Urban Structure The success of any masterplan lies in a clear definition of the future urban structure of the place. This includes the essential ingredients of the key routes and spaces that give a place its framework for development and its distinctive precincts, neighbourhoods or quarters that provide a range of different functions in the town centre Defining a New Hierarchy of Routes and Spaces In promoting a clearly defined urban structure for the town centre and its expansion, the following key structuring principles emerge: The creation of the Waterfront Wall along the Navigation Canal to provide clearly defined urban edge to the town centre on arrival via the new St. George s Bridge. This provides for continuous urban development of a consistent scale along the waterfront edge and incorporates a new open space on the canal. The scale of the "Wall" will take into consideration the prominence of the St. George s Church as a landmark building in the town centre, ensuring that long views are retained. The introduction of the Market Armature that sets up two new formal axes of development, centred on the new Market Square. One axis extends from a new fountain at the front entrance of the Corn Exchange to a new landmark building in the North Waterfront Area on a line parallel to Market Road. The other extends down Fishergate to the St George s Waterfront via a new pedestrian bridge to the proposed new Waterfront Park. The reinforcing of the Main Street Spine that involves for extending Baxtergate to the north as a continuous high quality pedestrian dominated active street that follows the northern axis to the North Waterfront area and peels off at the new mooring basin to terminate in a new urban square. This in turn extends to a new pedestrian route to Strawberry Island. The establishment of the Gashouse Basin reformed from part of the Gashouse Bight, to act as a locus for British Waterways boat mooring, as well as providing leisure and recreational activities in the town centre. This is reinforced by creating a new urban square, lined with active frontages, in front of the Yorkshire Water Pumphouse building, to create the primary. The creation of a Great Street extending from the proposed Interchange to the Holmes Market roundabout with a view to reducing the impact of the inner ring road along Church Way and providing for a high quality urban street and boulevard, facilitating public transport and pedestrian accessibility. The introduction of St George s Circus as a new high quality point of arrival to the town centre from the north. This involves the phased restructuring of the existing roundabout to provide a formal urban square lined with buildings and offering strong, clearly defined pedestrian route across Church Way into the North Waterfront Area. The proposal for a new Waterfront Park as a focus for waterfront, recreation and leisure activities, whilst still maintaining the vista of St George s Church from the new St George s Bridge. The reinstatement of the Riverside Walkway as a continuous urban waterfront pedestrian route along the southern side of the canal system, including a new pedestrian bridge across Gashouse Basin. This is complemented by a new informal towpath route through the Waterfront Park along the north side of the canal. The creation of Waterdale Square as the focus for a new civic and cultural quarter. This space will anchor the southern end of the town centre and provide for a wide variety of events. The formalisation of Station Square as the main point of arrival by rail and bus to the town centre. This may include the rationalisation of parking arrangements, the introduction of a high quality public realm, information systems and public art to signal the Gateway to Doncaster. In terms of secondary structure the plan proposes the creation of a new garden sqaure at Hallgate Triangle and the reopening of Young Street to provide a high quality pedestrian route between the Waterdale Square and Station Square. These concepts reflect key urban design considerations, phasing, land ownership and constraints such as existing infrastructure, ground conditions and contamination.

