9 Why Plan? It is an important process to teach community residents and leaders to that good planning is important and has an impact on Quality of Life. Planning is an organized way to anticipate and shape changes for the benefit of the community. To form a good basis for plan implementation - zoning, design guidelines, and capital improvement programming. A well planned community is attractive, has reasonable taxes/fees, adequate public services, and is a good place to live and work.
10 What is a Comprehensive Plan? Not a Zoning Ordinance or Subdivision Regulations "Comprehensive municipal plan" means a compilation of policy statements, goals, standards, and maps for guiding the physical, social and economic development, both private and public, of the municipality and its environs, and may include, but is not limited to, the following: statements of policies, goals, standards, a land use plan, including proposed densities for development, a community facilities plan, a transportation plan, and recommendations for plan execution. A comprehensive plan represents the planning agency's recommendations for the future development of the community. Minnesota State Code

51 Future Actions City Commissions and Boards are reviewing draft plan chapters. Council will have a workshop on July 16 th to review the plan prior to impacted jurisdiction review. After review comments are received and any desired edits are made the Council will consider adoption of the plan and submittal to the Metropolitan Council.
