priority. 3 habitat focus: Fens Ponds, ditches and other small wetland features Coastal and floodplain grazing marsh 1. For each habitat, review the outline methodology for selecting areas that could support future locations of these habitats and the maps that show this. Is this an appropriate rendering of high level potential? Map 1 Potential for Fens Map 2 Potential for ponds, ditches and other small wetland features Map 3 Potential for coastal and floodplain grazing marsh 2. There are a range of constraints to potentially delivering and supporting this habitat in 50-yrs time. Select from the potential Ecological, Political and Physical factors that are appropriate to each habitat and group them according to one of 5 criteria i. An absolute show stopper even in 50-years time there is no point in aspiring for wetlands (and specifically this habitat) here ii. Lends considerable credibility to putting wetlands (and specifically this habitat) here iii. Lends some credibility to putting wetlands (and specifically this habitat) here iv. Is neutral and/or dependent upon further investigation/data

Should only be considered when x, y, z conditions (feel free to list) are also present Ecological factors Map 4 Ratio of lost habitat to existing habitat remaining (sub-catchment database, coastal and floodplain grazing marsh only) Map 5 a Significance of the resource present - hectares (sub-catchment database, coastal and floodplain grazing marsh) Map 5 b - Significance of the resource present density (sub-catchment database, coastal and floodplain grazing marsh) Map 5 c Significance of statutory wetland resource present (sub-catchment database) Map 5 d Species richness (sub-catchment database, coastal and floodplain grazing marsh only) Map 6 - Significance of the resource present (sub-catchment database, fens) Map 7 a Significance of the resource present number of ponds (sub-catchment database, ponds) Map 7 b - Significance of the resource present ponds density (sub-catchment database, ponds) Physical factors Map 8 Extent of urbanisation across the sub-catchment (sub-catchment database) Map 9 Extent of urbanisation across the floodplain (sub-catchment database) Map 10 Current availability of water (sub-catchment database) Political factors Map 11 Extent or presence of airports (sub-catchment database) Map 12 Contact with the coast (sub-catchment database) Other factors not considered List, and briefly describe how they could be weighted against each habitat (bearing in mind that the above list focuses on those that we have data for within the project) 3. Some habitats, like certain fen types, can only be created in specific locations. Assuming that each of these habitats could be a potential in any given area, rank the habitats below in order of long term restoration priority given their equal potential. i. Fens ii. Lowland raised bog iii. Coastal and floodplain grazing marsh iv. Wet woodland v. Purple Moor Grass vi. Ponds and small wetland features vii. Blanket bog vii. Reedbed

3 4. How could the following factors change this ordering? Little potential for rare habitats exists, or further wetland Lots of potential for further wetlands and a rare habitat present Lots of potential for further wetlands but rarer habitats not likely possible 5. The new landscape scale wetland targets is Establish 8 new landscape scale wetland complexes by 2020, at least 1 in each country, in which [fen] is a major component along other wetland types and in which successional processes within the [fen] are allowed to proceed unchecked 4 of these would exist in England. Can the Vision be used to identify these areas? What components of the Vision database that have been demonstrated of explored today could be used to identify these? Target details: - Over 1000 ha each - [fen] is a major component along other wetland types - Success ional processes within the [fen] are allowed to proceed unchecked. Potential components of the sub-catchment database that could be drawn upon: Presence and significance of existing wetlands Presence and extent of potential wetland Range of political, ecological and physical parameters as described earlier

4 Theme 2 map styles and presentation Brief: There are a number of key messages that the project needs to convey to a wide audience about where wetlands could go in the future. This needs to be supported by a range of contextual information, which lends credibility as to why we would like more, and often large landscape-scale wetlands of the future. One element of this is assuring the data and its rendering on a national map is sound, another is presenting aspects of this data in a aesthetically pleasing and non-threatening way. This needs cross checking with delivery of specific messages and with the 3 core types of maps we want to produce 1) maps that show some historical context of where wetlands used to be 2) maps that show the current extent and context of wetlands 3) maps the illustrate our aspirations for where we d like future wetlands to go. This will need continual refining within the Vision, but today forms the first check to ensure we are on the right tracks. These maps will not necessarily all form part of the final suit of maps, but they are indicative of the kinds of presentation issues that we need to get right. Rate each the following maps (marks out of 10 could be useful) in terms of a) Fit with the message that is being conveyed b) The visual presentation of the map and the use of colours. 1. Message = The historical loss of wetlands is vast and is highly variable across the country Option 1, Map 13 The statutory resource and associated wetland landscape types that support wetlands Option 2, Map 14 The statutory resource and soils types that historically supported wetlands Option 3, Map 15 The statutory resource and non-statutory resource and associated landscape types that support wetlands Option 4, No map A spatially explicit area of known loss with contracted range of wetlands shown 2. Message = Our current extent of wetlands is small, fragmented and highly dispersed across the landscape Option 1, Map 16 Wetland site boundaries (statutory and non-statutory) Option 2, Map 17 Wetland site boundaries (statutory only), with rivers Option 3, Map 18 Wetland site boundaries (statutory and non-statutory), against a backdrop of land that would naturally flood (1:100 year probability) Option 4, Map 19 Wetland site boundaries and simple network map showing clusters Option 5, Map 20 Wetland site boundaries (statutory and non-statutory) with additional point data Option 6, Map 21 Sub-catchments themed according to number of statutory sites present 3. Message = There is lots of potential for floodplain wetlands that could, in theory, be fulfilled and this varies across the country