3 Drain Section 3.0 I The Masterplan Framework Defining New Urban Precincts A key component of the masterplan is the promotion of Doncaster Education City as a major new educational/mixed use quarter on the waterfront that could extend on both sides of the Market Spine and on either side of St. George s Bridge and the canal system. This concept is seen as a major development initiative within the town centre and will complement waterfront housing, new commercial developments and the creation of a lively and attractive waterfront, as well as providing valuable footfall to regenerate the market area. In developing these ideas, a series of urban precincts have been defined in the Plan, which give rise to a range of individual responses in terms of scale of intervention, proposed density and mix of uses. A business plan is being prepared to reinstate the market as a vital, new precinct within the town centre, creating a new market square contained with buildings with a reasonable urban scale to accommodate urban living. Live frontages to the square will accommodate cafes, restaurants and other retail activities. This will involve the rationalisation of the market stalls, the introduction of a new multi-purpose events space and a major public art feature. Critical to the success of this project is the accommodation of a new multi-storey car park to replace the existing surface car parking. Any new car parking structure will need to be aligned with active uses and scaled to the nature and the quality of the surrounding fabric. In addition, this precinct should act as a focus for local bus activity with high quality public transport facilities in close proximity. >Top Artist impression of The Market Place 20 >Left Urban Precincts plan
4 1180 I Doncaster Renaissance Masterplan St George s Waterfront Precinct This area, bounded by Church Way, North Bridge Road, the Navigation Canal and the new St George s Bridge will provide the first phase of the Waterfront development. The area is centred on St George s Church and will become a mixed use urban precinct within close proximity of the town centre, underpinned by educational uses, waterfront living and restaurant/café activity along the water s edge. This will include the creation of a new riverside walkway along the southern side of the Navigation Canal to link into the towpath to the east. Its southern boundary is defined by the Great Street proposal that seeks to extend retail frontages along this section of the street with active commercial activities above. In this regard, the Tesco site is identified as a future development opportunity to complement the waterfront activities as well as reinforcing the retail potential of the town centre. In developing the St George s Circus proposal, a landmark building is proposed adjacent to St George s Bridge will function in concert with the proposed building on the opposite side of the bridge to create a new urban gateway to Doncaster. >Top Artist impression of St George s Waterfront >Middle Left Waterfront housing in Bristol >Bottom Left Dutch waterfront development 21
5 Section 3.0 I The Masterplan Framework Gashouse Basin Precinct This area, centred on the Gashouse Bight, the remaining leg of a former river system, and the Pumphouse building is bounded by Navigation Canal, Church Way, St George s Bridge and the existing residential and industrial development extending from Don Street to Wharf Road. It is proposed that this precinct will function as a new mixed use residential, educational and commercial quarter, developed around the new Gashouse Basin and Pumphouse Square, which will provide the focus for waterfront restaurants, cafes and other active uses. The area will be developed to a reasonable urban scale to accommodate higher density urban living around the waterside, new commercial buildings to accommodate Yorkshire Forward s new e-campus, and Doncaster Education City s Digital Design Precinct and higher education facilities. Waterfront Park Precinct This area is bounded by the new Waterfront Park and extends on both sides of St George s Bridge to the Navigation Canal and railway corridor. Although it focuses mainly on the proposed development sites around the park, it could be extended to include the Railtrack/Jarvis sites in the future. It is proposed that this area functions as a later phase of Doncaster s Education City proposals to accommodate higher education activities and further commercial development linked to the emerging university proposals. Higher density residential development is proposed along the length of the Navigation Canal to complement the Gashouse Basin area. 22 >Top Artist impression of The Gashouse Basin
6 Marshgate Urban Village This area bounded by the River Don, River Cheswold, Navigation Canal and the Railway Corridor is centred on the old North Bridge and a number of fine remaining buildings along the North Bridge Road. This precinct is identified as a future mixed-use urban village with predominantly higher density residential uses and active frontages reinstated along the main street. This area will be the subject of more detailed design development. Station Precinct This area, centred on Doncaster Station, is bounded by the railway lands, new Interchange, the Frenchgate Centre and Sepulchre Gate West. The proposal is to create a new high-density urban precinct around a proposed Station Square. This involves early discussions with the local landowners to create new frontage development including options to open up the Sainsbury store to the square, improve the frontage of the Grand Theatre and provide a new multi-storey car park to serve the station and town centre. This precinct could also accommodate hotels, leisure uses and tourist information facilities I Doncaster Renaissance Masterplan The Waterdale Precinct This area, centred on the proposals for a New Performance Venue will become the cultural and civic quarter of the town. It is bounded by Cleveland Street, Wood Street, Trafford Way and the Doncaster College/Civic Buildings complex to the south. Detailed studies are currently underway to reinforce the creative industries in this location, increase urban living and provide for a new Art House development and health village to complement the existing civic and cultural uses in the area. This includes improving the facades to existing buildings around the new Waterdale Square. A phased redevelopment of the Waterdale shopping centre is anticipated. This should involve reinstating Young Street as the primary pedestrian link from the town centre core to the Waterdale.