5 Option 1, Map 22 Ratio of existing statutory floodplain resource, to 1:100 yr floodmap, with areas of significant urbanisation removed (sub-catchment database) Option 2, Map 23 Existing statutory habitats that occur within the floodplain laid over 1:100 yr floodmap, with areas of significant urbanisation removed Option 3, Map 24 Existing statutory resource within, and without floodplain, themed by 1:100 yr floodmap, with areas of significant urbanisation removed (sub-catchment database) 4. Message = There is greater potential in some areas than in others when certain constraints are factored in, and this varies across habitat types Coastal and floodplain grazing marsh (for example) potential themed according to where: Option 1, Map 25 Only sub-catchments scored (10/10) that contain existing quality habitat (botanically species rich) Option 2, Map 26 Sub-catchments scored (5/10) where there is existing coastal and floodplain grazing marsh of any quality, and scored (10/10) that contain existing quality habitat (botanically species rich) Option 3, Map 27 Sub-catchments scored (10/10) where there is surplus water, or over licensed but not necessarily over abstracted water resources and, sub-catchments scored (5/10) where there is existing coastal and floodplain grazing marsh of any quality, and scored (10/10) that contain existing quality habitat (botanically species rich) Option 4, Map 28 Sub-catchments scored (10/10) where there is surplus water, or over licensed but not necessarily over abstracted water resources and, sub-catchments scored (5/10) where there is existing coastal and floodplain grazing marsh of any quality, and scored (10/10) that contain existing quality habitat (botanically species rich). Sub-catchments erased where there is an airport is present within the sub-catchment. Option 5, Map 29 Sub-catchments scored (10/10) where there is surplus water, or over licensed but not necessarily over abstracted water resources and, sub-catchments scored (5/10) where there is existing coastal and floodplain grazing marsh of any quality, and scored (10/10) that contain existing quality habitat (botanically species rich). Sub-catchments score (0/10) where they intersect any kind of airport zone, but given a (5/10) if the sub-catchment contains low grade agricultural land, and an additional (5/10) if a low proportion of the floodplain is urbanised.

6 Theme 3 local visions informing the national map Brief Information on local visions has been collated in varying detail and depth across the country. One of the main purposes of this was to utilise them in informing, or prioritising areas on our national vision map. We have only taken this work so far, and feedback from this session will inform whether we continue to collate information and how we express it or not within our sub-catchment database. Given these different categories of local visions, and the maps that illustrate an example, which of these is the best option for expressing them? OPTIONS FOR EXPRESSING: Represent them directly on the national map with GI associated with the project Beef their boundaries up so that they can be seen on the national map Do not represent them on the national map Represent them on the national map as a point/arrow Only associate these with the national map when considerable potential can be demonstrated Zone our national maps according to whether or not vision are already on tract to delivering aspects of the vision Illustrated as case studies only, or as a means to weight the sub-catchment database (something is happening here, therefore it should appear as more significant than other areas showing similar potential) Styles 1. Purely an inventory of potential wetlands with few constraints factored in Example Vision map 1 2. A fully developed Vision/project which has commitment towards achieving, but no funding Example Vision map 2 3. A well developed, often single issue, Vision/project which has no particular commitment towards achieving Example Vision map 3 Scales 1. A macro, landscape scale vision which is geographically explicit Example Vision map 4 2. A micro scale vision, which would appear insignificantly on a national map Example Vision map 5 Outlook 1. A vision that works within current landuse and climate change scenarios Theoretical map
